EVENING STAR. Largest Circulation in the Distriet CROSBY 8S. NOYES. Editor. WASHINGTON CITY: AY -sseees JANUARY 15, 1869, S/ READING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TELE GRAPHIC AND OTHER MATTER. While we deeply regret, in common with our citizens gecerally and a very large number of Visitors, that there is no other adequate place in the city for the holding of the proposed grand inaugurauon ball, we are yet bound to admit that the action of the Senate in deciiving to allow the Capitol to be used for that purpose is & matur for commendation rather than cen- #ure. Thst the magnificent rotunda would make perhaps the finest bail room a gay com- PaEy ever assembled in. there can be little or Bo doubt; butat the same time the esvot, the Waltz. and the pirouette, even om so augus: sn cecasion as the mauguration of a President. an- bardly im keeping with the dignity and char- acter of the building. And this view will b= taken, we feel quite sure, by the majority of those who are most dissatisfied now, after the first fur of disappointment bas passed away We trust, however, as we do not doubt, that the very efficient commitiee of arrangements | ‘Will be able to provide in séme way for the emergency, even if the Senate showid not re cede from tts position, but the under:axing is Eo shght one, particutariy when the probabil- ites of unfavorabie weather are taken into ac- count; and we hope that in whatever pian they Adopt they will bave the hearty co-eperation of cur citizens. Without such co-operation the affair can hardly be made a success; and of 8 bail thst is not a complete success, as of a tolerabiy good egg, there is little to be favor- ably said. —We deplore. as we have remarked, the strai: an wDich the committee of arrangements fiads irself st this jamcture, but if the circumstances under which we sre now placed in this con- nectien will but impress upon the people of ‘Washington the great importance of having 4 fret-ciass opera house, and lead to its speedy erection, we shall have occasion many and many a time in the future to thank the S-uate for its action im the premises on Wednesday Isst, whatever may be thought of it now. Some person who signs himself “Z" (Zany ! ‘Writes to the Baltimore Sim, ostensibly from Washington to say that the “actual residents of the District” don’t want amy more railroads, gnd “enterttin none but the most kindly feel. ings toward the Maryianders, and feel solid gratitude for tieir euterprise and capital in making the only railroad we have.” “Umble, decidedly "umbie, and grateful to a degree for small favors, He protesses to speak for the “Conserv Of Washington. but we think that no class here, al,” “Conservative,” or “Republican,” are to be represented by such English- bil English as this, for instance: “Hen gentlemen of Maryland. pray you (si-) do not confound the “hefty public meeting” and the “board of trade” of this city with the real p: ple. The sourd of which (nic) names abroad er and heavier than at home; they spesx but (ric) for few, a very fow indeed and think (but 2) for none.” Among those who participated in the rail- ond meetings thus characterized by the Son's pg Father well-kno will National Bank nel W. It strikes o @ pretty good representation of the solid men and “actual residents” of the District :t would be bard to supply one. The Chromicle of yesterday, taking as a text our remark that living must be cheaper a Washington before macufsctaring could be made very profitable, has another excelent article on the subject, im which it takes the ground that is not necessary for as to await the completion of new railroads before attempting anysort of enterprise, and very sensibly urze= that if weare not in s condition to supply other markets, we can, at least, do something toward supplying our own wants, and thus dimil the excessive dram of money which results from purchasing everything we neea elsewhere. In this view of the case we entirely agree with our contemporary: and, lest our expres. sion om the subject might be misconstrued in ¥ quarter, itis proper to say that we looked forward to the time when Washington shalt be one of the great maufacturing centres of the country, not only equaling in amount the pro- duce of some of the more noted places, but sar- paseine any of them im variety of interests | Tepresented, and that it was to this era that oar remarks were intended to apply. Inthe mean- time, of course every effort should be made to | supply our own wants by our own efforts, and, With the increase of facilities of communica- tion and consequent cheapened living, we shall s0on be able co compete with the manufacturers ct any other place, however favorably situated either in respect to natural advaniages or or- grpized enterprise. Repreinc Exrenses.—The bili recently re- ported to the House, making appropriations for the executive, legislative and judicial ex- penses of the Government for the fiscal year ending June 30, 1560, appropriates $253,513.69 Jess than was appropriated for the same ser- | viee during the last fiseal year, although there is a deficiency of about 21,140,000 for that pe- Tied; about four anda half million being for the Treasury Department alone, three mil- lions of which is for assessing and collecting ‘the internal revenue during the year. Secre- tary McCulloch, in bis estimates recently trans- Mutted to Congress, asks for $9,000,040) to assess and collect the internal revenue the present year, but the committee have cut this down to $6,000.000. The other estimates are cut down Lecta trom fifty to one hundred thousand dollars | son's each, making the appropriations considerably below the estimates. [n the other Executive Departments the appropriations named in the | Dill are far below the estimates given, and un- Jess there is soon a heavy reduction of force, there will be a large addition to the deficiency bill.
