Sickles rests under in the proper exe- cution of the reconstruction law, demonstrate the absolute necessity for prompt supplemen- tal reconstruction Congressional legislation, ‘The vebement pro-rebel demands and denun- ciations of the National Intelligencer, which in such matters assumes to speak for those it claims to bave absolute authority over the aets of these officers, tell most forcibly what may happen in the way of putting a stop to recon- struction if Congress shail fail to place it be- yond the power of any to reinstate rebel ideas, rebel measures, and rebels themselves in ascendency throughout the South. INTERESTING PENSION DECISION. The acting Secretary of the Interior, Hon. W.T. Otis, has just rendered a decision ina Tule by which the legitimacy of a child is to be determined in the administration of the pensica Jaw. The Commissioner of Pensions eld that the term ‘legitimate child,” em- ployed in the pension laws witheut any qual- ifying expression, was used in its common Jaw acceptation, and that by the common law Aante-nuptial children, were illegitimate. The Acting ‘Secretary holds differently in a case arising under the second section of the persion act of July 25, 1866, which pro- Vides ‘tbat the pensions to widows of deceased soldiers and sailors, having children by such aeceased soldier or sailor, be increased at the rate of 2 per month for each child of such sol- dier or sailor, under the age ot sixteen years. ain actof the Legisiature of New Hampshire, approved July 3, 136), decrees, “That where parents of children born before marriage after- ‘wards intermarry and recognize such children as their own, such children shail inherit equally with other children under the statute of distribution, and shall be deemed legiti- mate.” The child thus legitimatized by the jaw of New Hampshire is legitimate in the sense in which the term is used in the pension laws, and therefore as much entitled to pension as if born in lawful wedlock. A child was born in New Hampshire August 1S, 1516 , of a woman then sole and unmarried, who married in that State November 2s, 161. The parties subsequently to their marriage recognized the child. The husband enlisted in a New Hampshire regiment, and perished in the military service of the United States, and inthe line of duty. His widow was pen- sioned. On the taking effect of the act above quoted, she applied for an increase on account ofsuch child. The act'ng secretiry decided that the child thus legitimated by the law of the place of its birth, of the domicile of its parents and of their marriage, would so clear- ly be entitled to a pension in the event of it surviving its mother, as if it had been born in lawiul wedlock, and that the mother was entitled to the increase of pension which she claims. Richardson, to amount ef $$3,. 735. Randall & Smith, to amount of $100,000. Dewitt C. Crowell, to amount of $1,551. Chas. D. Gilmore, amount not announced. in fourteen cases known as ‘Cotton claims’: the Court renders judgments in favor of claim. Ants to the amount in the aggregate of nearly $110,000.00. The Court reserved its decision in twelve similar cases. —— ee THE LATEST Mexican News.—Late advices from Mexico just received here are to the effect that Marquez on hearing of the fall of Quere- taro opened documents left by Maximillian, and found one in which he abdicted in favor of young Iturbide, the son of Mad. Iturbide, formerly Miss Green, ot Georgetown, in this District. Marquez immediately proclaimed Itarbide Emperor, under the regeney of the Empress Carlotta, and arrested tnirty or the most notable Liberals and imprisoned them as hostages for the lives of Maximilian and his companions. There were rumors on the coast that Maximillian bad been sentenced—that he bad been executed—that Marquez had exe- cuted some of the Te he held as hostages, &c., but they are no Il founded. ee IMMIGRATION TO VIEGINIA._The Virginia immigration Board metin Richmond last week and adopted the following proposition : “That the Board shall appoint General G. Tochman its genera] agent in Europe to promote immi- gration to Virginia, and that under the control of the Board there shall be appointed domestic agents in Virginia, and that the sale of lands to immigrants shall be the subject of private contract between said agents, the owners ofthe lands and the immigrants, upon such terms as the parties may agree upon, and in all cases it shall be provided that the purcha- ser shall have the privilege of inspecting the jand, in person, or by an attorney, before his contract of purchase shall become binding upon him.” THE CELEBKATION IN BOSTON YRBSTERDAY.— Yesterday morning, the new Masonic Hall in Boston was dedicated with imposing cere- monies by the Grand Lodge of Massachusetts, the President and General Rousseau taking part in the proceedings. Subsequently a grand Masonic procession, consisting of eighteen divisions, formed on the Common and moved through the principal streets of the city. The President and suite had a con- spicuous place of honor in the line, and ‘were received every where with respectfu! applause. Gregg has been through to Santa Mara, but bas discoy- ered no traces of the Indians. The rumored capture of Young's company. Sth cavalry, it is said, arose from the men hav- ing mutinied and killed the captain and lieu- tenant. Gen Gregg would make short work of the red skins if he had six or eight companies of cavalry. T women were Killed by the Indians, t wenty- five miles from Prescott, on the 2d inst. Gen Gregg is planning an extensive expe- dition against the Indians. St. Louis, June 25.—-Omaha dispatches re- port a general cessation ef Indian hostilities along the Platte route. General Augur had reached Fort Daramie frrm Fart Morgan. All well. The Indians seem to have left Platte Valley, some going north and wet andthe others sonte, The latter are undoubtedly those who made a raid on the Smoky Hiil routeand the Kansas Pacifie Railroad on Saturday last. EXAMINATION OF COLORED SCHOOLS.—This morniug the colored schools in the school building near the junction of West and North 8 reets were examined by Messrs. A. E. New- ton, and John Kimball. Primaries No. 1, 2, 3, Mi s Kyer, Mrs. Thompson, Miss P. Ghamber- Jain, teachers, were examined, and the pro- ficiency of the pupils was highly commended. No.4 was not examined, the the teacher, Miss Shadd, being ill. Intermediates No. 5, 6,7, Misses Moore, Hardy and Conrad, teachers. Grammar school No. 8, Miss. Eliz Obamber- lain, teacher, proved that Ihey have not been careless ot the opportunities afforded them.
