BALTIMORE AS A COMMERCIAL CENTRE. In the very able address made by Hon. Jobn | W. Garrett, at the celebration in Baltimore yesterday, over the arnval of the pioneer vessel of the Baltimore and Bremen line of steamers, a number of significant facts were pre. | sented indicative of the position Baltimere is | destined to take as a commercial city. Fora | protracted period, he said, the superior wealth and power of great Northern interests pre- vented @ proper realization of the geographical | advaptages of Baltimore: but perseverance, | energy and enterprise, gradually, year after year, Overcoming difficulties which appeared at times almost insurmountable, have restored | the matoral relations of that port to the great | producing and cousnming regions with which | its interests should be most closely interwoven. | Forty years ago the scheme had been planned by Baltimoreans of sagacity and enterprise, for the connection of the waters of the Atlantic with the navigable rivers of the West, hy which the greatest economy in transportation could be effected. That enterprise, which was, | indeed, the pioneer of all the great railway works of the world, encountered prodigious difMeulties. The estimate of the capital required was four millions; yet, before the completion of | the rosd and its branches, they find the cost bas swollen to more than forty millions of dol. | lars! ‘The ambition of those eminent men was | to construct a line to the Ohio river, three hun- dred and seventy-nine miles in length. The fruition bas been that the Baltimore and Ohio Company and 1's officers now matage and con- trol railways, pouring their treasures of busi- ness into Baltimore, which pase through one thousand miles of territory, and which hav. cost more than seventy millions of dollars! The city of Baltimore, which at the period of the Isying of that corner-stone had an aggre- gate basis of real and personal wealth of but twenty-five millions of dollars, has prospered until, under the recent assessment, that sum | has swollen to two hundred and twelve mil- | lions; and those who recognized in that day that the cheapest method of transportation with which Providence favors the world is upon the ocean and its tributaries, foresaw that acity pinced at the head of the great Chesa. | peake Bay, which would afford advantages to | the Central West and Southwest for communi- cation with Europe, of nearly 300 miles of land carriage, compared with the great city of New York, must,in time, be recognized as an econom- teal and proper entrepot for the commerce of | that vast West and Southwest, and ultimately ofa large portion of the commerce that will ma the borders of the Pacific. We noticed a short time since the action of the Baltimore and Obio Railroad Company | m reducing the tolls on coal, thus bringing that line in closer competition with the Chesapeake and Ohio canal. We see that the directors of the canal bave taken up the gage, and at their | meeting in Annapolis yesterday reduced the | tolls on coal from Cumberland to Georgetown from sixty-nine cents to forty-six cents per ton. Tnis is a very considerable reduction, | and its effect will probably be to so increase the | trade, as co give both Alexandria and George. town all they can do, with present facilities, in storing and shipping rhe black diamonds. Mr Benjamin Fawcett, of Montgomery county, | was elected Secretary and Treasurer of the Canal Company.
