It anybody supposes that because the peo- Pile of the District of Columbia are denied the sweet privilege of voting on national questions they are insensible to the charms of Federal offices, that person ought to make a little visit to Washington about these days. In a very short time he would find how mistaken he ‘was.—that is to say, if be bad facilities for cir- culating around among the various rings and taking notes of the hopes and fears of those ‘who want to get somebody out in order that they may themeelves get in, and of those who re not so anxious about keeping anybody out ‘Ss they are about keeping themselves im. In short, be would find that there is a good deal of bumsn nature—native and imported—in our little bit of anomalous territory, and that, tn the matier of office bunting and office holding, the District is @ sort of Imperium im Imperio Witbm the big round-bellied national pap | Kettle, from which the bungry expectants of | the country at large hope to draw sustenance | tor the next four years, there is a smatler pot cager, containing some rather palatable prog in | the Way of local offices, on the scent of which | our heme patriots are as keen as are their brethren from the States on that of the general | mess; and as the ith of March draws nigh, they | are getting their ladles aud spoons ready for a | dip. And not only our home patriots. Vieing im vigor and effrontery with that noble army, | may be seen an imposing array of political | soldiers ot fortune who come hither from other | localities, fondly hoping to find that which has | been denied them at home, and who. if they | tail in their efforts, can console themselves with | the thought that it wasn't for te want of :ry- | ing. ‘The largest and most tempting of the prizes | ‘which sets their mouths to wateriug is the United States Marshalship for the District. ‘The position is now filled by David S. Good- | ing, Esq. of Indiana, who came here with | strong recommendations tor a foreign mission, | but was given the District Marshalship in liew of a mission. The office, as above intimated, | is one not to be sneezed at The pay is in fees, | supposed to be limited to $6,000 per year, bat | ‘which is held to be good for at least $10,00 Among the candidates named for the place are | Hon. George B. Lawrence, of Penasylvania, | and Jobu P. Bartnolow, of this District. The name of ex-Marsbal and ex-Mayor Wallach | has also been mentioned im this conuection: probably from the fact of his friendly personal , relations with the President elect, and hus fit- ness for the position by experience and the gepialtty and urbanity desirable in one who | holds so promiment a plac+ im the President's | ficial household. We doub!. however, if Mr Wallach bas given a thought in that direction sud we bave it on excellent authority that General Grant, following the example of Mr. Lincoln, will give the place to a personay friend from bis own State. Whoever is Mar- | shsl, we dare say George W. Phillips will continue to be Deputy Marshal, as he is an indispensable in that office. y Postmastership—salary $4,000 and s—is a pretty good place. The pres- c ent incumbent, Col C. M. Alexander, who is | 3 Republican and served as the Colonel of one be will keep the place. Among those named tor the Postmastership are William J. Mur tagb, proprietor cf the K-puliiern; Mayor | Doughty. of the Soidiers aud Sailors Union | and Capt. Jone Frazier, of the Sixth Ward. ‘The District Assessorsbip of luternal Keve- nue—fees estimated at $4.00—now held by! 4 BRADL ¥ Peter M. Pearson, is sought for by Major H A. Hail, now Secretary ofthe Board of Alaer | TD#, men. Mr. Pearson is a faithful and thorougnly | capable officer, but we do not know what | Idajor Hall's chances are of displacing bim. ‘The Distriet Collectorsbip of Internal Reve. Bue is pow filled by Mr. Lewis Clephane. 1: is beld to be & pretty gsod office, the fees being estimated from 85,00 to $,000. Oddly enough, ‘we hear of no one pushing for this office, per- aps fromthe fact that office seekers think it Useless butting against Mr.Clephane, whose Republicanism dates back to the time when the Kepublican party in this District would | bot have filled an omnibus. ‘The District Attorneysbip—salary $200, ana fees limited to $6.00)—is s very good office, and considerably bankered after. The prasent ir- | cambent, Gen. E. © Carrington. is a candidate | Teappoiutment, and has good deal of in fluence to back him. Amonz others named as Kiddie, formerly Unio” Col. J. Bell Adams, late of | Pennsylvania, now residing in Georgetown; Mr. Enoch Totten, and Col. Terry, of Michi- | gan. Itis said that Judge George P. Fisher, of the District Supreme Court, would stand a | good chance for the appomtment if he chose to | accept it, ut we do not know that he hasany | inclination for the place. ‘The position of Judge of the Orphans’ Court is now held by Wm. F. Purcell—salary $2,500. ‘The presext Corporation Attorney, Col. Wm. | &. Cook, 1s said to have the inside track for thus berth, if achange is made Judge Parcell maintains tbat be does all that man can do tor | b¢ his widows and orphans; and he will doubtless | Make a staunch fight the positivn be eal heid s0 long. The office of Register of Wills is held to bea | good thing to have, The pay (tees) is estimated at $5.00. Col. James K. O' Beirne 1s the pres- | ent incumbent. He is good-looking, and a born diplomat, but the raid after bim is sharp. | ‘Mis opponents say that be mopped over law | enough to save Bimself with Johnson, but too date to help bim with Grant. Among the can. Gidates for bis place are ex-Kegister Z. C. Mr Cuppy, however. went ito the place backed by very strong Republi- can infizenoe, 8nd it would net much surprise us it he held-on. ‘The Jail Wardenship is also in considerable @emana It is now beld by Wm. The Collectorship of the Port of George. town—the pay of which is put down im the Lier book at $2,354.40—is Row held by Col. Jas A. Magrader.a good Republican, and who will be bkely to stick. Manuel ©. Caustin, who Served im the « Presideat’s Mounted (juara” } wa the war, and spent some time in the rebel | Prsens, is, however, working pretty hard for the place. James Iy. McGill, of the George- town Courier, was nominated for the place by | sontetce President Jobneon, but the nomination went ever, and will probably stand no chance of bewwg revived. George Hull, jr, will probably hold the Georgetown Post OMlee against all comers. He ts 8 dyed-in-the-wool Republican, is per- fomally popular, Snd is every way a bard man to bes’. The salary ts $2,500 and box rents. ‘The otPer post offices of the District would seem to hardly merit § scramble, thouge we Gare sey patriots will be found eager to take them, The pay of the Brightwood post office ie put down 10 the Blue Beok at &:7 per year, the Tenaallytowm post office at $50, and tha; ® Uncontown at $06! ‘Tue Verny Law A@AIN.—A correspondeny eslls our attention to the fact that there isa feeling in Congress that the usury laws. or some usury law, 1s and must be in theinterestof the borrower, and that the money lenders ary the perscns most anxious for the emtire repeal of the present and indeed of all usury law: Now the truth is that the facts are diametri~ cally cpposed to this idea. Of all persoas’ money lenders are the least interested in the re- peal of the usury laws. They can now readily get two per cent. & month on the best security, and the price of money bere runs as high as 10 percent. @ month, The well-known reason for ‘his is bec&use the risk is great m lending money 1m violation of the usury law, and tha’ risk must be peid for, im addition to the smount paid for the use of the money- And so it must be when ary limit is put upon the price for Which money must sell. The great law of supply and demand will rezulate the price of money, as it does now. in fact, and ever will. The question is whether Congress ‘Will enact a usury law limiting the rate of in- terest to be paid when ® special contract is | made by the parties, and so compel the meedy borrower to give the rich money lender a p-r cent. beyond the actual market rates in order | to pay jor the risk he rons in violating the law. Hundreds of thousands of dollars in Northern cities areat this moment ready to come to Washington to help the enterprise and | prosperity of this city when the barriers against its influx are removed. Elsewhere we presenta communication from another correspondent, presenting the arga_ ments for the repeal of the usury law ina clear and convincing light. Real estate is unusually active in the city just now,—something like a half acre of arable ‘and being transported and deposited on our table every couple ot hours, which the owner is respectfully requested to remove. «Sand in | our sugar” we have been accustomed to so Jong that the average American rather bikes it; but dust im his eyes, nose, mouth, ears, hair, and over and into his clothes is a little too much. “Let us bave P”—avements!
