The want of a general system of drainage and sewerage for the city has long been felt. Especially Ras this become an absolate necessity since in- troduction of the Potomac water and the us: of it for general purposes by all classes of our citizens, ‘This plan disposes of the vexed ques- tion connected with the Washington canal,and conyerts it into a grand mam sewer, tor which purpose it will be rendered useful ‘and valu- able. By depositing the sewage in a basin, all that is valuable in that material for fertilizing Purposes will be saved, and a considerable Tevenue added to the city by its sale to the farmers and gardeners in our vicinity. Of course, the accomplishment of tbis or any other system of draiuage and sewerage that may be adopted will be somewhat expensive, but the longer it is delayed the greater will be the ex- pense; and it must be admitted that this is a Work of absolute necessity, and cannot be post- pond many years. The health of the city, as well as the convenience of its people demand it, and the capital of the nation should not be behind other cities in matters of such vital im- portance. The United States Government will, have good reason to believe, lend its aid 10 this vngertaking, to the extent that its property is benefitted, if nothing more. Hine, appellants, against the United States, on Sppeal trom the same Court, Justice Clifford delivered the opinion of the Uourt, reversing the several decrees in these cases per stipula- tion of counsel, and remanding the canses for further proceedings.
