THE PROPOSED IMPEACHMENT. A private letter from Maine, in which we have every reason to place entire confidence, informs us that Senator Fessenden, whose in- fluence up to this time bas been most effective in preventing the impeachment of President Johséon, now freely avows himself in favor | of tbat measure, He states that he favors itin the belief of its absolute necessity for the pres- ervatior of the public interest, and in obedience to the well-nigh unanimous sentiment of his constituents. As we cannot doubt the truth of this important informa‘ion, we can see noth- ing in the future that may possibly prevent ‘Mr. Johnson's impeachment; Mr. Fessenden’s influence and labors having been the chief ob- atacie in the path of those who have urged the measure up to this time. THE CABINET. The Intelligencer this morning reiterates its declaration teat Mr. Johnson is about to change his Cabinet, while denying the state- ment that General Grant is to be among its members removed. We do not believe it pos- sible that the President will much longer tol- erate the independent attitude of Gen. Grant, now every whit a8 hostile to his “policy” as ‘was thatof Secretary Stanton. We see no rea- son todoubt the truth of its statement, so far as that refers to Secretary Seward and Postmas- ter General Randall, who have sacrificed more tothe endof sustaining the President than any others. The course pursued by the | Intelligencer towards Secretary Seward has beem most damaging to President Johnson. It is known to speak upon no such matter except under his direct inspiration. Or, in other ‘words.what it says in such connection is, sim- ply, his utterance. 1f he is under obligation to any living man, that man is William H. Seward, who has, from first to last, sustained him im the Presidential chair when he would otherwise have been as weak asa year-old child. His vagaries since discarding the counsels of the Cabinet for those of the adventurers who now occupy their places as his trusted advisers, show that he would long since have concluded bis Presidential race but for the check they held over him. We have believed that Messrs. Seward, Randall, and McCulloch remained in the Cabinet only to the end of guarding the public interest as far ‘88 possible trom the dangers incident to leav_ ing Mr. Jobnson to pursue his own course uninfluenced by their advice. We think now, that nothing prevents them from resigning but & desire to save the country from the compli- cations thst would be incident to the adminis- {ration of public affairs through such a Cabi- net as bis congenial advisers are urging him to call into their positions. ———————______ THE REMOVAL OF GENERAL SICKLES, Although the report of General Sickles to General Grant defending the course of the ‘Srst named officer in reference to the enforce- ment of hisorder restraining the executien ot processes from the United States Qonrts, {which report first appeared in the STAR ofyes. ‘erday,] was written it will be seen on the 30th ult., two days before the publication of Acting | Attorney General Hinckley’s opinion, yet it fally and satisfactorily answers all of the Allegations made against the late Uommander of the Second Military District. The charge that General Sickles was removed for con- tamacy, or disobedience of orders, 18 not su: tained, because he shows that his course was | approved by his superior officer, the General Commanding the Armies of the United States, Bnd that no order was sent tohim from the President on the subject. It appears tha, | on the I7th of August, the U. S. Marshal for North Carolina, having been instructed by the Attorney General to enforce all execatiens of the United States Courts, General Sickles telegraphed to the War Department a state. ment of the tacts in the case, adding the ex- pression of opinion that, “If the United States Courts in the Rebel States be allowed to con- | ol the military authorities, the execution of the Reconstruction acts will for obvious rea- sons soon become impracticable. Some o; these courts will begin by declaring these act; of Congress void.” Gen. Grant replied by telegraph the same day, directing General | Sickles «fo follow the course of action as in- dicated by you as right, and regard my dispatch of the 13th as entirely withdrawn.” These explicit instructions General Sickles says he observed, and that no communication from the President on the subject was received by him. THE WHITE HOUSE. The reguiar meeting of the Cabinet was held to-day, all the members present except Gen, Grant. Attorney General Stanbery was repri — by Assistant Attorney General Binck_ ley. The session was continued until after two o’elock, the subject before them being the amuesty proclamation, upon which there was @longdiscusetion. Tbis proclamation has been before the Cabinet already, where it met con- siderable epposition, it is understood, trom some of the members. There is no doubt that it was all written at least a week ago, nd provided for the pardonof al! engaged fm the rebellion except Jef. Davis, Lee, Beauregard, and a few others. 1t is said tha, it has been modified since thea and is mot so sweeping inits provisions. The promulgation © itis looked for to-morrow by some while others think it will not be issuedatal. The statement complained of by th: Jntelli- gencer Was Made in reply to virtilent assaults upon the STAR, and its Editor, by the parii- zané ot the /ntelligencer, one of whom asserted that that paper was more read by the tix- payers than any other paper. The reply was to the effect that the Intelligencer circulated mainly in the central wards; that its circala- tion was not as aniversal amongst the tax-pay- ers of the city as was that of some other pape! that in the Fifth, Sixth, and Seveath Wards its circulation was quite limited; that tne cheaper papers bad @ universal circulation, not only in the central wards, but in the ont- side wards; and that if the design of the publi- cation was to give information to the people, it should be made in the papers havinz this general circulation. This statement in regard to relative circulation 1s believed by us to be true, but if we are mistaken im the assertion, the Intelligencer is the last Paper to complaim. That paper has been ta the habit of keeping up a standing editorial, | depreciatory ef its lower priced cotemporaries, and containing a fling at the masses “who have no care for a newspaper above the penny stamp, with its trifling contents.” The Inéei- ligencer holds forth now in the ame arrogant, bigh and mighty style. its readers are not of the common clay; they sre select and “intelligent.” they want something to chew upon beside the trifling contents of the penny paper, and they take the Inteltigencer. Doubtless they are intelligent, for the most of them take also the eheaper papers, but the Intelligencer is mistaken in posing that newspaper readers who ab, not take that paper are necessarily wanting in brains. The papers of the “penny stamp” sneered at by our pretentious neighbor, have ehown a thousand times more enterprise than the Intelligencer, and have gained their gener- Al circulation from the fact that they furnish more news, more promptly, and in more read- able shape, than does that paper. It is want of time rather than want of intelligence that causes the macs of the people to eschew the Intelligencer and take the papers of the penny stamp. Itrequires leisure anda certain de- gree of practice to translate the occult editor- ials of that towering paper. How, for in. stance, can people who go to their business at 7 or 8 a.m. find time to master such editorials as the following clipped from the Jntelli- gencer. “Lt would seem that nearly the whole of Connecticut agrees with the President, the dis- affected being the comparatively small revo- lutionary element. Here sa striking, though unbappily nota novel, example of the triamph of prejadice over principle. Thus it stands: Among the people there is a division on prin- ciple and a division on party organization. edo not coincide, but cross each other. Why is this? A part of the affirmative of a doctrine coalesces with the negative of the doctrine in preference to its own counterpart. Meantime the est of the affirmative is equally hostile toa common organization. What,then, becomes of the principle? The negative prin. ciple is substantially imtact, and in either re- sult of an election is the only one represented in the result. Let the friends of the President unite wherever they are and oppose his en- emies. There is no other sincere way to show what are their opinions of his restoration policy. ‘This is the sort of mental pabulum you get for ten dellarsa year. The uninvelligents who take the cheap papers miss it altogether. It is very fine, doubtless, but what sort of informa- tion does it give about the Connecticut elec. tion to the business man ina hurry to get to his work? The papers of the penny stamp would have stated it differently, but rather more to the purpose, we take it. Probably the Intelligencer meant to say that Connecticut politics were rather mixed, and if the Presi- dent’s friends did not look sharp they would get worsted. The irreverent, unintelligent reader would perhaps blurt out «if that’s what you mean, why don’t you say so!” But it would not suit the Intelligencer to write im the style of ordinary mortais. «Has not the air been noisome for months,” asks the Intelligencer in its finest, high-priced lan. guage, “Has not the air been noisome for months with the poisonous, bat obscure odor of infernal macbination?” Poisonous, ob- scure, infernal machination is an article you don’t get at '>e cheap newspaper shops. The unintelligent reader, however, with only plain “horse sunse” at command mighi be paz- zled to know how if the air is noisome, the odor can be obscure, No-account readers are similarly ina strait to guess by what pbysi- ological process the «pitiless bosom of Mr. Stevens can be reached by the sirocco of shame and remorse,” or why @ siroceo should be an equivalent «for the blood and tears of countless fellow. beings." But these conundrums are easy of solution by penny readers compared with the metaphysical vaticinations put out by the Intelligencer in regard toa change in the Cabinet, and especially as to the point whether Mr. McCulloch, may, can, mi might, could, would, or should be made to leave it. Imagine a business community sent to their dally vocations, obfascated, dazed, be- muddled, dumb. foundered by such stickers in the way of editorials! For this reason we think it perhaps a fortunate thing that the Jn- telligencer caters for the select tew.
