SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. NSPIRATURS. THE RENOVAL OF THE PENITENTIARY. Recently the authorities at the Arsenal bave erected hesd-boards over the trench in which the bodies of the conspirators are buried, bear- ing the names, respectively, of the persons buried. It is understood that this isdone in compliance with the orders of the War De. psriment, in order t> «keep a record of them.” It will be recollected that about a month since | all of the bodies were removed from their original graves to No. 1 warehouse, where they were placed side by side in ene trench, about ten feet from the north wall. Bootn's body, which had been buried about ten fee’ deep in the store-room o¥ the Penitentiary building, was placed on the right, (uearest the east wall,) and the bodies of the other con. spirators—Mrs. Surratt, Payne, Herold, and Atzerod!, with that of Henry Wirz, the An- ¢erscnville jailor, which had been interred near the scafold in the yard ot the Penitentiary, were placed in the above order, ss they originally rested in the | yard. The north end of the building bear & novel appearance now. with the mound | raised and tbe headboards placed on the north | side of it. The removal of the bodies, as here- tofore stated by us. was rendered necessary by the contemplated improvement, it being | apparent that the proposed grade, where the penitentiary building now stands, would be below where the bcdies were buried. Notwithstanding the difficulty experiencad by the contractor for taking down the old penitentiary building in obtaining hands, he has commenced the work, but has less than a dozen men employed, who have thus far taken up the pavements, and are now at work on the esst wall of the main south yard. It is stated that the authorities will hold bim to the con- tract, and m case of failure sue the sureties is bond. THE NATIONAL THANKSGIVING We publish to-day a proclamation of the President of tbe United States, appointing ythe 25th of November, as aday of hanasgivingand prai y Las been selected for this purpose by the Executives ct several of the States. Tne pro- clamation of the President suggests several speci] reasons for thanksgiving: among others the abundant harvests, the extension of ratl- Tosd connections, lisfactory foreign re- Javiors, and that our Heavenly Father “has juchnrd our hearts to turn away from domes- tic contentions mmotions’ consequent upon & Gistracting and desolating civil war, ard towalk moreand more in theancient ways cf loyalty, conciliation, and brotherly love.” THEA The work the force ts AMENT SENT TO Fort MCHENRY be Ar-enal continues slack. limited, betug sufficient only to keep the munitions of war stored there in orcer. Recently, however. three fall batieries of Rodman field-pieces—tha be t hight al in the service—have been fitted up and sentio Fort McHenry, Baltimore, which fact gave rise tomany conjectures, Among others that they were sen! there because of apprehended troubles. Itseems, however, that the garrison of that fert has b: 2n considerably inere sed of late by troops whose quarters were of to2 tem- porsry a character, and with this increase of garrison WAS necessary an increase of arma. ment. Tue Besiness oF THE PateNt OFvicr.— ‘The business of the Patent Oifice is now up to Oct. Ist. and it is expected that by the 2ist of November the work will be upto date. Be. tore the increase of force, the busicess in some cases was as much as four months bebind band. Uwing to the great increase of applica- tious for patents, Commissioner Theaker de- termined to have the work kept up with the tmereased force, and in order to bring up the back work, a number of temporary clerks were appointed. By the 1st of December they will have finished, and their services will be dispensed with Pay DEPARTMENT INVESTIGATING Com. yITTER.—The Special House Committee, Hon Mr. Lincolp, of New York, chairmen, ap. pointed to investigate the workings of the Pay Department, assembled in their room a; the Capitol this morning. Tey say.—“The importance of your action t> the cause of our common country, still imp-rilled by a perfidious Executive om the one hand, and the deflant spirit of rebellion on the other, impels us to rake this appeal before the ap- proacbing elections. The members of the Umon Republican Congressioial Executive Jommitter, have been so impressed by the ex- traordinary succees which bas s'tended their efforts in the unreconstructed States, and oy the vital necessity of strengthening these «forts by the approving voic# of the grea perty that contributed so effectually to the overthrow Of the rebellion, that they cannot believe the American people are ready to a!- low the enemies of the Republic to gather new courage in their opposition to the restoration of the Union on the basis of equality and justice.” After referring to the progress of reconstrac- tion in the Sou’b, and theeffects which will follow a Republican defeat in November they conclude as follows :—“Yor must decide be- | tween the men who supported and finslly saved the Republic and those who toiled through a proiracted and bloody war to ac- | complish its destruction. Government securities were in active de- mand at the counters of the leading dealers in New York Saturday, and the tendency of quotations was strongly upward, especially for five-twenties of 1862 and 1965,in which there isa very beavy “short” interest. Late in the afternoon the price of the old bonds advanced to 113%, and that of the 1865 iseue to 110 ¥a110%- ‘The foreign bankers are buying in anticipation of higher figures, influenced, to some extent» by the orders from Germany to purchase fresh bonds with the proceeds of the November coupons sent on for collection; and there is at the same time a home demand, stimulated by the low prices at which the gold bearing six per cent. stocks are still selling. Money was even easier on Satarday than on any previous day last week, and loans were made in some instances at six per cent., although the general rate was seven. There are some Indications of a slight abatement of stringency in the discount line; but the mer- chants complain of the banks for reserving their funds for loans on call to stock honses white neglecting the paper of their mercantile customers, and the feeling against the banks is very strong in this relation. What little prime paper the banks iake is quoted at seven per cent, but outside the rate varies from eight to ten per cent., while for inferior grades there is little or no market. The statement of the asso- ciated bangs for the week ending Saturday shows an increase of $2,036,111 in legal tender notes and a decrease in all the other items— namely, in loans $743,193, mm specie $1,157,316 in circulation $98,371, and in deposits $374,247, This exhibit is fully as favorable as was gen- erally anticipated, and reflects an easier con- dition of monetary affairs. ese {By Bankers’ and Brokers’ Telegraph.)
