EVENING STAR. | Largest Circulation in the Distriet ~~ cRossY &. NOYES.......+-.Editor. ‘ASHINGTON OITY: cores NOVEMBER 2, 1568, S7 READING MATTER ON BVEBY PAGE. | SEE OUTSIDE FOR INTERESTING TELE. | GRAPHIC AND OTHER MATTEB. EE ee ‘A conversation was held recently by a New York Heraid reporter with Senator John Sher- man at bis Obio home, in which the views of Mr. Sherman upon political matters were elicited at considerable length. He holds that the question of recomstruction has been settled | by the election of Grant, which secures the honest, firm, but kind enforcement of exist- | | | ing laws. If any further discussion of recon- struction should arise, be would favor the ut- most liberality towards the South, and would relieve it of all forms of disability, provided, only, it gives protection to the people within its limits. A return to specie payments is the | objective point to be aimed at, not by contrac. | tiom but by increasing the value of greenbacks — by restricting it its present volume, by re- ceiving ® portion of the customs in currency, | by converting the notes into ponds, and by re- | quiring the national banks to keep their re- | serves in legal tenders. Taxing the Govern. | ment bonds be hold= to be impossible; the | courts uaving settled the question agaiast State | | i] | j | | | taxation, and common honesty will prevent the nation levying any taxon its own bonds save such 4¢ iu puts on other bouds, waich takes the shape of an income tax. ‘The matter of more special iaterest to Wash- ington im this interview Was one tbat came uw; incidentally. The Mrald reporter made th tollowimg gesuon “There is much aiscussion here in the West about apecu iar pic Df the future—tme ree moval of ibe national capital.” ‘To this Mr. Sherman amswered : “Yes; it is a matter of railroads. Washing. | ton is u cessiple through the action of te Baltimore aud Ubio Railroad, which isa close monopoly. itis mwconvement and sometimes dabgeTous to get there, Gad unless the arrauge- ment that enabies the Balumore and Unio Railroad to make Washington a mere suburd of Baltimore is broken up the capital will be removed within five years. My own opinion | is that Cougrees has power to regulate railroad lunes above all State power. It is inthe power given over commerce. “Congress shall hay power to regulate commerce with foreign un! tions aud among the several States” Thisis aa important power, for the railroads are to bea wonderful element in our development. Alteaiy the value of the railroads in the United States is $1,000,00,000—sixteen hundred millicns—but little less than the national debt, and their receipts are three times the intere: of the cebt. Any one of the four leading ratl- Toads transports property worth 150,000,000 per y it itis doubtful whether Congress bax the power to build new railroads its au- thority to regulate those already built is clear. In taking heid of matters Like this we must move caetiously and with good preesdent in view, the he tendency of the times is to ul vationality. Unless Con- | this power there will be troable oF instance, that | a Stronger ce gress bas x cannot be passed bya Tallvoad. and tothe orth ye ust gu wihe Inkes and take tue | chances of the water. This is 100 muca power tor any State to possess.” In this signiti-ant remark by a <!a'esman of brosd national views, Wasbingrou eek afforded ber for action. Our future ts «a ma! ter of railroads.” Senator Sh we bet to be friendly to Washing speak ss of the re e nation » all quar- be coafised toa single i ad lkble to b+ cut off at aay moment by the roughs of Baltimor. Just now there are hopeful sigus of relief for Washing- tom. We baye experienced so much of the hope deferred (bat maketh the heart sick, that we are yet not sanguine: but if appearances are mot altegether dec ‘al, Work im earaest on both the Baltimore and Potomac, anJ the Point of Rocks roads has been commenc: When these roads, and others contemplated are built, Washington can breathe easier, She Will then be in a position to build up aba.i of her own, quite independent of Govere meu drippmgs; and the habits of self-reliance aud energy thus formed will help immensely ia her future growth. Tue Point of Kooks road will not only greatly shorten theronte to the North- | West trom Washington, bet will put us in con- ection with the rich valleys of Virzinia and upper Maryland, by which the living here ouzht to be m a. The con- struction of the B: @ and Potomac road ought to havea i heapening the cost of feel, by puting us in cominan. with the an wa. It m all Kiads, co | . will im- stamtly be reduced to the exten’ apa | tom tax now charged by State of Mary- rs mover tae Balumore aud Ohio road. By sos the State of Maryland failed to mul imore aad Potom.s: di bya ¢: and of coarse Mr. arrett will be the tax on his road when the o' ad is put | s | B Operation. Indeed he pays it cow oaly from | cheier, and trom the fact that omes out of | the passeneers’ pockets and not bis own, as under the dee:sion of the Supreme Court any | capi'ation tax levied by a State apon passen- gers through it is utierly ile zal. ‘There sre those, however, who yet some bargain will be effected be ‘ea the Pennsylvania railroad inte: and the Balti. | more and Obio railroad interescs, whereby the latter will sbancon its proposed short lias ne. tween Pittsbarg and Washington, via Cun- nelisvilie and Cumberland it, the iatter will dread that throw s Baltimore and Potomac road pro. ject. Railroad magmates vo sometimes make such bargains, and a3 neither party im this case is actuated by any particular regard for Wash- tagton, but ix looking out for its own interest We bave the d agreeble uncertainty before us | whether they wili find it better to trade or | to build. Washiagton will never feel secure until she bas a great independent through line Northwards, such as is pointed out in Sevater Sherman's views; aud another great line through Virginia, shortening the distance to Cincin: and Louisville one hundred miles or more. The French A will have its minus on this side at Draxbury, Piymou: county, Mass. The township bas given to the company a large [ot situated on a high blutf for the station, and the deed has conferred the title to Professors Price and Whitney of the Coast Survey as Trustees. Late advices irom Cuba stat» that telegraphic communication with Puerto Principe have been interrupted for two days. Various alarm. ing rumors are in circulation in Havana, and | altogether the news would indicate that the revolution is more formidable than we have been led to believe heretofore. A bill for the establishment of s Metropolitan Police Department tor Philadelphia has been prepared for presentation to the Pennsylvania Legislature. It names as the Police Commis- stoners Hon. Morton McMicharl, ex-High Sheriff H. C. Howell, Hon. Jeremiah Nichols, ‘Mr. James Freeborn and ex-Sheriff Wm. H. Kern. Nationat THzaTes.—This ts the last nicht in this city for some time to ceme probably of Miss Maggie Mitchell, who wili appear in the “Little Barefoot.” We trust gbe will receive the compliment of a crowded house on the oc- cession. IscREasE OF THE CcoMnERLAND Coal ‘Travm—In view of the speedy close of aavi- gation, business on the Chesapeake and Obio canal is being vigorously pushed, and the dif- ferent coal companies are using their utmost efforts te make their shipments as heavy as possible. Cumberland coal is now in great | demand im the Eastern markets, and especially for ocean steamers. The supply is mot equal to the demand, and the companies are strain- ing every nerve to meet their orders at once, on account of the stoppage of navigation in the canal, which this season will be closed Decem- ber 10th for repairs. The shipments from Cumberland this year, so far, are larger than | any ever before made, and will doubtless con- tinue to increase as rapidly as additional facili- ties are farnished for transportation, The shipments ap to this time, by railroad and canal, Are over 50,000 tons im excess of the ship- ments last year up tothe same date, and wily doubtless reach 1,300,000 tons for the year. CoRPORATE Co - OPERATION. — Resolutions passed both Boards of the Georgetown Uoun- cils last evening providing for the appoint- ment of a joint committee of the two Boards, requesting the Corporation of Washington to appoint @ similar committee, to consult in reference to matters in which beth cities are Slike interested. It is intended by this move- ment to bring about consultation on railroad matters, and other subjects in which the interests of the two cities are mutually in- volved, so that there will be a better under- standing, and no centlict of legisiation. It Seems to us that such co-operation might be mutually advantageous to Washington and Georgetown, particularly st this time, and we trust our City Councils will give the propo- sition due consideration. The Natienal Board of Trade will hold its first session at Cincinnati on Thursday, Decem- ber 2d. The subjects proposed for discussion are the means for reviving the shipping inter. ests of the country, the methods of returning to specie payments, and the modifications of the Tsilway system rendered neccessary on the completion ot the Pacific Railroad.
