BEE OUTSIDE FOR INTERESTING TELE- GRAPHIO AND OTHER MATTER. GEN, SICKLES AND THE PRESIDENT. A Washington letier in this morning's Bal- timore Sun states that Secretary Stanton has ‘written declining to receive the proffered resignation of Gen. Sickles. We may add that, trom unofficial sources, we are satisfied that the President is quite as indisposed to accept it. The trath 1s, the censure cast on Gen. Sickles in the “official opinion,” which ha; Tendered necessary the approaching session of Congress, was the result only of an act of the General that met the unanimous approval of those of South Carolina who look upoa the Teconsiruction act of Congress as an intringe- meni of their rights—as the exercise of tyr- ranny. We may also add that the principal grounds of the «‘opinion’s” complaint against Gen. Sheridan’s administration in Louisiana is his displacement of Gov. Wells, which is also unanimously approved by every man in that State who opposes or dislikes the recon- struction policy of Congress, which Gen. Sheridan is there to execute according to its Spirit as wellas its letter. These facts being 80, those who hope to make political capital Sgainst the reconstruction laws, out of the «‘opinion’s” censure of these acts of Generale Sickles and Sherman, will have up-hill work Of it, we opine. ————————$S MASSACHUSETTS AND THE PRESIDENT. The ceuntry—throngh the press—very natu- rally expresses its gratification at the difference between the tone and temper of the President's current speeches at the North. and those he delivered when upon his never-to.-| -be-forgotten Western tour. Nor is the public’s gratification Jess over the difference in the manner in which his current speeches are being Tesponded to by the people of the North, without distinction of party: the natural consequence of the dignity 8nd excellent sense he is displaying in his intercourse with all. It will be remembered that the population of the New England States are far more hostile, generally, to the Presi- dent's views of public affairs than that of the ‘West. The fact that he is being as kindly Teceived by them as Mr. Sumner or any other Statesman holding that gentleman’s extreme ‘Views could be, shows that the American people comprehend thoroughly the respect due to the Chiet Magistrate of the Union, however much they may differ from him on any or all points of ee policy. K OF THE SACRAMENTO. The Navy Department has received & tele- @raphic dispatch from the U. S. Consul Gene- ral at Calcutta. India, announcing that the U S. steamer Sacramenio was totally wrecked off Coconada, Godavery District, Madras, but HO lives lost. Tne dispatch is dated June 25, but does not say when the. steamer was ‘wrecked. The Sacramento, Captain Napoleon Collins, sailed from Boston November i6, 1860, for the East indies, Japan, &c.,to touch at several ports and then go to the ‘California coast and Join the North Pacific squadron. She reached the Oape of Good Hope Mareh 25, 1867, which place she left about the 25th of April for Mau- Yitius and other points to the eastward. The lento was a screw sloop of 1,367 tons d carried 7 heavy guns She was appa- rently new, having been launched at Ports- mouth, N. H.. April 28, 1662.
