The thirteenth section, dectaring that sons who exercised mere employment under bel State authorities are not disqualified, was agreed to, Secretaries Stanton, McCniloch, and Seward express (ee opinion that lawyers come amoug the class of disqualified officers if they have participated in the rebellion. Secre- tary Stanton objected to the clause rev uiring @M overt act in sid of the rebellion wa; to exclude persons from registration, bat it was agreed to. The section declaring that «disloyal sentiments, opinions and sym- patkies would not disqualify,” was ‘without the vote of the: ecretary of War.
