Total expenditure made neces. sary in seven and a quarter years, im comse- quence of the rebellion, #4,698,319,480. But before declaring the actual cost of the ‘war it will be proper to deduct such sum as would have been ample for all our expenses had there been no war. The result will stand: Total expenditures 7% Years, $4,605,349,456. Allowed for peace ex- Penditure, say $696,349,458. Actual cost of the ‘WAT, $4,600,000,000. But as we owed on the 3ith June, 1565, only $2,455,000,000, it follows that ‘we have actually raised by taxation and paid toward the cost of the war the sum ot $1,515,- 000,000, besides paying all our peace expenses. ‘This payment has been made in seven anda quarter years. and smounts to three-eights the entire cost of the war. The taxes from whica the payments have been made have been levied almost exclusively upon the loyal States, and during four of the seven and a quarter years the most effective portion of their population Was withdrawn from productive industry and engaged im the destructive occupation of the war. Mr. Atkinson calls attention to the fact that these statements show that we have raised by taxation, in seven and a quarter years of ac- tive and passive war, the sum of $2,213,342,435 in gold and currency; in ether words, that the revenue from taxation was nearly one-half ot the expenditure, and asks-—Should we not take courage from this and speedily complete the payment of our debt, which we have so gloriously begun? Since the termmation of the war more iron furnaces have been erected: more pig iron smelted; more bars rolled; more steel made; more coal mined; more lumber sawed and hewed; more vessels built upor our inland waters; more houses constructed; more manufactories of different kinds started; more cotton span and woven: more petroleum col- lected, refined and expotted—than in any equal period in the history of th country, either before or during the war. Shall we falter now, when we have th: whole production of the late rebel States to contribute to our reyenue? Of the sum of ‘$2,213,000,000 raised by taxation since the war began, the larger portion has been paid since the war ended. In three and a quarter years, from April I, 1865, to June 30, 1568, we raised $1,540,068,5-9. But as this burden of taxation of nearly $500,000 a year proved too great for our present condition, the taxes have been reduced to but little more than $300,000,000 a yest; aud such has been the reduction in our expenses the: this sum is ample to meet all expenses and mmterest and a moderate annual Payment of the principal. If we continue the same system by which we now raise that sum, the normal increase of population will so en- bance the revenue that the rate per capi- ta, which now yields $300,000,000, ‘will in the next twenty years increase the aggregate in sum sufficient to cover ali reasonable addition- al expenses and pay off the entire principal of the debt within ‘that fime. We can pay $0,060,000 8 year and bardly feel it. Miss Ottve Locax on Woman's Rients — Under the title of “U's,” Miss Olive Logan dis- cusses the woman question in Packard's Monthly for October, aud among other things says: “As for voting, J wouldn't think of doing such a thing!
