Tux TEACHERS’ SALARIES.—As there seems to be considerable misconception as to the cause of the delay in paying the teachers’ ries, it may be proper to say that the difficulty is the same old hitch between the Mayor and Register. The Register refuses to sign the Mayor's check paying the school teachers un- less the current quota for the colored schools | shall be paid at the same time. The Mayor holds that the act of Congress does not re- | quire the current indebtedness to the colored schools to be paid until September, and that the act ot Councils for the support of the pub- lic schools for the year ending June 90, 1<63, while proviaing for the payment from time | to time of the proportion due the colored scbools, yet requires that the arrearages due the colored schools should be paid first. The act provides that the arrearages shall be paid “forthwith,” and the Mayor contends that what is paid to the colored schools now should go to liquidate the old debt. that the difficnity is a continuation of the old ter. The importance of the Washington and New York Steamship Line to our business men 1s shown by the fact that since its estab. lishment the railroads between here and New York have been compeiled io materially re. duce their charge for freight to compete with the steamers. Such, however, is the prompt- ness and reliability of our Citizens’ line of samers,and the satisfactory manner in which | freight is attended to by it at both ends of the | line, that our business men find that their own Advantage as well as the disposition to encour- age 8 home enterprise requires them to do their freighting by steamer. They know, too, if en- coursgement is not given to the steamers, and they are driven off the track, that the price of freights will instantly go up; and that ciey will sadly miss the promptness and accommodating spirit that distinguish the business habits of | the steamship management. We learn that the energetic President of the Steamship Company, J. W. Thompson, Esq. is now in Norfolk making arrangements for the steamers to touch at that port on their trips. This will supply another urgent want in the way of direct com- munication per steamer between this city and Norfolk. A correspondent who sent us sovae days Ago S communication of nine fools-ap pages, advocating the claims of a ward casdidate for office, takes exception to our notice of Saturday | that ail such communications will be inserted at advertising rates. Five precincts per ward is, of course, an improvement on four, the present number; but why do the committee hesitate to give the foll number provided oy the Alder- men’s bill? The aim should not be to limit the number to the smallest possible allotment, but to ensure the amplest accommodation for the voters.
