Among the resolutions | Adopted is one advising al workmen to ab- ‘Stain from following their trade: in the event of war in their respective countries. The | Congress tssned wa rddress to the workmen of Europe. It calls on workingmen to oppo e | War, to refuce to ceuntepance arsassination, ‘And to use every effort to promote the edacation | Of the poor. This foveress, composed of del- egates representing the workingmen of Europe | assembied in Brassels e< an interaational trades’ Iabor convention, haying for its main ‘object the per.cction of au organizition which ‘Will effect the “emancrp.t on” of indastry | from “the oppressions of employers.” Muscle and skilled bandicra.t tcke te ground that money cpital is an!izonis.:¢ to then, and the members of this conve ation propos-d to adjust the balance by un‘ting both in an Old World trades’ union, which, actint in concert and ‘With an identity of feeling, will super_cde the necessity of local “strikes” and rezulate all dif- derences between employers and the employed Accordirg toa uniform code and the dec's‘on of arbiiration courts to be duiy establised. | ‘Trades’ unions are to be formed in all countries ‘where they do not at pre-ent exist, and the local bodies to be affiliated to a common centre- Resolutiors to such effect were adopted by the Congress last week. The idea isa grand one, and worthy of the ave, but whether itcan be fully carried out at this time may be questioned | With propriety. Local laws will operat> to | Prevent the extension of a uniform tredes’ salon to “all countries” By way of illus- ration we may mention that the irades’ union ystem which is now prevalent in Eagland | Would, if adopted by tradesmen im Ireland, Tender the members of the body liable to trans. portation for combination under the Irish Con- | vention act, the operative in the last nam~d | | | country not being permitted by law to unite ‘with objects higher than trsde , benefit aid ra- lief societies. Notwithstanding this, the move- ment is of vet significance at pre-ent, a3 its Approach even to realization in practice will gradually revolut‘onize the relations exist‘n= between labor and capital in Europe, and the efect be extended more or le-- to the New World. Itthes promises to inaugurate an in- dustrial crisis worthy the consideration not only of the working people but of social econo- sts and statesmen. a Tue PakaGuayaN WaR.—The details of re- cent operat‘ons on the Parana river show that the Paraguayans were not driven from the | Powerful fortifications of Humaita, as. first stated, but abandoned them for a new and more powertul line of defensive works near the Mouth of the Tebicuari river. Before retiring, | however, Lopez inflicted a mest murderous | Tepulse upon the allies. Marshal Caxias dis- covered, on the 25th of July, that the garrison ‘were preparig to leave, and he accordingly dispatched a heavy force to intercept them. ‘The Paraguayans kept perfectly quie: until the allies had got within @lmost gunshot range, | when they opened a most sweeping and de- | structive fire of grape and canister, which Swept down entire regiments of the advanciag columns and sent the survivors fleemg back in confusion and dismay to their lines. Caxias did not attempt a second time to interfere with Lopez's plans. The latter withdrew, and on the 25th the allie: occupied Humaita findirg wo hundred cannon spiked or rendered uselr-s and about @ dozen wounded soldiers i1 ho-- | pital. Later advices from London state that the allied army was on the march to lay siege io Lopez's rew line of defence in comjunc.ion | ‘with the fleet. Brazil does not, it seems, me_a to stop short of the total subjugation, if not the | extinction, of Parazuay—at least she will, w: her allies, do all she can towards those result>. ‘The Paraguayans appear to be prey well hemmed in on all sides. The Brazilian iroa- clads bad gone to Asuncién. President Lope. however, has 12,000 fight’ ng men at bis s.ronz- est point, and if these do not belie their former efforts, under their plucky commander, will make a desprvate siand for victory ———<$—_____ Naw Bo oxs. Mohun we have: Intelicis. By Adab Isaacs Menken, 1865. ‘This is the nfuch talked of volume of poems by Miss Menken, inscribed “To Charles Dick- ens,” and the celebrity of the writer will en- sure for ita large curele of readers. H-r mod- els for thought and style seem to have been Wait Whitman, Ossian, and the inspired writers of the Old Testament, though in some cases she attempts very succes-fully smoother structures of verse. Some of the poems are forcible, others are graceful and ten der, but all are pervaded by a spirit of sadness. From Alfred Hunter, we have the following: Beppo, the Conscript. A novel By T. A- Trollope. Philadelphia: T. B. Peterson & Brothers. The scene of the story is laid in daly, and the narrative i> full of incident and interest. Leab, or the Forsaken. A romance ofa Jew- ish maiden Philadelphia. T.B. Peverson & Brothers. This exciting story is translated from the German, and is the sume from which the play of “Lech, or the Forsaken” w.> dramatized; wBteb piece Mis> Luc lle We-tern has made familiar to Washington play goers. From Messrs. Blanchard & Miss Susan B. Anthony, ot the Revolution. is now endeavoring to have female delegates sen: | tothe Workingmen’s Convention to be held in New York next week. To this end she visited the Workingwomen’s Union last weet. whea she aud her views were cordially received. ‘The subject of sending delegates from the Union to the Convention will be laid before the Committee, but as that body is composed entirely of men, the proposition is noi Likely to be adopted. One difficulty in the way seems to be that there is mo organizatioa of working women in New York. None, thereiore, a1 claim the right to a seat in the Coavext‘on. ‘The New York Sun thinks an organizatioa is the only means by which the working women | can command remunerative wages for the'r Work, and withstand the rapacious encrocch- ments of avaricious employers, and suggest: that Miss Anthony and her coadjutors in the Kecolution call the workin womea togecher and form them into unions. osteckeose = een ‘The following are the names of the Congres+- men elected im Maine on Monday :—First Dis. —Jobn Lyneh, (Rep.,) re-elected. Most of the party lecders now see the folly ot con.using Party principles with doubtsul measures of municipal police, and the contest this year has been upon the questions of reconstruciton and finance. But the Democrats have still made much capital of the sumptuary laws, and of the offensive powers of searching private houscs for spirits given by them to the State officer ‘The New York Tribuae says: “There can be vote. a sent its last ‘man and it last doliar into mae Siate, ‘The most popular Democrat in the country— and the true choice of the party tor the Presi- dency—was sent to charm the citizens with the seductive tonc= of his Copperhecd eloquence. But the day of trial has disappointed their expectations. The issue between Gant and peace on the one side, and Blair and an- other civil war on the other, produces its le- gitimate effect upon the reflecting classes of that sober and considerate State. The tidal wave rose higher and higher, uil it flaally swept all before it, The iniluence of this elec- tiom upon those which are to occur in Penn- sylvania, Ohio and Indiana during the coming month will be great. The Keystone State will doubtless yield to the pressure; and that being Tegarded is a doubtful State even by the Re- publicans, while the Democrats confideatly claim it, if it should give way and fall into the Republican line in Uctober, cindid mea of both parties will then regard ‘the Presidential contest as decided.” Forrien News By SLB.— Minister John- son had his first interview with Queen Vic- toria, at Windsor Castle, on the day after her return trom the Continent, and presented his credentials as United States Minister to Eng- jand.
