STEVEN Although the ‘condition of Mr. Stevens bas been such for months that his death wasn event to be looked for st any moment, the shock that the announcament caused this morn- img that he bad passed from earth ifdicates unmistakably—if the evidence were wanting— the remarkable bold be has bad wpon the pub- lic mind. For many years he has been the central figure in Cougress, as he was pre- Yiousiy amongst the distinguished public men of his own State. Bold to audacity, fertile in resources, of fearless frankucss, apd impe- ious will with great powers of mind always at command, be was # born leader. The public have seen with wonder his tremendous power of will, enabling bim to triumph over the severest physical infirmities, and, despite these drawbacks, to assume and maintain the lexder- ‘ship in Congress during the most exciting and troublous periods of American history. ‘Will be mourned throughout the country as ® great party leader and public man, bu; here tears of special regret will fall to the memory of one who, in his public course. was siways large-minded and generous towards the people of the District. No considerations of Barrow-minded parsimony ever swayed him to oppose the appropriations necessary to carry on great public improvements for the matiopal city; and, indeed, bis warm and persistent advocacy could always be counted upon for any great measure for the development of the country. ‘His generous championship of what he be- lieved to be right and just regardless of party considerations was shown by his earnest but ineffectual efforts to secure adequate conpen- sation for the bard-worked and poorly paid Department employees.
