DANGERS ABOVE AND BELow. ‘There are people who are apprehensive that some of these days this globe may be smashed to atoms by © wandering comet; and others | who think that the danger to eur planet is ia- | ternal rather than external, and that some time the pases generated by internal fires will pro- | duce & greater earthquake than any recorded, | resulting im a breaking in of the crust, the Yusbing into the cavity of the waters of the ocean, and the formation of steam at such a rapid rate as to cauxe an explosion, which will blow the inhabitants and their dwelling places | ky high, and plunge our orgamtzed world into its original chaos. As for the outside danger, We bave the assurance of scientific men that comets are mainly composed of gas, and our earth could pass through their attenuated sub- stance withont damage: but even were they msde of morefsolid matter, the timid may take beart from a late occurrence in Eu- rope. Am serolite, almost large enough to rank im ponderosity asa comet, has recently fallen on the earth's surface, near Warsaw, in Poland, without doing any damage, but, on the contrary, being itself shivered to pieces by concussion with the atmosphere before it reached the ground. It is said tohave hada @iameter of more than a mile. It first burst high up im the air, then each of the pieces broke up in turn, until parts of the mass were Teduced to powder. One scientific man picked up 42 fragments, another 1,612, and millions more remain strewed over the country. This seems to show that our atmosphere acts asa kind of cushion to protect us aganst all such dangerous visitors, and also sets them on fire by friction, and the heat thus engendered ex- plodes them into compara‘ively harmless bits, The dangers which threaten us trom inside Te not so remote, and the recent terrible earth- quake in Sonth America shows how unstable i the crust upon which we live. The great earthquake, however, has its lessons as well as its warning, and the account of its effects are interesting, | because they show something of the agercies by which the face of the earth must frequently, in past times, have been altered, and afford re- markable confirmations of the theory that the great changes upom the giobe have been the result of subterranean commotions. Hills have been sunk down, Inkes have been made where there were high and dry lands; rivers have dred up in their courses, and new streams run where there were none before. The inci- dents of this calamity show, ona small scale, what has been done on a large scale before man’s occupation of the earth. In the Sand- wich Islands it has been noted that there has been a subsidence of a portion of the shore, yarying trom eight inches to seven feet, ‘These facts are very suggestive, and are wor- thy the attention of all who take an interest in the physical history of the planet on which we live. A committee ap- poimted by the last convention to prepare plan fora fedérate council recommended a ca- non for adoption, declaring it lawful for the dioceses now existing, or which may hereatter be erected within the limits of any State or Commonwealth, toestablish for themselves a federate council or convention, representing such dioceses, which may deliberate and decide upon the common interests of the Church with- im that State, and enact any laws necessary thereto, not repugnant to or inconsistent with the constitution and canons of the General Convention and the Book of Common Prayer. ‘This proposition is meeting with considerable opposition. The Low Church delegates en- deavored to introduce a clause depriving the council of legisiative and judicial powers, but im a vote by orders their substitute was lost— 99 against 155.
