EE OUTSIDE FOR INTERESTING TELE. GEAPHIC AND OTHER MATTER. Keer Ur tux Pewrs.—tt is necessary that the wells and pumps of the city should be kept in good working condition; and any cost or pains to that end will be amply returned in the improved health of the community. We are Aware that, with a view to saying expense to the city, it has been proposed to substitute the bydrant water for pump water in all cases possible; but this we hold should not be thought of for a mément. Hydrant water is s handy thing to haye about the house, bat it has not arrived at the purity or the salabrity to make it © proper substitute as drinking water for the excellent well-water to be found in most parts | of the city. From the amount of vegetable and eartby matter contained in the Potomac water msny persons cannot drink it without derange- ment of the bowels; and, unless very thor- oughly filtered, is by no means a sufficiently stiractive beverage to the eye to be much hankerec; after. It takes various shades, ac- cording to the state of the river, bat may be described as berg on the average about the color of ahen. Most persons who swallow it prefer to go it blind. Potomac water is usefa) in a good many ways, but we shall need the ‘well water for table uses. The Irish Church question continues to be the theme of the English papers, particn- lsrly of the religions press. The English Church journals are very lugubrious over the result of the vote in Parliament, which, the Christian Times of London says, “is the most momentous decision which has been adopter by Parliament since the Revolution. It 1s so because it reverses the Revolution: and it is no less a reversal of the Revolution that mean- while it is confined toa third part of the em- pire. In one sense. the overthrow of the Irish Establishment is a more significant and omin- ous event than woald have been the disestab- lishment of the Church in England. We could have imagined the Church of England dises- tablished as a concession to the rivalry of the Protestant bodies, in which, although we should have surrendered the principle of es- tablishments, we should have conserved that of Protestantism. Not so in the present case. The disestablishment of the Irish Church is in ex- press compliance with the demands of Popery. However it may be shrouded or shunned, the Te@l question at issue is, whether Protestant. ism er Popery 1s to be the ruling power in the State? The vote of Parliament is a decision in favor of the latter.” ‘The Philadelphia Ledger, treating upon im- peachment, alludes to some of the unpleasant outside features of the trial to which we re- ferred a tew days ago: amongst them the betting scenes that have been going on so frequently for a week or two. Betting bas been carried— on as publicly as men make bids at an auction, and the fluctuations in the odds have been chronicled as regularly in the newspapers as they are in the sporting journals of England before a “Derby-day,” or a fight for a cham- pionship in a pugilistic ring. Thus this most important trial in the his of the United Sextes—this most grave e nt an the annals of cour country—has been degraded to the level of a borse race. or a fight between two bruisers for achampion’s belt. The Ledyer urges that the vote be taken at the earliest possible mo- ment, im order that the important and essential egisiation waiting for the «a m of the two Houses ma: Tae Baltimore Np Onto Raitnoap.—At the regular monthly meeting ot the Board of Directors of the Baltimore and Ohio Railroad Company, held in Baltimore yesterday, Presi- dent Garrett announced the action of the gen- eral meeting of stockholders held on the 11th instant, and jaf pursuance of that action pre- sented resolutions authorizing the issue of ‘$2,000 of preferred stock. and providing for the opening of books at the office of the Treas- nrer of the company. { — | of Adams’ Express cars, and the mail CONGRESSIONAL.
