Ashford, exam- iner, who took the testimony, and other testi- mony was taken in other places by commis- stoners. The case was argued by counsel at some length, and the claims of the various parties presented. Mr. Cook, representing the Corporation, took the ground that those who were in public service were not entitled to a sbare im the rewards, and Mr. Hinkle argued | the same pont, clai gf that the citizens only were entitled to shares. We believe that the Pomt was also suggested that the Corporation | bad no power under the charter to offer such a reward, as it cannot contract a debt over S100) | without the consent of Congress. It is believed | that Judge Olin will decide that the officers only acted im the line of their duty, and that the offermg of rewards to parties who receive com- pensation from the Government hasa had effect on them—a principle which bas been ruled in | several of the Northern courts. This rnling would not, however. affect the citizens inter- ested, but it 1s thought the Judge will sustain the point that the Corporation haa no power in the premises, and will dismiss the bill. On the contrary, quite the reverse terday adopted resolutions recommending to Congress the foll owing pian as the basis of action for the permanent settlement of the na- tional finances: When the debt is paid it shail be paid in coin, legalize gold contracts, intro. duce strictest economy in every department of | the Government. refuse all subsidies and un- necessary appropriations, see that the revenues are economically, energetically, and honestly collected, use all surplus revenue in reducing the debt, take away all power from the Secre- tary of the Treasury to make money plenty or scarce; let the people understand that while a rapid comtraction need not be feared, it will be dangerous to rely upon indefinite suspension; contraet the currency moderately trom the fire! of the year, next year, and determine whether the country will bear more rapid contraction: reduce taxes so as to leave omly a surplus rev- enue sufficient to pay off annually a reasona- ble sfnount of the debt, and resume specie pay- Tents as soon as a rigid adherence to the above policy makes it safe to do so.
