One or more members is needed in each Ward, or each Schoo! District, to properly look after the schools and the sehool property. In view of these facts, and ofthe further con- sideration that the Mayor and a majority of the Onty Councils are now Repu and hence friends of equal rights and im educa- on, ‘were understood to be about to elec a Hoard of Trustees for the Public Schools, such as should represent the views and inter- ests of the Repablican majority,—it pee ogy age interests of All would be subseryi the pro} : ‘was no longer aneed of a separate Board, as inere bad been at the ume it was constituted. ‘The colored citizens, it was unders! be represented proportionately im the new Board—probably by the very men now on the separate |, with others; Mayor Bowen would be cz-oficio President of the and thas bis services in belalf of the colored schools would be retained, and the is People be substantially gratified, notwithstanding the political dislike of the honorable Secretary of the Interior, the colored schools would become public school property of the Corporation; the teachers Would be entitled to increase of pay with the white-school 5 and thus all invidious #nd unjust distinction om account of color be wiped ‘out. This “equality before the luw’ is just what every intelligent colored citizen was sup] to be aspiring for and demanding; and that any would “protest” agaiast it when Proffered was not once imagined by me. It is claimed, indeed, by some, that our col- ored citizens should, through a separate Board ot Trustees, have the czclusire control and ap- propriation of the funds set apart for colored schools. This claim will hardly be considered 8 jost or reasonable one, when itis remembered that but a fraction of this fund is furnished by the colored tax-payers—that the great buik of the money comes from the pockets of the white citizens. A contrary impression, I am aware, is somewhat prevalent, but itis an evident mistake. he bgp oaed of colored citizens ot Georgetown is variously es- tumated at from one to two million dollars worth. Taking the largest estimate (#2,(4x),00) the amount of the school tax on it for the cur- Tent year, at 35 cents to the hundred dollars, will be only $7,000; whereas itis expected that from 340,000 to $70,000 will be expended for col- ored schools during the year. Itis right and just that our colored citizens should have their proportionate voice in the ex- penditure of this money: but surely they will Admit that it is neither right nor just that they should have its ¢zclusive control. The money, coming from the whole » should of course be expended in the interestof the whole, and not merely ofa ciass. But in the matter of schools, the interest of the whole is the interest of erery class; and this is to have the best schools and the greatest number of them that the money will procure. A Public School Board, therefore, in which bow classes of citizens shall be duly iepre- sented by their best men, and numerous enongh to attend properly to the interests com- mitted to their charge, Is plainly the right thing in the case; and to this I am confident every right-thinking man, when he under- stands the matter, will say amen.
