In this city there were a nuwher of wealthy gentlemen who desired to do cood with their money, and he hoped this fact would be brought to their attention. ‘There was not a college m the coun- Gy bur what would give such scholarships a a low figure. ADDRES OF HON. MONTGOMERY BLAIR. At the meeting of the Middle States Auti-Rad- ieal Clod, beid Inst night at the rooms of the | Conservative Army and Navy Union. 57 Penn- sylvapia avenue, @ large number of citizens d strangers were present. Captain Frank Geise presided, and Mr. B.A. Knarr acted as | seeretary After the disposition of some reeuiar busi- ness, the Chair introduced Hon. Montgomery Blair, the Tecently-elected president of the club, who prefaced bis remarks by returaing thanks to the association for the honor they hai conferred on him in selecting him as their head. He thonght the duty devolving upon the anti-redical clabs of the various States, in their organizaven in Washington, was a most im- portant one, and he they would give ther bearts and earnest efforts to the accom- phshmentof the work. Now was the time for preparation, so that when the ocetsion arrived for action the Conservative clubs might be ready to buckle on their armor for the con- test. The Radicals had usurped the af- fairs of Government, and there was aur- gent necessity of checkmating their power and influence for the future. The speaker re- ferred to Mr. Stanton’s retention of the office of Secretary of War, in detiance of his removal by the Presiden, as a striking instance of the desperate character of the Radical party whieh controlied Congress, and their determiaation to bold on to the power at all hazards. They had appealed to General Grant, and as to the Thad inteuded to pur- sue, it was only necessary to point to his wile lingness and ac) | im continuing an armed guard arouad the War Office to protect Mr. Stanton in his viclent possession of the office of Secretary. The oppression ot Virgma and other Southern the unjust legistation of the Rad: gress, was denoanced by the speaker, aud classed as highest evidence of tyranny, despotism esperation. The North had im thander- hes prououneed the course of the Republicans infamous, and through the ballot-box had polled an increase of two hundred and odd thousand Conservative votes against them. This party in power, he said, maintained their ascendancy ouly by force, having at their hack the army to support them. Their howls about the disloyalty of the rebels was all fadge and faree, for the Republican party this day were the greatest traitors to the Government that ever existed. They were a set of plunderers, and dealt in the most uublushing frands which any country was ever cursed with. The speaker scouted the idea that they were Republicans; the proper name for them to sail under, he said, was Radical, for they were radical in everything (hat was unjust and subversive of proper administration. The Conservative party proposed to increase the rights and representa- tion of the Southern States. while the Radicals aimed at perf omnes Whites of the South of ali rights of freemen. Making voters of the Southern negroes was ashame, and a disguise of the force of the bayonet, Negro suffrage bad been overwhelmingly pronounced against in the Northern States, because the Radicals dare not use the means there to carry ont their de- sigus that they had at the South. At the South there was no liberty for the white man: they had been shamelessly disfranchised, while the blacks, their tools, bad been made to stuff the baliot-box by fraud, and carry the elec- tion w suit the Radicais. The speaker fsserted tha: the leaders of the Radical party Were & most unmscrapulous set of usurpers, violators of the Constitution, who bad no political honor, but would cai their designe at apy saenfee of principle Roference was made to Thaddeus Stevens, when some une in the reom cried out that his time was most up. Mr. Blair replied that be Was not the only bad man in the ranks of the Radical usurpers: for when he was gone. there would another Philip rise up to take his placa. Such a party, he said. gloried in susttining such an infamous wretch as Edwin M. Stan- ton, who was « self-acknewiedged impostor and traitor.
