MR. STEVENS DYING The Lancaster papers announce that the Hon. Thaddeus Stevens was lying dan. gerously il! on Saturday morning. This forenoon a dispatch was received by Miss Davis, the ward of Mr. Stevens, residing No. 287 south B street, Capitol Hil dated Lancaster, 9 A. M.of to-day, containing the words: “Mr. Stevens is now dying,” nothing further has been heard since chen con- cerning bis condition, but there seems to be no ground forthe hope that he will be able to rally, though his vigorous constitation has repeatedly carriea him through when apparently at death’s door. His disease is dropey on the chest. On Monday last he took trip to Adams county, Pa., to visit his iron ‘works there, very much against the advice of bis physicians, and it 1s probable that he ‘was barely able to reach home before veing Pprostrated with his apparently final illness. Muchas the «Great Commoner” will be missed in the councils of the Nation, the meas. ure of bis honors 13 now {ull,and he will leave this earthly sphere when his fame is at its zenith. Mr. Stevens was born in Caledonia county, Vermont, April 4th, 1793, and is therefore in his 75th year. GENERALS SIC ‘The letter of Governor Orr, of South Usro- lina, to Major General Sickles, late Comman- der of the Second Military District, to which | we referred on Saturday, has been published, and is & just tribute to the administrauve abilities of that officer. That all of those who accept the reconstruction plans of Congress in that district approve of the wise and prudent; administration of General Sickles, which con- ferred substantial benefits upon the great majority of the people, there is no doubt. ‘There are the same indications of public sen- timent, on the part of ali those in the Fifth Military District, who are not actively op- posing reconstruction. They express their regret st the removal of General Sheridan, be- cause they do not believe that any change of of- | ficers will benefit them, and say justly that | whatever army officer is assigned to the com- mand, he is bound to carry out thelaws. Thus it Is that all those who oppose the reconstruc- tion measures of the National Legislature are cf couree hosiile to the officers entrusted with the execution of the laws; while those who favor the admission of their States on the Con- eressional plan regret to see any changes made which may possibly delay that end, or lead to the enforcing of harder conditions. Gen. Sickies, in his reply to Governor Orr, says: “In my retirement it is a source of much satisfaction to compare the present condition of South Carolina with that im whicn I sana it ‘The system of tree labor bas been successfully inaugurated. The emancipatea blacks have been invested with civilrights by the voluntary sets of your Legislature. “The tranquility and | order which b&ve been maintained attest the general desire of all classes of the people to obeerve the obligations of good citizens. An abundant harvest has rewarded industry. Grain is now exported from Charleston. Re- gistration has proceeded almost to competion, ‘without commotion or tumult, or any serious interruption of the ordinary avocations of the people. = The population of the Carolinas have not | tried to prevent the organization of legal civil governments in the rebel States, and it is only Just for me to state that your own prompt and patriotic acquiescence in the requirements of the Government relieved the people you repre- seut of many of the burdens of military gov- ernment, andat the same time removed some of the most serious impediments to the execu- tion of the reconstruction acts in South Caro- fina. I trast your people will not suffer any detriment by reason of complications for which they are not responsible. [t only remains for them, ‘o comply with the conditions preseribed by Congress, and South Carolina will soon be restored to the Union with all her ancient | rigb's and dignity as a sovereign State unim- red. These conditions have no other ob- ject than to make our institutions traly repub- lican in substance and form, that justice may be done, and that no occasion or pretext for conflict may hereafter be found. There is not, in my jndgment, any sufficient Feason to apprebend that the colored people will not make good citizens. Freedom and Sducation sre rapidly developing this long dormant helpless caste. With advantages far inferior to the other races which have fourd their way to thie country, African has proved himself loyal,industriovs and obedieat to the Inwe. Generously fostered and justly treated, the freedmen will become the boie and sinew cf Southern population and power. The following despatch was this morning received at the War Department from the Dry Torgugas via Key West. “Maj: Stone arrived trom Fort Jefferson, and is very sick. He lost his wife yesterday. yr. Smith's son died Wednesday. Mrs: Smith and daughterare well. Lieutenant Orr died on the 16th, Sickness not abating at the Tortugas. Allright at Key West.” Ir will be remembered that Dr. Smith, son of the late Colonel B. P. Simpson, who are stopping at Wil_ lard s, waited upon General Sheridan in his parlor, and tendered bim an invitation to visit that city and partake of its Rospitalities. Next month a series of experiments will be made at Fortress Monroe with heavyordnance against iron, brick, and earth work, to test the penetrating powers of large guns with different Kinds of projectiles. These experiments will be much more extensive than those of former yetrs, and will doubtless attract much atien- tiom among ordnance men. This map isaccepted a2 the definite location of that portion of the.route,and will form the pasis for the adjustment of the I=nd grant. DEATH OF MB. CULBY. By despatch, published elsewhere, it wil] be seen that Hon. §. B. Colby, Register of the ‘Treasury, died on Saturday last. Mr. Uolby was appointed Register as the successor of Hon. L. E. FROM ADMIRAL FARRAGUT, A despatch has been received at the Navy Department trom Admiral Farragut, cem- manding the European Squadron, dated U.S. Flag-ship Franklin, off Warholm, below Stockholm. Sept. 3d, 1°67, announcing that he left Cronstadt on the 30th of August, with the Franklin, Ticonderoga, Canandaigua, and Frolic, and proceeded to Irongsend Roads, This excursion was made because of a wish expressed by the Grand Duke Constantine that Admiral F. should visit the fron-clad fleet as- sembled there. Upon entering the roads our squadron was received with a salute. On the following day, Admiral Farra- gut, with his staff, went on board the two-turreted ship Smertch, and under the escort of Vice Admiral Bontskow proceed- ed to Wylorg. In the evening they dined on board the Russian Flagship. Every vessel of the Russian squadran was brilliantly illumi- nated. On this occasion a handsome compli- ment was paid to the American people and our bavy by anextract which Admiral F. encloses, and is as follows: « Extract from the signal book of the Rus- sian Imperial Iron-clad Squadron: Let us re- member the glorious examples of Farragut and hie followers at New Orleans and Mo- bile.” In conclusion Admiral F. says: «At 2/p. m., September Ist, we got under way and proceeded to sea, exchanging salutes with the flag ship, and thus, amid cheering from all the ships of the two squadrons, concluded a visit which from first to last has been marked by the interchange of the warmest friend- ship.” Admiral Farragut anchored off Wao- holen at one o'clock on the afternoon of the ‘3d instant. LECTIONS IN THE SOUTH. It is said that General Grant will shortly suggest to the commanders of the five military districts that the elections be held in each of the districts on the same day. Also, that the President and General Grant have recently had 8 conzultation on this subject, and agreed in their views in reference to it. [7 The New York Herald is about to break connection with the Associated Press and to set up in opposition to that agency. With all is enterprise and resources, Bennett will have | up-bill work sp. fighting that wealtny and powerful organization; and the papers that ‘were victimized by the Craig opposition to the «Great Monopoly” will be shy about taking part m another opposition in ahurry. We trust, however, that Bennett's moyement will | Rave the effect to spur up the Associated Press to a little more enterprise. A concern tha cannot furnish the Washington aiternoon pa- pers with a word of Baltimore news, or with a single figure of an event of as mach impor- tance as the Vermont election until two days after it had happened, needs a litile whole- some competition. GuNERAL HANCocK.—Un account of the prevalence of yellow fever at New Orleans, General Hancock will not go there antil the middle of October. He will leave this city about Wednesday or Thursday, and proceed to St. Lonis, where he has some private busi- ness to attend to. Mr. Campbell is @ fine artist and worthy gentleman, and the opera is one of Rossini’s most admired pro. auctions. There will bea crowd present, and seats should be secured early.
