There is consider- abie discussion going on. in political circles, as to tne intention and effect of the order. Per- sors who claim to be well-informed say that it is to be followed by others, strictly defining the powers of the Military Commanders, on the President's return from Bosten, and that, in the meantime, investigation has begun in the case of persons removed by Generals Pope and Sheridan. On the other hand, the New York Post of Friday asserts, “on unquestionable authori- ty,” that the decisions of the Cabinet were published merely «for the information” of the commanders; that the instructions are not con- sidered in the nature of a command; and far- ther, that «it is understood that the President bas mo intention of reinstating deposed civil officials, or of removing military officers, in the unreconstructed States.” The wording of this order to the Military Commanders enforcing the Attorney Gener- al’s “opimion” upon that portion of the Recon- struction laws baving reference to registra. tion, bears out the Post as to its being promul- gated tor intormation of the commanders; but being an order 1! must be obeyed, or they will subject themselves te trial by court-martial. Orders are frequently issued from the War Department, promulgating for infermation ot efficers, decisions of the h eads of Departments, Comptrollers, &c.; bat it does not follow that &n officer has discretionary power to evade the execution of such order, or consider it otherwise than as acommand Hence the re- quest of Gen. Sickles to be relieved. ee THE RESIGNATION OF GEN’L SICKLES. General D. KE. Sickles's letter asking to be re- lieved from the command of the 2d military district is dated Oharleston, S.C., June 19th. He says: “1 Dave the honor to request that relieved from command in this military dis- trict, and I respectfully demand a court of in- qury upon my official actions, that I may vindicate myself trom the accusation of the Attorney General, published, it is presumed, with the approval of the President. Speaking ef the recent opinions of the Attorney General, and the action of the Cabinet thereon, he called upon the Convention “to demand of all the representatives of States and people that they sball be punctually at their assigned posts at the National Capitol on the 3d of next menth, to provide by unmistakable declaratory legis- lation against this attempt to paralyze the popular will.” THe HALyEST.—Harvesting commenced in some fields near Fredericksburg, Va., last Wednesday, and in the neighborhood of Alex. andria on Thursday last, the 20th instant, ‘when the wheat on the Edge Hill farm, a Poe lion of the West Grove estate, across Hunting Creek, was cut. The late rain did not at ali injure the wheat. The wheat harvest will be gin in some sections of Maryland this week. S7-General Sheridan Saturday telegraphed to General Grant declining to extend the ume for registration in Louisiana, in compliance with conditional instructions from the Presi- dent, on the grounds that the registration has been complete, and he did not feel ke keeping up expensive boards to suit new issues coming in at the eleventh hour. The unearthing of an immense villainy has begun here. During the war the rebel legisia. thre ordered a sweeping and complete confisca- tion of all Property, real and personal, held by loyal men. The act was enforced with re. morseless vigor, and property valued at $60,-" 000,600 was seized and sold. Judge Devine, just pardoned by President Johnson, decreed more than three thousand sales. The rebel records are imperfect and blind, and do not show the names of the purchasers. Immense sums were abstracted by the receivers. The confiscations of Cromwell in Ireland do not equal this in extent and cruelty. General Griffin is urged to probe this huge spoliation to the bottom The Indian War—Order of Gen. Sherman. Sr. Louis, June 24.—General Sherman has issued a circular in substance as follows: Ist. That treaties must be preserved, but the Indians that have beyond their reservations and are committing crimes fall under the mili- tary control, and are subject to punishment by the civil powers. 2d. The military division is divided into three departments, Dacotah to be commanded by General Terry, Platw by General Augur, and Missotri by General Hancock. 3d. If each State or Territory will organize @ battalion of mounted men they will be called for by the Department Commander in case of an emergency. 4th. Boston, June 24.—The city is decked out iu gala cestume to-day, and itsentire population snpear determined on having a grand holiday. All business is suspended. The inhabitants of the suburbs and thousands of people from hundreds of miles distant are in the streets and crowding the sidewalksand doorsteps, windows and housetops, and every available point from which a view of the grand Ma- sonic celebration, in which President Johnson 1s to take part, can be witnessed. The Masonic procession commenced moving shortly before 12 o’clock. The weather is delightful, and everything is passing off in the most splendid manner. Attempted Murder and Suicide.
