Politicians around us are speculating upon | the origin of the Executive prociamation | that appeared this morning. It strikes us as & natural sequel of Mr. Binckley’s recent muddled budget of excuses for the removal of General Sickles. That removal, by the by, finds no favor whatever in North or South Carolina, where it is regarded as a punisn- ment for his efforts to relieve the masses of the people of their current embarrasements. As | Sickles is ¢z-oficio, the only party ebnoxious to the censures of this proclamation is Genera, Grant, who, tt is alleged, advised Sickles to the course reeulting in his removal. Its peans of praise tothe much abused “Constitation” Would fall with due effect upon the popular ear, but for the little fact that the country has come to believe that what the President re- ards as the Constitution, in this connection 4s,eimply, the right of the originators of the rebellion and those striving to aid their present schemes, to return to power throughout the South upon their own terms. Thetrath is, the | country gives President Johnson credit for de- yotion only to such clauses or readings of the Constitution as favor the right to destroy it, to involve the land in civil war and tocost it over again, not long hence, the expenditure of asmuch bumsn hfe and treasure as the contest from 1960 to ‘6 for alleged “constitu. | onal rights,” resulted in. During the war, | these parties—the ultra constitutionalists of to. Gay—were the Constitation’s sworn enemies, who, with sword and musket in hand, fought for its destruction. How sincere their current chsmpionship of the Constitution may be, 1s to be gathered from their conduct towards it under the leadership of Jefferson Davis and Kobert Lee. We confess to little more liking for thetr efforts to regulate the administration of the Constitution and laws, under Johnson, tban for thelr more open hostility to the gov- ernment and the institutions of American | popular liberty, as manifested when they were cbbing, hanging and ehooting all they could ‘bands on whe dared to avow themselves ubjects and supporters of the laws and Con- stitution of the United States. THE AMNESTY PROCLAMATION The President is understood to have been ergsged yesterday in the preparation of his proposed Amnesty Proclamation. The Cabi- net are credited with adbering to their oppo- sition to more or less of its features as urged upon him by the outsiders who now compose the council he seems to relyon. The main question is, shall it grant entire amnesty to (he well-known political leaders of the rebel- lion—the ex-Uuited States Senators and Rep- resemtatives and others known as the original conspirators in getting it up? The chances are to-day decidedly in favor of the triumph | of the outsiders over the Uabinet. The only practical effect of the appearance of such an Amnesty Proclamation, will be the release of Jefferson Davis withont further trial, and the return of Shdell, Benjamin, Mason, Breckin- ridge, Toombs, ¢f al, to Washington, witn | eutire immunity to form another outside coua- cil to belp President Johnson in his war on the reconstruction measures of Congress. As they may not be able to avail themselves of the terms of the proposed amnesty much before the meeting of Congress, we do not appre- hend that they can harm the public interest, Nevertheless, when they do come, tney are likely to put aspiderin the dumpling of Messrs. Jerry Black, Johnny Coyle, Simon P. Hans- com, et al, who now occupy the positions to- wards the President they bid fair to step into 1f ammestized as proposed. None excluded tor the crime of treason and rebellion from the exercise of the right of suffrage by act of Con- gress, can be restored to it by any Presidential act. They can only be placed in a way to re- new their former influence over the soathern popular mind, whereby they may be able to keep life in the doctrine of secession, and to render the mass of their followers more hostile than ever to the Government of the United States and the Congrestional terms of recon- struction. All they can affect in this connec- tion will fall eventually upon their followers; as each succeeding manifestation on the part of the South of the continued existence of the spirit and principles of the rebellion, must necessarily compel Congress to guard with increased solicitude against permitting seces- sion to re-establish its ascendancy anywhere. THE IMPEACHMENT QUESTION. We are giad to be able to state that the senti- ment in favor of impeachment, that became so tite under the influence of the late remarkable course of the President, is subsidimg rapidly. ‘This is because the leaders of the Republican party realize that the President is really their ‘strong card.” They are now convinced that be has strengthened their cause amazingly in ke approaching Fall elections. Such is the tenor of all current advices from Ohio, Penn- | sylvania, lowa and Michigan, where elections a:@ s0on to come off. We cannot doubdt, from these advices, that the policy of Congress will prove to be stronger in those States than ever before, thanks to President Johnson’s vagaries, ‘The impression is growing that his hand at the helm is necessary. absolutely necessary, to keep the Republican party intact, in view of its inter-party differences upon the questions of the tariff and finance and the conflicting Presi. Gential aspirations of half a dozen Republican party leaders. As Congress may legislate at discretion to rescue the Government from the control of respited and returned rebels and those im the loyal States who led in the work of aiding the rebellion, and as they may pro- vide for a meeting each succeeding fortnight during the next recess—to convene only if a majority of the members attend on ramed cays—it can be rendered utterly impossible {cr anything of importance to be accomplished by Presidential interference against the Uon- gressional policy. We judge that Congress will sensibly elect to bold on to their god-send —the President—eschewing impeachment as tbe policy likely to rob them of his influence with the country in their favor.
