Boarp or Atpgaman, February 25th, 1*39.— The Board met pursuant to @ call from the Mayor trom whom @ commanication was re- ceived inclosing one from Jos. Shannon, Clerk of the Common Council of the Uity of New Yerk, announcing that @ special committee, consisting of en members of each branch of the said councils, will arrive ia Washington on Monday next, for the pa:p»se, among others, of becoming acquainted with the workings of cur system of municipal government, with a View of establishing & comparison with their own, snd of recommending, upon their return, such improvements as may present themselves to them. ‘The Msyor says in bis communication: “1 have cailed the Councils together this evening for the purpose of taking action on said com- munication, and to give the two Boards an oppor'unity of making such arrangements tor the reception sod enlightenment of the dis- tiuguished visitors as the occasion seems (0 require, and as the Courcils may think fic and prope! Tae communication of Mr. Shannen states tbat the special committee viest Washington on business connected with the financial interests ot New York, particularly in reference to the Tefunding of moneys aavanced by the Corpo- Tation to the General Government at the com- Mencementot the war. During their stay they desire very much to visit aud inspect the priu- cipal institu'ions in this city, wita = view of establishing & comparison thereot with their own, and of recommending, upon their return, such improvements as may present themselves tothem. Mr. Shannon says :—« If uot incom- patible with the performance of any pablic Dusiuess entrusted to you, the committee would be very grateful if you paced at their disposal the means of obtaiming access to suck imstita- toms, and of giving tmem the opportunity of beccming Scquainted with the workings of your system of munscipal goverumeat Thacy Will feel deeply obliged to you, and if ever ai- forded the opportunity, you may rest assarea, vir, they will gladly and with alacrity recipro- cate the favor.” - Rochards offered a joint resolution, that @ commitier of three members of the Board of Alcermen sud three members of the Board of Common Council pe appointed for the purpose of msking suitable arrangements for the reeep- ton of the visitors. Mr. Moore said he was not im favor of the Councils appeimting a committee toarrange for the entertainment of the New York Qouncil- men who ome here ou business purely foreign to this Corporation. It would be sufficient to Tequest the Mayor o extend any courtesy to te visitors he might deem proper. Mr. Rtch- ards cite & precedent tor appointing & com. mittee— that im the case of a visit from Balti- more Counctimen about four years ago. Mr Fenwick thought that as the committee was sent om business of financial interests alone. the other business of visiting this city was a pri- yale matter, aud entirely unofficial. Mr. Moore offered sn amendment instructing the Mayor to | extend to this visiting committee the courtesies usually due to visitors. Mr. Richards tuought the amendment a nullity asthe Mayor could do that without instructions. He then again Teterred to the precedent set four years ago by | the entertamment of the Balumore Councii- men, when Mr. Moore stated that be opposed the measure at (hat ume. Mr. Crocker thought if these gentlemen were to be received here at all they should be entertaimed by their peer: If the Mayor of that city should visit this city. then it woula be highly proper that oar Mayor should entertain them. He believed them to be men of truth amd honor, aud sincer their statement as to the ob jeet of their coming. Mr. Fenwick said if this communication was favorably considered, they might have toreceive msny other visitors. Mr. McCathran thought that & reception should be given to the Visiting Committer, which was commensurate with the mesns of the Corporation. He was opposed to £1ving them champagne, for if the Corporation was poor it should not put on airs, The que=tion was then taken on Mr. Moore's amend- Ment and it was lost: Yeas—Messrs. Fenwick, Licyd, Mcore, Morsell, and the President—> Nays—Messrs. Baker, Clark, Cook, Crocker, Knight, Larman, McUathran, Kichards, and Talbert—9." A resolution then came from the | Board ot Common Council providing for the Appoimtinent of a committee ot fourteen mem- bers of thetwo Boards to receive the Committee of the New York Councils. Mr. Crocker pre- sented @ resolution appointing a committee of one from each Ward to act in conjuaction with | the Mayor and the Commutiee of the Lower Board. Here an anin d debate sprang up between Messrs. Crocker and Bloore, the former charging the latter with b ing to the ig billows and com- Beard to insnit members. Me ust such personalities, he Mr. Crocker in utter conterapt. to. wuich Mr. C. replied that the contempt was mutaal. Dir. GEORGETOWN COUNCILs.—la accordance with the request of ral members of the Boards of Aldermen and Common Gouncal, the Mayor cali+d a speosal meeting of the Counciis lastevening to take action for the tem; supply for the bigh-service with water, ren- dered necessary by the breaking of the forcing ump at the aqweduct bridge; also, to provide F an alteration in the grade of Water street. so &s to contorm to the elevation of the bridge about to beerected. The Mayor enclosed two communications in his message to the Boards trom Colonel Samo, one in reterence to tine stoppage of the water engine that supplies Georgetown Heights with Potomac water, stating thst it will take several days to make the necessary repairs; that Georgetown Heigbts Will be deprived of Potomac Water after the 26th inst., until the repairs are fiaished unless the steam fire-engine “Henry Addison” be con- nected with the high and low service, and for a few days ured asa force pump. The other communication was in reference to K street bridge, and Col. Samo says if the bridge be built to conform to the present grade of Water street there will be a waowiatn Td mine fret three inches between ordinary water and the under side of the superstructdte of the bridge: and in order that there may be a head- way of twelve feet, as requested by the Pres. Geut of the Chesapeake and Ubio Ganal Vom. Pay, it will be necessary to raise the grade -f Waier street two feet nine inches. Board of Aldermen.—The communic the Mayor inclosing those of Gol. Samo were re- ceived from tbe Board of G@ommon Council. With reference to the communication trom Col. ton of | Samo concerping the high-service reservoir, Mr. Hill stated that subsequently to its rec tion by the Mayor information had beea r crived that by Saturday all deficiency of water would be supplied by the repair of the forcing eugine, and therefore no action on that sab, was necessary. The commuuication was Jaid on the table. “The commauication in referen to the K street bridge was then taken up, when Mr. Thomas moved its reference to & jotnt se. lect committee of the two Boards, which mo- tion was discussed at some length. Finally. a resolution, offered vy Mr. Davis, was adopted, ‘which sets forth tbat with a view tothe utmost extension of the trade of the Chesapeake and Chio canal, the authortties of this town will co-operate with the city of Washington, by the gTaduation of the streets to adopt them to the Tequirements of K street bridge in its recon- straction, suited to the wants of the canalcom- | pany.” ‘The lower Board also adopted it after appending an amendment in the following words:—“Namely. that ghere may be & head- way of eleven feet between ordinary high water and the underside of the superstructure of said bridge, as requested by the President of the ‘Chesapeake and Ohio Canal Company." Upoa its re-commitment tothe Board of Alderm the amendment was non-concurred in and committee of conference asked for, which ing agreed to the conference was held and the amendment of the lower Board was concurred in alter striking out 11 feet and inserting 12 feet. | The resointion as amended was then by both branches of the Councils. Council resolution repealing the ordinance providing for the office of Street Commissioner was re- jected, after a spirited debate, by a tie vote, as follows: Yeas—Messrs. Davis, Hill, and Bro- paugh Nays— Messrs. Peck, (Recorder,) Thomas, and Newman. Council resolution urging Congress to make an appropriation for the completion of the Washington Aqueduct ‘was passed. Adjourned. Comnen Council.—The Chair read the call of the Mayor for a special meeting of the Boards, inclosing communications of Col. Sumo, above Teferred to, and the papers were referred to the Beard of Aldermen. Mr. Ramsbarg presented resolutions urging upon Congress the impor- ily making an appropriation for the completion of the Washington Aqueduct, nd appointing Dr. Charles H. Cragin to con- vey @ copy of said resolutions to roper committees in Congress: pussed. Mr. English roduced an ordinance repealing the ord nce for appointment of a Street Commis- Sioner, which, after remarks ty Mr. Shoe- maker in opposition to the measure, and by Messrs. English and Clements tn its tavor, was parted. Aldermen's resolution m reference to conforming grade of Water and Green streets to the requirements of K street bridge in its re- construction, with a view to admit the passage of boats trading on the Chesapeake and Ohio canal, Was read. Mr. Collins thought the res. | olution rather indefinite, and moved anamend- | ment specifying that there shall bea headway of eleven feet between ordinary high water apd the under side of K street bridge: which Was agreed to, and the resolution passed. “Lhe Boaid of Aldermen having refused to con- cur im the amendment, this board adhered to the same. and requested a commi-:tee of con- ference: and Messrs. Collins, Kamsburg and Shoemaker were appointed on said committee rd. The committee of conference recommended striking out eleven feet from the amendment snd inserting twelve feet; which was agreed to, and the board ad- journed sine div SERENADES.—The newly elected Mayor, Al- dermen, and membersot the Board of Common Council were visited at their residences and serenaded last evening by their friends, wh had proevred the services of the Holy Hil!
