Alex. A. A. Stuart, of ‘Virginia, is out in a letter setting forth the merits ef the Chesapeake and Ohio Railroad enterprise, and pouting out the special interest this city basin its completion, im view of the Tecent statement of Senator Sherman that if More adequate railroad communications are not furnished to Washington the seat of Gov- ernment will be speedily removed to some more accessible point. The line known as the Chesapeake and Ohio Railway (from Richmond to the Onio river ‘Was projected some years ago, but bas been in- terrupted by the war and otter causes. This line was designed to extend from Richmond to 3 point in the Kanawha valley, near Charles. ton, where it would bratca, aud on line ex- tend to the mouth of the Kanawha, and the other to the mouth of Sandy river. The — } of these branches was iutende! to connect t west river, and the other to eifec! a similar contection with the Kentucky system of roads east of the Ohio. ‘The main stem Bas been constructed, and is Bow wm successful operation from Richmond to Covington, in Alleghany county, a distance | of 24 miles. Another section of about 22 miles, West of Covington, and extending to the White Sulphur Springs, is now under contract, and | the larger portion of the heavy work, including the tunnel through the Alleghany, has been executed and the contracts require the work to be completed to the White Sulphur by the Ist of July. 1-68 A good dealot work has also been done west of the White Sulphur, anda | new company bas recently been organized, under the joimt auspices of Virginia and West Virginia, to complete the entire work according to the original design, as above stated, within three years. As Mr, Stuart poimts ort, the general direction | of this rosd approximates am air line from | Richmond and Washington to the central por- tiom of Obio, and thence to St. Louis. This | Toute is, therefore, the shortest between the Esstand West. But this is not the only ad- vantage which it enjoys over its competitors, ‘The survey develops the remarkable fact that im passing eastwardly from the Obio to the summit line on the Alleghany, (the direction im which the beavy freights would move,) the MAXIMUM grade is 29% feet to the mile. When this grade is compared with the elevation of ile feet per mile, which the Baltimore and Obio road bas toencounter, the advantag-s of the Virginia ronte will be readily understood. At must also be remembered that the Virginia Toad passes through a country abounding in elements of wealth, from the Blue Ridge to the Obio. Her avenues will be open to all the Western and Northern States, and she will be im direct communication with | the eastern terminus of tne trans-continental | railway, aud through that road with Sin | Francisco. And when the connecting links | between Louisville aud the Virginia aud Teo- | besse railroad, by way of Camberland Gap, sball bave been completed, Washington wii bave unbroken lites of communication with the Southwest, and all its ramified syst=ms of railroads and rivers. Then. instead of being isolated and cut off from the remote parts of | the continent. the Federal Metropolis will be the centre of converging roads, and more ac- crssible from the South, Southwest, and Wezt | than any other Eastern city. | The remaining point to be considered 1s, how | can these lines of communication be secured } Jn Mr. Stuart's opinion it would be but fair | tor the National Government, in view of the nstiomsl importance of the Chesapeake and bio road, to extend to it substantial assistance, and he suggests that it could be done simply by & loan of its credit. The Chesapeake and Obio road bas already expended some six or eight millions of dollars in the prosecutioa of the Work. If the United States Government will now indorse its bonds to the extent of ten mil- lions of dollars, payable in thirty years, and take a mortgage on the whole work to indem- Bify itself, the whole road can at once be put under contract, and completed within two years. The only difficulty will be in regard to tue payment of interest on the bonds while the work is im progress. After the work is done there can be no doubt of the ‘ability of the com. pany to pay the interest, and ultumarely redeem the principal. Here the city of Washington, he says, might render efficient survice, by as- suming or guaranteeing the interest for three | years, by which time it is to be presumed the | Toad will be in active and successful operation. The idea bere suggested by Mr. Stuart of | Fuarantecing the interest bas been successtally carried out in France, bat it bas there taken the shape, we believe, of a guarantee of in. | ‘™ terest by the Government upon a general rail- way system for the country. That isto say, a | charter Was granted toa company to build a network of railroads over the couatry, greatly | increasing the railroad facilities of France, and ‘he Government guaranteed the payment of a Certain interest on the bonds; but the earnings | Of "he Toads proved ample for the payment of | the interest, and we believe the Government | was never called uw: of such vital importance to us, by guaranteeing & portion of the interest or otherwise: but we think it will be building on sand to expect that | Government will afford any money-aid in its construction. This idea bad better be dis. missed im the start, as it will only give rise to | false hopes, and expectations that can never be realized. All that we epect from Congress is diberal charter privileges.
