For this reason, doubtless, the action of Florida is entirely ig- nored. The tenor of the proclamation is sig- nificant, showing that Mr. Johnson is deter- mined not to recogttze the reconstructed States. He speaks of receiving @ paper “purporting to be a resolution of the Legislature of Florida,” from “Harrison Reed, who therein signs him- elt Governor.” Again, the other paper was, be says, “transmitted by and under the pame ot W.
