EVENING STAR. | Largest Circulation in the District CROSBY S. NOYES.......---Edi WASHINGTON OITY: SATURDAY....... DECEMBER 12, 1568. SF REAVING MATTER O8 BYBEY PAGE. y SEB OUTSIDE FOR (NTERESTING TELE GRAPHIO AND OTHER MATTER. It is wel known to our business community that one of the great draw-backs to basiness bere bes been the break im freight connection in Faitimore, through the quarrel between the Baltimore and Ohio railroad and the Northern Central road. The cost of re-shipment of freight and baggage in Baltimore has been 3 | beavy tax opon Washington; and one of the : causes for the solicitude with which the pro gress of the Potomac railroad enterprise has been watched here has been from the prospec ‘ afforded tbat by it the much-needed comnection b throngh Baltimore might be supplied. Mr. ! Garrett in bis able, but specious plea for bis ’ road mrde om the ogcasion of his re-election to > its presidency the other day, undertook to . show that the freight charge upon coal over the road from Baltimore and Washington was less | than had been alleged, but he tailed to explain | Sway the fact tbat through this break in the | i; connection in Baltimore, the whole charge of | getting freigh t through thst city and to Wash- | ington, is very much larger than +t ought to be; that it delays Washington sreight trequently | twelve hours in B.Itimore, aud that the same break put< our business men tothe incouya- mience of having to employ personsin Balti- more to see ty the transfer of their | freight from one depot to the other: | He was also silent in regard tothe great dis- | ' | | _ advantage occasioned by his persistent refasal to check baggage over the Northern Central tprough to Washington. The fact that so powertul a corporation as the Baltimore and Ubio Rulroad Company. and so specially influential as that company is — eres ” . in Baltimore, was exerting all its strengtn to i prevent rival companies trom effecting a con- 5 nection through that city has caused our ; people to fear that the project might fail after | all; or that the comnection made between the Northern Central and Potomac road would be | so imperfect as to be of no real benefit to us. It seems, however, by an article in the Balti- more Amrricen, that the opposition railroad interests bave effected combinations against the Baltimore and Ubio road, or rather its Wash- ington Branch monopoly, that will result in giving Washington what it wants. The details of the arrangement, the Am-ricon says, have | beer kept very secret, but enough bas leaked out to enable it to give the outlines, The first movement in the great railroad com- bination referred to was the securing control of the charterof the Baltimore and Potomac road by the Northern Central, which gives them an independent road from Baltimore to Wasbington, The next movement was to get control of the so-called Union railroad, | which, by its charter, was to furnish connec- tions to all roads centering in the city of Bal- timore, and to give them passage over its rails | around the city on equal trms. The enviorse- ment by the city of a Balf million of its was secured and the Company orgamzed. To complete the work around the city with the | necessary tunnels, it was found would require not less than a million and a-haltof dollars, | This money could not bs obtaimed, or it is so | alleged, Ind (he commencement of the work | was delayed for that reason. In this dilemma the Baltimore and Potomac and the Northern Central made @ proposition to the directors to expend all their funds east ot Jones’ Fails, and that they would make th= coun-ctions with them at or near the old Mount Royal Reser- voir. This proposition has been virtaally ac- cepted by the Union railroad, the recult of which is that the Baltimore and Ubio railroad | is debarred of its right of connectioa unless it makes its separate junction with ali that is to be built of the Union railroad at some point near Jones’ Falis. Ther isa question as to the legality of this agreement, the American | says. This, however, is but the basis of the combi- | nation to which we have alluded, the contract- ing parties to which are the Northera Central, the Baltimore and Potomac, the Weswrn | Maryland, the Philadelphia, Wilmington and | Baltimore, and the Union Railroad Company. | ‘The terms of this connection were agreed upom 3 ata general meeting held at the Metropolitan J Hotel, New York, about a month since, to the : following effect- All that tract of land west of the Charles street bridge, where the old Mount Royal reservoir stood, and on the other side of | Charlies street, where the ruins of Lanvale factory have long been standing, has been pur- chased. on which is to be built an immense Passenger and Freizht Railroad Depot, to be | . the joint property of all these combining Uom- panies, and to be used by them as their passen- gtr depot ia the city of Baltimore. Tae work. shops of the Northern Central are to be trans- ferred from Bolton to another locality, which » will enable the Company to dispove of the whole Bolton property for building purposes, ‘The Philadelphia Road 1s to transact its princi- | pal passenger business here also, but will | probably uot abandon the passeuger otfice and | depot at President street. So also the Northern Central, the Western Maryland, and the Bal- lumore and Potomac, which is now being | rapidly constructed. | At this depot at the Charles Street Bridge, these roads will connect with the Union rail- road, which, through tunnels and overland, is | now being constructed to connect with the | Philadelphia railroad and a water front at anion. There is also to be a way station and Passenger depot at the mouth of the tanuel om Kirby's lane and Winchester street, for the ac- ommodation of passengers from the west end of the city. Tue trains of both the Washing- top and the Western Maryland road will stop ere to receive and discharge passengers. This, the American jostly snys, is “sn immense ar- rangement.” and will place the new road to Washington not orly in fuii connection with the Norih and West, enabling through pasen- gers tobe taken around the city of Baltimore by steam, but will give it a depot on the line of the Charles Street City Passenger Railway, Which is not the case with any of the present depots Wasbirgton city. it is armost superfiaous to ‘Say, will watch with intense interest the cou- stMmation of this arrangement. gible me dt oe st oe der # bonds Hien Pricks at Wasuxetox.—The New York Commercial Advertiser, in speaking of tne | desire of Western people te have the C-pitol Temoved out into the wilderness, “as an em- blem that the seat of cupire is in the Missis- Appi valley,” says » This is tae Western idea. and eapitalists of Washington will see the necessity of prevent- sng Rotel amd boarding house extortions from e.g practiced ou the people's representatives. Unless more comfortible and economical ac- modations are furnished to members, there | be dange? of immigration.” While it is possible that some people in ‘Washington excel in the disposition that exists everywhere, namely: to get the largest price possible for wh2t they propose to tarnish or sell, it should not de forgotten that the frst cost of nearly every article required by the daily necessities of life are bigher here than in almost any other piace in the country. This isin part due to the fact that nearly the whole country south of the city bas been overran, devastated, amd 'mpoverished by contending armies, from the effects of which it has not yet had time to Tecover, but it is due im a greater measure to the want of railway communication with th: great sources of suppiy Let Congress ba‘ authorize the bailding of the railroads now required to the coal fields and to the inex- haustible granaries of the West, so tha: the Dapital can bave access to thecheapest markets, aud the bug-bear of high prices at Washingtou ‘Will no longer exist. That they are demauded now, is the fault not so mach of the people of Washicgton as ot the hard and cruel circum. stances by which they are surronnded. ‘The portical works of Charles G. Halpine, tobe published shortly, will be edited by R. B. Roosevelt, who used to be associated with “the boy Miles” on the New York Cit: ‘The “Lancashire Lass” holds Watl's Upers House yet; and so goods play, performed so weil, cught to Mii! the house every aught. a a we — F | contract. There w not only a quickened impulse in regard to improving railroad comnections in this vicinity, but we notice that all through the South, railroad lines are being projected, rebuilt, or completed, which fact may be regarded ss a most hopeful indication cf the future. 1t shows that our Southerm cowatry- men are becoming alive to the importance of pushing forward industrial undertakings, securing reforms and improvements, and of developing and bringing into market the vast resources of their section. The people of Richmond, Danville, and vicinity are now considerably interested im securing the exten- sion of the Roanoke Valley road t> Keys- are being made for a railroad from Williamsport, through Martinsburg and Bunker Hill, forming a connection with the Cumberland Valley and the Central Pean- sylyania roads, and establishing almost direct communication between the Shenan- doah Valley and New York and Phiiadeiphia, The completion of the Winchester and Stras- burg railroad will afford the people of the same region two routes to Baltimore. The valley is desiined to become one of the most productive, sit is now one of the fairest sections ot the country. The East Tennessee and Virginia rocd (from Bristol to Knoxville) has been con- solidated with the East Tennessee and Georgia Toad, running from Knoxville to Chattanooga. An agent is now in New York completing ne- gotiations for the construction of the Lexington and East Tennessee road. An air line route from Louisville to the Virginia border is now being projected. The President's message had a paragraph squinting towards a possible acqui- sition of Cubz, but we are inclined to doub: if Spain is at all in the mood to sell, The new Government of Spain will hardly be willing to incur the onus «f commencing its administra- von by parting with so valuable and important 8 portion of the dominions of that country as the Island of Cuba. It would also lay itself open to the charge of pusillanimity by selling At this time, when it is essaymg to suppress the insurrection on that Island.
