Tae Srmagenssir —Mr. Dawes has with- raw from the Speakership in the following handsome letter | Hose of Rareeseetatives, Feb. 24. 1369. + Blane—MV Dear’ Ste: Having determined not to b= longer a c-ndidate for Speaker, I deem it due to the friendly relations | which bave all along existed tetw en us that I should communicate this determination to you at che earliest moment. m truly yours, =H. L. Dawns, It speaks well for both the gentlemen that the rivalry between them for the high office in question Bas been maintained in this friendly and generous spirit. It would have atforded gratification to a large number of as warm per- sonal friends as man ever had tosee Mr. Dawes in the Speaker's chair, and it is certain that he Would bave filled it with dignity and distin. guished ability. Bat he was fated to have for & competitor one whose high qualifications for the position, united to his brilliant and effective services in the Republican cause, had desig- him anmistakably as ‘he man for the place. Mr. Biaine’s rise in the House, though rapid, bas been on sure foundation. He has a rare combination of qualities, fitting him for a lez- islator—alertmess and comprebensivenes ot mind, & memory never at fault, integrity, sound yudgment, a forcible and copious dic- tiom, and & supecb physique, enabling him to stand the most wearing labors wishout appar- ent fatigue. His management of the campaign at the important September election in Maine is spoken of by veterans as most remarkable, both im generalship and the tremendous energy ‘with which it Was conducted. We all remem- ber the uneasiners fel: by the Republicans of the cowmiry as to the result in that State, im ‘view of the bopefuiness of their adversaries, | and of the reports coming trom apparently | impartial sources of defections from the Ke- | | | ' publican ranks on account of the depression of particular business interests in Main. ‘The jeremiads of the New York Herald cor- respondent tr. Maine, giving detaiied estimates of Republican losces in the different shore towns interested in shipping, and in the inte- rior manufacturing towns, will be remembered as having & decidedly depressing effect on the nerves of the partyelsewhere. It is quite true that the Republican campaign in Maine was fought at & serious d'sadvantage irom the causes mentioned, but the superb manner in which it was organized by Mr. Blaine, and the wterse energy with which every point was contested im the closest canvass perhaps ever made, caused the State to go Republican by a | majority that settled conciusively the fate of the Presidency. Mr. Kiaine’s telegram as chair- | man of the Republican State Committee, an- nouneing that result, communicated to the country at the same time the certainty ot Grant's election. We know that Gemeral Grant warmiy ap- preciates the abilities and services of Mr. Bisine, and it is a matter of satisfaction that the coming Speaker and the coming President | sre to stand upon the pleasant footing of mu- tual personal regard and respect @in the meanume, it ts only just to say of Mr. Dawes that bis course im regard to the | ‘Speakership bas been throughout most honora- | bie and tat it can hardly fail to give hima more prominent standing in the House,— | where be has always occupied high and re- | sponsible positions,—in the event that he be not called to a bigber posi ion under the in. | coming admiocistration. ————_____., The New Yor& Councilmen are coming to | Washingten to see the lnauguration and o imspect ovr municipal imstitations with a view te notmg any improvements capable of being | adopted by the municipal government of New | York. It has been ascertained that there is no colored person in the city answering to | the name appended to a letter recently ad- | dressed to Mayor Bowen on the subject, and it | has been developed, also, that the whole discus- sion of the matter has grown out of the design of 8 little knot of latent rebels in the city who have taken steps to make up a purse with which they intended to purchase, and indeed had already bought, some tickets of admis#ion to be presented to some disreputable colored men, who were to seek an entrance to the ball- it has appeared also, from their own vol tary statements and actions in the premises, that none of the respectabieand reputable por- Uon of colored citizens had thought of going to the ball, or even of raising the question of their Tight to go. They have too much self-respect on the one haud to obtrude themselves in any society, white or colored, where any doubts migbt exist as to their hearty welcome, and too much good sense ou the other hand to allow themselves to be made the touls of evil-minded and mischief-breeding men. Notonly this, but they are willing to tafe measures within their own circles to prevent a breach of propriety iM ABY case by persons of their own race, To illustrate the views and actions of the col. ored people of Washingwou under like circum- stances, itis only necessary to state that at the Tecrptions of Mr. Colfax, whose doors on those cecastons are open to all comers, no colored person has ever yet present-d Bimself, with ihe singleexception of Mr. Frederick Duagiass who went by special invitation of the distin- guished host. i Tux Gxoncrtowm EvEction.—A morning paper is in error in stating that there is any Proposition under consideration in Georgetown to contest the municipal election beld there on Monday last. A number of perseas disfran- chised by the Board of Registers have raised the question that the law requires that the old @ sessicn for the revision of befere the election, and that the Registers closed their books on the Satur- day week preceding the election, thus making eight days instead of five. The distranchised hold that the registration was therefore in valia, and as & consequence there was no legal elec- uon. At an informal meeting of a tew Repub- licans Jastevening (hese points were discassed, and @ committee was appointed to give the matter careful investigation and take such action as may be deemed necessary. The de- ieated candidates have no interest in contesting the election. because, if the facts are as stated above, and should be proved in court, it only follows that there was no legal election on Monday last. The matter, it is probable, will only be brought to the attention of the Distric: courts in cas+ the committee are satisfied from the Iaw and facts that the candidates who re. ceived certificates were not legally elected, ami that the interests of Georgetown will be jeop- ardied, and Litigation and trouble will result if they are allowed to qualify.
