THE LOUDOUN AND HAMPSHIRE RAILROAD CONNECTION. The corporate authorities and people of Georgetown do not seem disposed t> shut their eyes to the advantages which will ac- | crue to the District cities from imereased rail- | road facilities, and they show their faith py their works, Raving through their Uity Uoun- cils, early this year, expressed Ress to incur a debt of Sum,uK to secure a conection with the Loudon and Hampshire Kaiiroad. Their committee had a couterence ‘With the Board of Directors of that road Jast summer, 2 which it was d that the co: pany Would join Georgetown ima survey determine the best route for the proposed con- nection, i: being understood that it should ia- tersect the main road at a peiut about ¢ distant from Alexandria and Georgetown ‘Three routes were spoken of, as follows: First. Upper Koute by Pimm Which woud require a transit over the 1 Falis brig”. The point of ¢ om would besbout Uirteeu miles from Alexsadria, aud eleven miles trom Georgetown. Second. The middie route from the Ay duct bridge to & point between Curlia’ Springs aud Fall's Church, which would ¢on- hectat s poimt about five miles from Geor, town and six to eiznt miles from Alexandria Third. Toe lower or Four-mile Rua route, which would also require a crossing at the Aqueduct, and would connect at a point three miles from Alexandria, and five miles from Georgetown, The Georgetown committee expressed a Preference for the midtile or Falls Oharch Tonte, if practicable. On their retara they re- Ported their action to the Councils, when the Mayor, Recorder, and President of the Com- mon Council were appointed a comiittee on Ran, ir willing. | Ovr RatLroap Lwranusts.—The adjourned meeting of citizens of the District and of Alex- Andria interested in extending our railroad connections will be held oa Thorsday next at 11. m.at the City Hail, when the committee appointed st the Last meeting will report plans ofoperation. From the interest manifested by our best citizens in this movement we antici pate a larcely-attended, spirited aud usefal meeting. The péople of the District are now thoroughly sroused to the necessity of action, and where s whole community sets itself at work in earnest there fs nosuch word as fail. It ts understood that the committee will report in favor of mokiug application to Congress for charters to enable us to make connections with the Loudon and Hampshire and Centrat Vir- ginia roads, the Point Lookout road, and wit Little York, Penna. Tre report of Genera! Grant for 186s, pub- lished elsewhere, is decidedly Grantish in its brevity and point. He advocates the transfer of the control of Indian affiirs to the War De- partment, as recommended a year ago, and re- | fers with approval to the recommendation of | | Lieutenant General Sherman on this subject- Wahile the Indian war continues he does not deem any general legislation tor the reduction of the army advisable, but suggests that when it tf sate to do so, reduction may be continued Re at present progressing, viz: by allowing ish by discharges and by eintments of second Heutenants. also, that the ran Reserve PS might be discontinued by absorption and Tement of oilicers and discharge of men, without detriment to the service. stopping sp He thinks c Tae Comte Orzwa.—Comic Opera, by the Worrell Sisters and their admirable troupe from the New York Theatre, commence the week at the National Theatre, with an English Version of OMfenbach’s “Grand Duchess.’. Pretty, young, lively. and piqaant, and sup- ported by a full company, an increased or- chestra, flue costumes, and uew appointments, they will prove one of the most attractive fea- tures of the season. Wat's Orgna Hovar.—This popular place of Amusement opens to-night under the man- agement of Humphrey Bland and Lewis Ba ker. The play selected for the opening is “London Assurance,” with Mr. Mark Smith as Sir Harcourt Courtley, and Mrs. Alexiaa | Fisher Baker as Lady Gay Spanker. the survey. They cousidered the Pimmett Kun | and Four mile Run routes both practicable in Point of grade, but inadvisable; the first by Teason of its length, and the expense of the bridge at the Little Falls, and the second on Account of the nearness of the point of counec- tion ®@ Alexandria: and as the corporation had repeatedly refused to act at all in the matter of & connection by the latter route, the committer did not hesitate to entirely ignore it, The third route was to overcome the ditfi- culty presented by the hills between the Arlington House and the Alexandria Aque- duct, and thence proceed to Falls Church or Carhn Springs. To satisfy themselves of the Practicability of this third route, the Com- mittee ordered a preliminary survey by Mr. Brewer, the Sarveyor of Georgetowa. Upon the receipt of Mr. Brewer's report, which ‘Was ip substance that the hills could be crossed ata maximam grade of eighty feet to the mile, Ascending Westward, the Committee informed the President of the Alexaudria, Loudon, | and Hampsbire railroad of their readiness to Proceed to work with the joint survey. Mr. Blythe, the Magineer and General Saper- intenden’ of that road, was appointed to confer with Mr. Brewer. A conference was had, and the route surveyed by Mr. Brewer was mined by Mr. isiythe, who, by letter. municated bis disapproval thereof, and ted that the route by way ot F Run was the proper one. From ers of Messrs. Blythe and Brewer i pears that the President of the Alexa indy or Falls Church route favored by the Com- mittee, and thus there isa “dead lock.” Tue obpction to the middle route is stated be tae heavy grade and the great expense of rock cutting. Those who favor it in Georzetown, however, say that the grade is only eight-teaths of 8 foot greater to the mile than the grade oa the main stem; the former being 8) fee: to the mile, and the latter feet, and that as the beavy grades are to be surmounted by trains going westward, the bulk of freight will come eastward and empty or partially loaded cars only Wilt go im the other direction; and they sey it is Very strange that President McKenz object t@ the expense of this particular conne: tion, when Georgetown proposes to’ build entirely at Ber own cost, and without expense to the railroad company. A general meetis of the stockholders of the Loudon and Has shire Railroad Company will be held in Alex- andria next Thursday moruing, and it is pros able the matter will be brought up thea. If they should decide to sustain the views of their | Mr. McKenzie, aud tl eer, to the impracticability of the middle route, s would torce Georgstown to Adopt the Pimmett run route, ‘Will not €onsent to the connection at Four-mile rao The Pimmett run counection would bea very | } expensive one, costing probably half a million dollars or mu en if the p Falls bridge, buiit by event of being driven to th town will, it 1s sts 4, call upou Meving thar it will greatly increase the trade of he District, and thus benefit both cities. Despite the statements published trom day to day to the effect that the insurrec ts gaining ground, those familiar dition of affairs im that island express the be- lief that the upriving there will amount to nothing. The population of Caba is about | 1,400,000, More than half of this population consists of negroes, (free and slave.) and of Chinese laborers. These classes are powerless for revolutionary purposes, and certainly up to this time have shown uo disposition to part in the present insurrection, except x few, the immediate dependents of those concerned mit. The white population of Cuba is di- vided into Spaniards and native Cabans, or Creoles. The first are devoted adherents of the mother country, looking upon either inde. pendence or annexation to this country with horror. The native Cubans are more progres- sive in their views, and, many of them being educated im the United States, have more or Jess hiking for republican institutions. They Would not as aciass ot ect fo annexation to this country, but it must come in an orderly ‘Way, Sud not through annexation. Both Span- Jards and Cubans are alike, however, in nat | ural love of ease and habits of indvlene=, in- | disposing them to plunge ito a revolution at the risk of losing life, property and home. ‘Taking out, therefore, from the population of be Island, the Begroes, Chinese, merchan: Sud planters, and there's nothing teft to base a successful revolution upon. It is estimated, by competent judges, tuat the whole number Of persons engaged in this insarrectionary movement dors not really amount to five hun- dred persons. The region dominated by Puerto Principe is mountainous, and i» oc- cupation of the people is principally the raising of cattle. They are the roughest and wi! {est ot all the population of the Island, and the ine surrectionary force composed of this element is a guerrilla organization, difficult to sappress im their mountainous retreats, but whiecn is capable of effecting Little in the way of orzua ized wartare.
