In this cennection I furnish herewith a statement ofall the real property owned by thii Corporation, exclusive of the City Hall, Market Houses, &c., with the nature and char- acter of the improvemen's thereon. In doing so I give the actual cost to the Cor- poration of the grounds and the improve- ments, which, as much of it was purchased many years since, is put down far below its real yalne. ment or division of time at which its rm sources should be received and made avatl- able, almost continually in an embarrassed condition. As now, the great bulk (almost three-fourths of its entire revenue) is payable and receivable in one and the same quarter of the year, the consequence being that there is either a feast or famine—a superabundance of money during the one quarter of the year, and little or none during the other three. This difficulty could be readily obviated by changing the time for the payment of such li- censes as fall due and are payable during the months ot November and January to seme other more fit and convenient time, which should immediately be done. In this connection I would renew to you the suggestion made to your predecessors, to create an additional officer of the Corporation to ex- amine and certify to the accounts of all ot- ficers of the Corporation receiving its tunds, as well as to the correctness of all accounts against the Corporation. Of the additional torce provided for by this action of Congress,forty-one have been as- signed to duty in this city,at an annual ad- ditional cost of thirty-seven thousand seven hundred dollars. it will be necessary, therefore, in making provision for the police force for the present year, toinclude what is now in arrears to this additional number. During the past year the force of the Seventh Precinct have been removed from the City Hall to other and better quarters at the corner of Fand First streets, and the torce of the Tenth Precinet from Four-and-a-half to the corner of Four-and-a-half and G streets, the Istat an increased cost to the Corporation, for rent, of six hundred dollars per annum,and the 2d, the Tenth Precinct, at an additional cost for rent ot two hundred dollars per annum; while the station-houses of the Fourth and Eight Precincts have been repaired at a cost of $1,044), and all in a measure refarnished ata equalled, certainly have never been exceiled, by any former Board of Health. The improvement of the Canal, 8* provided for by the action ot the City Councils at an expense of over fifty thousand dollars, and the rapidity with which sewerage is being ex- tended and stench traps introduced through- out the City, are measures from which much general benefit may be expected. These, and the well known efficiency of the Board o. Health and Sanitary Police, will tend to greatly lessen apprehensions of an epidemic. The indispensable necessity, and what is most essential to the health of the community, as well as the removal of a source of annoy- ance and diseomfort to a neighborhood, is however cleanliness of individual premises, and for which every citizen is responsible, and in most in- will accomplish the removal o: stapces, the chief cause of disease ina city.
