DAMP WAL Most of the sicknes#whicn prevatis in wet seasons, both im town and country, may be directly traced to dampness of the walisof oar dwellings. which not only causes influenza Sud rheumatiem, batlowers the strength, thas exposing the system to other and more daa- geTous forms of disease Walls of the ordinary construction sre not only more or jess damp alt the year round, put they absorb and retain | the “animalized gasses” and other impuri- | ties Of the atmospnere in our apartments, intensifying their poisonous qualities, In | the comrse of the service under the Health act im England, there were cases where the occupants of s house were all strack by fever and ail were ordered to be removed | and the walls and ceilings lime-washed At then occurred that the performance of this service had been obstructed or neglected with Feepect to particular nonses, and im those un- cleansed houses, and those alone, and with fresh occupants, the fever has broken out again. thus demonstrating the condi- ton of the “leprous house,” and the efficiency of the work of purification Onur hard-coated plastering keeps much of the dsmpuess from coming into our apartments, Qnd frequent whitewashings counteract the Sbcorption of atmospheric impurities from inside; but the frequent discolored patches on the white surface of our walls show that we Bre Mot secure against the inroads of driving rains. or the rising of dampness by capillary attraction from the wet soil. Besides, the ef- fects, though felt, are not always seen. Tha; dampness exists, even where not visible, may be easily believed, ss any one can take one of | our common bricks, and by submerging it, sat. | isty himself of its powers of absorption. Every | brick will absorb about a pint, or a pound in | Weight, of water. Suppose the external wails | of an ordinary dwelling to be one brick thick, Bnd to consist of 50,000 bricks, they will be capable of holding more than 6,000 gallons, or 25 tons of water. To evaporate this amount | of water would require four tons of coal, well | applied. The softer and more workable stones are of various degrees of absorbency, and ap- | pear to be more retentive of moisture than | | | | | common brick. Prof. Ansted states that the factity with which sandsto is illustrated by the quantity it contains both m its ordinary state and when saturated He states that even granite always contains s certain percentage of water, aud in the dry | state is rarely witRout a pint and a half in every cubic foot. Sandstoue, however, even that deemed fi: tor building purposes, may contain Balf a galion per cubic foot, and loose snd atleast two galions. Wheu water pre- sents itself in apy part of such material it readily diffuses itself by the power of capil- lary ‘action, by which, it is observed on some walls in Paris, it ascends eighty-two feet | from the ioundati Walis of such absorb- ent constructions are subject to rising wet by capillary attraction, as well as to the driving | wet of rain or storm. This wet having tobe | evaporated. lowers temperature, and the re- | walt is sickness among the inmates of thedamp | Gwollings. Various remedies have been sag- gested, but the most effective would appear to be double walls, with an air chamber Det ween. costing but little more.and taking up little | more room, than solid walls of the ordinary construction. They are being adopted in some parts of the country: and by facing the inte- rior wall with some hard and smooth surface, generally of the best non-absorbent and wash- able cement, the dampne-s may be Kept ou; altogether, and the absorption of foul gases prevented. Asa principle, all interior house Walls should be made washable. Dsorbs water A HEAVY BURDEN ‘The Trustees of the Colored Schools, Messra- 5S. J. Bowen, A. (i. Hall, and A. Jones, in their reportto the Secretary of the Interior, very Properly urge the necessity that Congress should render some aic in Keeping up a proper system of public schools here in view of the Jarge number of children, white and colorea brought to the Capital by reason of the opera” tions of the Government, the pareatsof whom being temporary residents, own no property and psy no taxes, but whose childrem should end must be educated. The burden falling upon the emall proportion of tax-pay- ers for the education of the children ef this large number of nen-resigent non- taxable population, bas grown so one- rous as to be well-nigh discouraging. It seems to us that the Trustees could have found im their own figures showing this fac Sufficient justification tor the action of the Cor. poration timing to adjust this burden so tha; | it could be borne without crushing out our | School system altogether. The question is one to be tsken out of the range of partizan Politics | ‘Sud treated in a large minded way for the in- terests of the entire community; and all inter- est sBould be united at the coming session of Congress to presen’, in strong light, the neces- | suy for suck school aid for this District as has been given so liberally by that body for t Same purpose im the States. REPUDIATION. It is gratifying to see that our public securi- ties are so little disturbed by the idle reports Of mischief makers. We say idle, because it is the extreme of folly to presume tha: a great nation like ours could ever consent to disgrace iteelf im the eyes of the world by repudiating obligations conceded to be morally, if not le- ally, binding upon it. And yet these reports do produce some disturbance, as is evident from the daily stock quotations. Timid pro- ple, kept In uneasiness by this condition of affairs, relieve themselves of anxiety by selling ‘St @ loss, only to be slyly laughed at by those who profit by their fears. This is not aito- gether to be wondered at when we see so many Ambitious politicians impressed with the idea that the bobby “repudiation” is the ouly nag thet cam bear them svccessfally through th coming elections.
