The representations from the South to the National Republican Committee are to the effeet that the white population is almost a unit in oppo- sition (o the laws of Congress, and makes every exeriion by Ubreat or promise io win over the biack votre. The President's imsiructions to the Southern military commanders, just pub- lished, sre regarded as placing the loyal popu- lation more completely at the mercy of th, S+cession majority element. It is claimed that ue only course for Congress Is either to repeal the of Congress euthorizing the recon- structed States to vote for President, or else to confer the choice of Presidenual electors upon the respective State Legisiatures, It ts urged further. that if the 21st of Sep- tember goes by, without a meeting of Con- gress, that even more violent measures will be xken by the rebel element, to get political con- fol, and that a system of terrorism will be instituted in every Southern State, making it impossible for a Republican white or black to cast yote, or even to hold lite or prop- erty im seeurity. The question of the necessity for cailing Congress together, was left to the discretion of General Schenck, of Onio, and Senator Mor- gnu. of New York. Positive information to the effect Tee Working Pgoriz.—In New York, the German Journeymen Taiors have tormed an ‘ation for the purpose of obtaining ar iucresse of compensation. The persons engag- ed im this movement are principally those em- ployed im the merchant tailors’ establishments. These men say that the wholesale clothing establishments pay such wretched prices to their employees that they are enabled to sell ready-made clothing at largely reduced ra: injuring the business of merchant tatiors toa considerable extent. If the wholesale houses be compelied to pay higher wages some degree of equality would be introduced in the two trades, and while jess cause of complaint would be given, the men working for the cloth- ing manufacturers would themselves be large- ly benefitted. Ata meeting held on Monday evening there were present from eight bun- dred to one thousand German tailors from New York, Brooklyn and Williamsburg. Res. olutions were adopted, the last one of which stated that though, trom principle, opposed to ‘kes, the tatlors would, nevertheless, adopt that means, ifargament and persuasion should fail, to accomplish ther purpose. In New York, the iron moulders at Bent’s foundry, who have been for three months on a strike have gone to work in other shops.
