THE REVOLUTION IN SPAIN. ‘The Spanish race in America are famous for | revofutions, and now the Atlantic cable brings | news of a formidable insurrection motber country, some of the latest particulars of which will be found in another column, | showing that it is more threatoing, if the ac- counts are irue, than apy of the frequemt move- ments of a popular character, with which Spaun bas been afflicted since tne accession of Queen Isabella. The revolution appears to bavestarted fairly and with 8 very good shew of ultimate success. smouldering fires of discontent among the Spanish people blaze by the unwise conduct of the (Queen's government, 8 few months ago, in the Danish- snent of thé popular general officers mamed in the cable despatches, and particularly of the | Duke and Duchess of Montpensier. But the causes of internal dissension in Spain are coe. val with the secession of the present Queen, who succeeded her father. Ferdinand V1..in ‘September, 185\, whemshe was an infant less than three years old. Her reign. beginning ‘With civil war and contested in her earliest intancy, bas continued one long term of dissen- sien, discontent, political intrigue, court scan- dal, ever-changing ministries, perpetual irno- vations and restorations of the constitution, revolt upon revolt. Unfortunately, the per- sonal character of the (Queen, repelled the great body of her countrymen, instead of gathering them about ber throne. A coarse, violent ‘woman, despised for her vices, and not respect- ed for any counterbalancing talents, she has jong been looked upon with aversion by the more intelligent and virtuous not only of the Spaniards, but of the world in general. A few more dsys must now show whether the leaders of the present movement aim merely at a change of the Uabmet, or whether their programme embraces the abdication of the Queen, as bas been stated. It may be Tegarded as certain that the insurrection is the joint work of ihe Libere! Union of which Marshal .O"Donnell was formerly the head; of the Progresistas, to which Espartero and Prim belong, and of the Democratas, the Radicals of Spain. Nothing a: afl is known sbout the relations of the Duke snd Duchess de Montpensier to the present | movement. In the interceptea letters ot the leaders the name of the Duke has frequently been used, but whether with his consent is doubtful. If the revolution should endanger the throne of the ()ueen, an appeal for aid will undoubtedly be made to France, but no mtimauon has yet been given of the course, that in such a case would be followed by Louis Napoleon. There haye been rumors of negotstions between France and Spain. looking toan alliance of the two countries, the object of which, on the part of France, is said to be to release its army of occupation at Rome, thereby rendering them more available for active operations elsewhere, by the substitne tion of thirty thousand Spanish troops, in con- sideration of which the Emperor would gaar- antee the Spanish throne against domestic Tevolution and foreign interference. ‘This insurrection is therefore. not only im- portant in its besring on the future of Spain, but in the influence itas likely to have in set. Ung the Great Powers by the ears, and precip- itating a general European war, which, in spite of the peace protestations of the rulers, ‘was never more imminent than now. There is only one fact which seems to indicate any sin- cerity im these peace professions. A report is current in Paris that the Minister ot War will iseue orders for dismissal to their homes of eighty theusand men from the army, on far- Jough. which, if true, would be a hopeful sign A general European war wonld be a creat in- jury to the industrial interests or Europe, and tothe interests of commerce generally, with- out we fear, promoting the progress of Demo- cratic ideas. as is hoped for by many, in case & general upheaval takes place. New York WoMEN NoT ALLowED To Vore. The Mount Vernon, Westchester county, New ‘York, female suffraze movement bas come to gtiet in its incipiency. Last Saturday we re- ferred to the fact that several of the ladies in tbat thriving village, who were real estate owners, intended, on that day, to claim the privilege of tax-payers and vote at a town Tueeting, upon the question of leyying taxes for improvements. The meeting was held on Sat- urday evening, to which “taxable inhabitants Were summoned, and Imany women were pres- ent. Mr. Law said be held in his band a paper | signed by one hundred women, who own real estate in Mount Verpon, and he asked that the ames of those present be called with the roll | of tax-payers. The roll was read, and only the | bames of men were called. Mr. Wingate rose im bebalf of tour lady tax- ‘payers, and demard- eds decision upon the Question whether they be allowed to vote. The President decided sgainst the question, first reading the clause of the Constitutioa which makes only “male citi- zens” voters, aud then reading from the State Act for the incorporation of villages, which defines electors as being those authorized by | the Constitution. No appeal was taken trom this decision, as it was held that the president sat as inspector of elections, and so the question of women suffrage in New York, under the present Constitution, seems to be settled. port amncaenaverertrd-erieey ‘The Democratic Convention for the nomina- ton of & candidate for Congréss in the Fourth Congressional District of Maryland renssem- | bled at Frederick yesterday, I: will be recol- jected that this convention spent two days at Hagerstown im the fruitless attempt to nom- nate & candidate—the struggle being between J Phibp Roman, of Allegany county, A. K. Syester, of Wasbington, and Wm. P. Maulsby, of Frederick. On the ninety-seventh dal! Mr. Roman's name was withdrawn, and on the succeeding ballot Judge Patrick Hamill, of Allegany county, was brought forward as a compromise candidate, and received the nomi- nation of the party. Judge Hamill was a mem- ber of the Legisisture in i-43 and 13H, and is at Present the chief judge of the Urphans’ Gouri ofAllegany county. He is a farmer, ity years of age, and aman of much personal popularity. ———$$$ ‘The Kn-Klux are said to haye invaded New rrr For some time mysterious warnings, ber symbolic cords, daggers, blood: coffins, have been received by Badi- cal members of the military companie:, threat- ening them with death, but ne notice was taken of them, except as & series of stupid jokes. On Sunday night, however, Lieutenant Bynner, of Company H, New Jersey Ritle corps, was knocked down by a slung shot in Kearny, and when found was insensible. Near him was a pistol, marked with Ky-Klux hieroglvyhics and other evidence of the presence of the Kian. The police are now oa the track of the myste rious marauders. In Great Britain where the condition of the work- ing people is less favorable than in this coun- try, they are now considering this very subject, and a Committee of the Society of Arts ina re. port on Technical Education in Eagland, sug- gests that the creation of lodging-houses for unmarried men, in connection with evening classes systematically arranged, would greatly | assist young workmen in their studies. Toes each man might have his own room furnished asa bedroom and study. Meals might be pro- vided in common halls at asmall expense; and regular evening classes might be held, the at. tendance at which should be a necessary condi- tion of residence. A library, reading room and museum would compleie the e-tablishment which would thus offer to workmen some- thing analogous to the collegiate life of the great universities. Notoriously vicious con- duet would be followed by expulsion, and dents who failed to pass satisfactory examina. tions would also lose the privilege of residence. ‘The classes might also be open to married men and other non-residents on the payment of s ficient fees.
