Horatio Seymour, who was unanimously mominated for the Presidency by the National Democratic Convention im iNew York on the twenty-second ballot yesterday, was bern in 28U, im Pompey, Onondaga county, New York, and began life as a lawyer in Utica. At the age of thirty he entered political life, and in 1344 wm elected to the State Logisintete, ‘where be served three suce-ssive terms, and ‘was chosen for Speaker of the lower house during his last year's service in that body. In 1°00 Mr. Seymour was sominated by fhe Béin- ©cratic party for Governor of the State. He owas defeated, running behind the rest of the Demoeratic ticket; which was elected by band. Some majerities. In 1292 Mr. S+ym>ur was more fortumate; being elected by about three thousand majority. Mr. Seymour's adminis- ‘tration was signalized by his veto of the Maine Liquor law. At the end of his term, he was @zain brought forward as a candidate for Goy- rnor, but was defeated by Myron H. Ciark, Republican, who was elected over Mr. Sey- four by @ plorality of about two hundred ‘Votes, 22,000 Democratic votes having been east for Greene C. Bronson. Qn the first of January, 1855, Mr. Seymour retired from office, bat fn 162 he was again élected Gov- ernor of New York, and served until 1964. Mr, Seymour was nominated again in 136% for Governor, but was beaten by Gov. Fenton. Mr. Seymour is adroit, brilliant, and able, ‘but the above record shows that he has not the popularity tn bis own State which is claimed for him by the most enthusiastic of his friends, wor that prestige of uniform success which is generally so potent an element im political contests. General Frank Bisir, the Democratic nominee tor the Vice Presidency, was a volunteer gen- eral im the late war, and during the war was elected to Congress. General Blair refused to inke the test-oath imposed by the Missouri State gevernment, and made an appeal to the Supreme Court in that case @biek has not yet been decided. He is a man of strong political convictions, 43 shown in bis letters and Speeches. Thus in his tetter to Colonel James ©. Broadhead, dated from this city om the uth &« iast month, be says of the reconstruction acts of Congress: “If the President, elected by the Democracy, enforces or permits others to enforce these re- construction acts, the Radicals, by the acces- sim of twenty spurious Senacors and fifty Kepresentatives, will control botn branches of Congress, and his administration will be as Ry swerless as the present one of Mr. Johnson. here is but ome way to restore the Govern- eromest and the Constitution, and that is for the President Lys to declare these acts aan 4 void, compel the army te undo its usu! S st the South, disperse the carpet governments, allow the white people to ognize their own Cote aomrpaaae ace aoe ators and Representatives. ‘We oust restore the Constitution betore we cam restore the finances; and to do this wi must havea President who will execute the -will of People, by trampling into dust the “-urpations of Congress, known as the recon- struction acts. I wish to stand before the ‘Con yention upon this issue, but it is one which embraces everything else that is of value in its large and comprehensive results. It is the one thing that includes all that is worth a contest, Sud without it there is nothing that gives dig- nity, honor, or value to the struggle.” — Stirs BetTweew THE Cur aNp THE Lir.— ‘Two at least of the candidates for the nomina- ton at the New York Convention have oeca- Sion to realize the force of the adage that there as “many & slip "tween the cup and the lip.” On the eighth ballot Pendleton needed but two Votes to secure © majority, and it seemed certain that on the next ballot be would win. At this critics? moment the New York man- agers, who from the first had determined that either Chase or Seymour should be the man, made & femt of going for Hendricks. This killed Pendleton, as a portion of his strength ‘was drawn off to Hendricks, whom the New ‘Yorkers now appeared to tayor as a eompro- mise candidate. The New Yorkers then held to Hendricks to defeat Hancoek, who ran up to the head of the list on Wednesday. He ar two o'clock on that day seemed certain of nom- ination on the next ballot. At that mteresting crisis an adjournment was carried, killing Hiancock dead. Yesterday the New Yorkers Sinessed with their usnal skill, keeping their Feal candidate under the blankets until the opportune moment, when the Mamcock men broke line and scattered. Then Seymour was rotted ont, head and tail up, and put over the course without opposition from the other broken down nags. New York politicians have 8 wide renown for smartness, and this adroitly played game is Hot likely to lessen their reputation in this respect. —_ > Tee Stam axD THE New York Conven- he excellent dispatches of our special jent, by the associated patches, completely cover the ground press of what transpired at the New York Conven- tion up to the hear ef adjournment yesterday, Jeaving nothing whatever to be supplied.
