SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. THE SITUATION AT THE CITY HALL. In anticipation that there would be a repeti- tion of the exciting scenes of yesterday at the Otty Hall a good many people repaired to that locality this morning; but though the order of proceedings there to-day was by no means in cordance with the usual hum-dram routine, there was nothing of 4 sensation nature. The Conservative organization of the Councils held & meeting at 11 o'clock and made another call wpon the Register for the election returns: | ‘Which were not forthcoming, and the Com- mittee asked for further time with authority to send for persons and papers, which was granted, and the meeting adjourned uatil 5 p- m. to-morrow. The Republican organization held their meet- ing at 12 m, but had no special business to transact. Mayor Bowen was in his office throngh the Gay acquainting himselt with the business de- | tails of the office. Mr. Bowen yesterday re- quested Mr. W. A. Cook to fill the position of Corporation Attorney—Mr. Bradley having re- | signed that office—antil the office can be per- | manently filled. Mr. Cook was im the Circuit Court dus morning attending técases against the Corporation, and was afterwards, for some time, with Mr. Bowen in his office. The Republicans generally seem in good spirits over the “situation” at the City Hall. They hold possession, which is set down 485 nine points of the law, and do not seem to fear that they can be dislodged. The onus of law proceedmgs, they hold, is thrown upon their opponents, if the latter should feel dis- | posed to test the matter in the courts. ‘The Conservatives do not seem quite agreed as to the course they shall pursue, and certain. | ly did not make much headway in thetr pro- ceedings to-day. MR. COLFAX AND THE SOLDIERS. Mr. Woolley then produced a roll of manu~ script from coat pocket, ard was about te untie at, whem ‘Mr. Shellaberger said the witness was here for his contempt in refusing to answer a ques- tion of the committee, and could ouly purge himself of the contempt by pressing his wil- lingness to answer the committee. Mr Eldridge raised the point of order that that was not the proper state of the case. Mr. Woolley comes here and proposes to make a statement which will purge him of contempt. He asks that the House will hear him, and ther, it the Honse orders him to answer a certain question, be will obey the order. The read the resolution, and said that it contained two propositions, the first of which was that Mr. wasin coptempt of the House, and the second that he be brought here to answer that contimpt. Mr. Woolley.—I have my answer and state. ment here in writing. Mr. She! r said he was not in the House when the witness was committed, but he understood he was guilty of the contempt in refusing to answer in the Committee, and not in retasing toanswer to this House, ‘and all I am sir. | that is required of him is to answer the com- mittee. He can say whether he is ready to do so or not. Mr. Woodward (Pa ) ued that under the Tesolution just adopted Mr. Woolley had a right to purge himself of the contempt in his own way. and upon his own terms. The wit- hess is in contemptof the House for not an- Swering certain ata ge to him by a committee of the House, and it is impossible for this House to prescribe a rule and manner for the witness to purge himself. It is per- fectly competent for the witness to show that improper questions were put to him. 'T. Garfield said the House had on another occasion ruled the questions to be proper, and . remained only for the witness to answer em. Mr. Woodward still insisted that the witness could answer here in his own way. Mr. Covode (Ps.) said this whole question was unprecedented. He bad never knowns witness who was in contempt to be allowed to Answer in the House a question put to him by the committee. The witness is not only in con- tempt, but is also under a charge of perjury. Mr. Eldridge called to order tor the last remark. The Speaker said the committee had hitherto made @ report accusing Woolley of perjury, and he would snbmit the resolution to the House whether it was im order to thus allude to it. ‘Mr. Eldridge protested against he submis- sion of all these questions to the House, and contended that the Speaker should rule upon them. ‘The question was put, and the House ruled Mr. Covode in order by a vote of 70 to 3-. Mr. Butler contended that the witness could make no other purgation than to say whether he would or would not answer the question 0 the committee, and in support of this proposi- tion be imstanced the case of Thomas Hyatt, who was in contempt in the Senate at the time of the Jobn Brown raid. If the witness says he will answer the question, then he will be examined and discharged. If ne still refuses to answer, he must be recommitted. After some further discussion upon this point Mr. Sheliabarger offered a resolution that in purging himself of the contempt for whicb Charles W. Mr. Woolley.--I ask that the questions of the committee be read. The Clerk read the questions that had been propounded to the witness relative to the dis- thes to Sberidan Shook, and the deposit with Harney. Gillis & Co., which the witness had declined to answer, as they did not bear upon the matier of the impeachment. Mr. Eldridge made the point that the ques- tions read were not the ones for which Mr. Woolley was in contempt, but that the ques. tion was in relation to a sum of $45,000). Some discussion ensued with regard to the Froper question. Mr. Woolley said, if be was permitted to do #0, he would State what the question was. ‘The Speaker read the resolution under which Mr. Woolley was committed, add asked him if be was ready to answer all proper questions put to him by the commitiee. Mr. Woolley.—I am. Atter some discussion with regard to who should say what were proper questions, the eaker again propounded the inquiry, and 5 Woolley atid as his client had answered the questions read in the House, and inasmuch House that he should answer these questions, he would answer them. . Mr. Woolley then retired in custody of the Sergeant-at-Arms, and the House took a re. cess. The House reassembled. and. as in Committee of the Whole, resumed the consideration of the ‘The 57th section was amended, on motion of Mr. Jenckes, by providing for continuance of suits under the Revenue laws, upon cause shown. on motion of the District Attorney. Also amended, on motion of Mr. Gartield, by Providing that in case of compromise of suits, the opinion of the Solicitor shall be placed ou file. Also amended. on motion of Mr. Price, by Troviding that no compromise of a suit shail Be effected unless the party offending shall pay & penalty double the amount of the tax. Section ¢5 was amended ou Mr. Schenck’s motion. by providing that when an offence ts commit ed in one district and continued in an- otber it may be punished in either. A bew section was inserted after the 65th, providing that the Revenue Commissioner may, im bis discretion, remit all penalties azainst any person who may, before proceedings are com- menced against himself, discover the guilt of other parties who may bave been engaged with him. Section 73, which relates to transfer of suits from Suate to Federal Courts, was amended by a proviso giving United States Circuit Courts original jurisdiction in all revenue cases. No material amendments were made to the other sections discussed. Adjourned.
