This saving has not, how- ever, been effected by cutting down the ra- tions or curtailing auy of the privileges of the inmates, but simply by exercising a strict per- sonal supervision over every article issued Subordinates are held toa strict accountabili- ty and no waste or extravagence is allowed in any department.
