Each side claims that its or- gavizstion is the legitimate one, and holds ob tinately to that conclusion. Now its ems to us that the difficulty cin be rendily got oyer without either party yielding what they conceive to be material rights. Let it be ogre d that Mr, Richasds shall be recog- viz d a de facto President, and if the opposing party wish they can file @ protest, recognizing bim as presiding officer to that extent and no further, to the declared end of proceeding with essential legislation tor the city. By coming in under proiest they would be en- | sbled to save all the rights they wish to protect under the organization. It is apparent that the present state of things cannot long continue- There are several matters of vital importance to all quarties reqniring attention; aad the Counctls in the intere tot the whole city must soon set the whrels of legislation in motion to deal with these questions at least. Oa party | questions, merely, the people wili be content to let them “agree to disagree,” to theend of their term,but not in matters of general interest. There is the matter of funding the city debt under the rcent actof Congress, The credi- tors of the city are waiting anxiously for their Pay; and only the requisite legislation is ne-ded by the Councils to pay them off ina week's tume. We suppose there can be no objection on either side to a well matured system for the issue of certificates to pny this indebt=dness. So, too, in respect to the act of Congress in re. gard to lighting the city with gas. it is all important that the Councils should at onc: take the necessary legislation to curry it ont. otherwise it becomes the duty of the S-cretary of the Interior to levy a tux to that end, and naturally the Councils will prefer to deal with the matter themselves. It vur public schools are not to be stopped, spceady measures must | be taken by the Councils for their support. Others deny that they can ever be usetul, and assert that they always act upon the brain and nerves as direct poisons, Both, then, are agreed in condemning them as summer driuks. Liebig and bis followers gave this asthe reason: — Alcohol, the chief constituent of all spirituous drinks, 18 mainly compo‘ed ot carbon, which is the fuel required by the body to keep up its animal beat. Encke's Comet, which completes its revolu- tion im about 1,210 days, or a little more than three years anda quarter, is due this month, and the astronomers in this couutry and Europe are carefully sweeping its track with their telescopes in the hope of discovering its Presence. We say about 1,210 days, because it is so etbereal (the smailest stars are visible through its transparent substance,) that when it comes near the larger planets in its eccentric course, they cuuse a slight variation in the rate and direction of its motion. These disturbuing influence, however, alter its course and rate of progress so little that since Encke cilculated its orbit and predicted its return in 1822, and the position wnich it would occupy among the stars at that time, there have been thirteen re- turns of this eccentric visitor to its perihelion, every oneof which hasbeen predicted with the greatest accuracy. Though usually visible only through 4 telescope, it was distinctly seen by the naked eye in 1228 when its light was equivalent to that of astar of the fifth magnitude. It consists of a tew masses of nebulous light, condensed toward the centre, and has seldom any trace of a tail. Its orbit is an elongated ellipse; its motion, like that of the planets, is from east to west. and it is the only known comet which performs its revolutions within tae defined limits of our solar s: At its nearest point it is 31,000,000 miles, its most remote point 377,000,000 miles from the sop.
