THE SOUTH AS SEEN BY JUDGE KELLY. The speech of Hon. W. D. Kelly, of Phila- deIpbia, addressed to his fellow-citizens as- sembled to greet him on his return from the South, is published in full in the Philadelphia Inquirer of Tuesday last, and is one of the most able expositions of the present condition and future prospects of the Southern States tbat has eo far come under our notice. Its general circulation is calculated to dispel many erroneous impressions made by design- ing politicidns as to the purposes of the Repub- lican party in reference to that section. Judge Kelly is considered one of the most pregres - sive men of his party, and yet there is notone ‘Word in his address which by any distortion can be made to show that he favors any more stringent measures for the government of the South than the unpatriotic and disloyal mani- festations of the people there may render ne- cessary for their own benefit and the security of the country. His adaress breathes the spirit of kindness and conciliation, and his advice to the whole people of the South is that ofa true friend. No dispassionate reader can find fault with its tone, and its positions cannot be controverted. To show tnat we speak within bounds, we will brietiy notice some of the principal points. Disclaiming hatred to any man in his mission South, or any the truth to the people there, he speaks of the other object than to do good by proclaiming kind reception he met with from all citizens Without regard to party or color in all the cities he visited, except Mobile. 1n that city he says the murderous spirit of the mob | ought not to be charged to the Southern peo- ple at large. Tne chief promoter of that riot Mr. Kelly says, wasa recreant Northerner, who had been sentto that city by the Presi- dent as Assessor of Internal Revenue, Colonel | Mann, formerly of Michigan, who owns the Mobile Times. That paper had, in advance of his arrival, excited the passions of the South- ern people against him, and the outbreak was provoked by no indiscreet word of his. The man immediately behind him would have been shot through the head, as he was, and another not five feet from the speaker would have been murdered, as he was, at the pre- concerted signal had Mr. Kelly yeen reading the Litany or the Lord’s Prayer. He says he crossed Kentucky, Tennessee, Mississippi, Louisiana, and, leaving the last named State by Lake Pontchartrain and the Gulf, for Ala- bama, and coming thence through Georgia, South Carolina, North Carolina and Virginias on the homeward trip, saw something of the South, and adds, «1 now know from observa- tion and intercourse something of its people, and 1 do but say to you, what 1 said to each of my audiences, large or small, public or pri- vate, in school room, or from the public plat- form, that the whole people will soom regard the terrible war through which we have just passed, as the throes and agony of the birth of & Dew, higher, holier. and more blessed nation than the world has yet known.” [Great ap- plause] He spoke in glowing terms of the ast agricultural and mineral wealth of tha States thrcugh which he passed, particularly of North Carolina. and of the poverty which prevailed in the midst of plenty—owners of one hundred acres of cleared land applying forcharity. This was not owing so much to aziness as to want of knowledge of improved metbods of working and improving the soil, and the general ignorance of the people. ‘There are in North Carolina, as the census shows, 47,000 white adults who cannot read, and in Virginia, 74,000. These figures indicate the general condition of the South in this respect. In their ignoranee the masses have been swayed to their ruin by the wealthy and ambitious men who dwell among them. The freat difficulty in the way of their improve- ment is their indifference to, or contempt tor education. In this they contrast most strangely with the freedmen and their children. In Teferepce to the spirit and temper of the Southern people, he says there is doubtless a great deal of sullen discontent. The time has not yet come when it would be sate to with- draw the military. His remedy for these evils | is sub-soil plows, phosphates, agricultural implements generally, a large increase of Horses, mules and horned eattle,and a steadily increasing supply of steam engines and mining | Machinery, and such manufacturing ma- chinery as can be moved by water power: These, with a comparatively small amount of cash capital, and a few earnest men to teach others their use and value, would in a few years make the Seuth bloom like a garden, and develop a population as loyal as was that of apy Northern State during the war- And the interests of Northern capitalists re. quire to supply those potent agencies at the earliest practicable day. THE PRESIDENT AND THE TRIP NORTH. The President is threatened with another at tack of nephritic colic, which may prevent his departure for New York at the exact time mamed in the programme. The announce- ment that Mr. Johnson will visi: Newport, @tc., after he gets through with the Boston cer- emonies is premature. What disposition of his time will be made after Monday, and what Toute he will take in returning to Washington, has not been actually decided upon, as far ag known at this hour. The only members of the ‘Cabinet who will accompany Mr. Johnson to Boston are Messrs. Seward and Randall. P.S.—We learn this afternoon that the Pres- ident’s heaith is somuch improved that he Will leave to-merrow morning at 730 under escert of the Knights Templar, and will pro- ceed to New York, where they will stop until Saturday morning. ee ae ees A.L. amp H. Ezpress of Tuesday, preceded by another with the caption “Do not Register.’ This paper is the only one in Virgiaia we have seen that advises the citizens not to register. Even the Richmond Enquirer, which has until recently counseled inertia and delay, now says:—“The citizen who can register but will not, will be as false to the State and people as if he were the most deliberate and determinedenemy.” The effect of the teaching of the Petersburg Express which says: “To every reader of this paper, we utter our solemn and sincere conviction—influenced by no party feeling, but truly desiring the re- construction of the Union—that registration now will avail nothing,’’—is seen in the fol- lowing dispatch from there, dated yesterday: «In two wards of this city, up to this evening, 496 whites to 1,448 negroes have been registered. There is much apathy among the whites on the enbject of registration.” DEATH OF HON. ISAAC NEWTON. The Hon. Isaac Newton, Commissioner of the Department of Agriculture, died in this city, at the residence of his son, at six o'clock lastevening. Mr. Newton has been sick for some time of chronic disease of the bladder, | He was born in Burlingten county, New Jer- sey, on the 3ist of March, 1800. He wasen- gaged in agricultural pursuits all his life and attbe time of his death was the owner of a fine farm in Delaware county, Pennsy!vania. | lo August, 1661, Mr. Newton appointed Chief Clerk in ihe Bureau of Agriculture, then un- | der the protection of the Patent Office. In !862 | he was appointed by President Lincoln to the position of Commissioner of Agriculture, | which he beld atthe ume of his death. His remains will be conveyed to Penusylvania for interment, and will be taken from the resi- dence ot bis son, Ieaac Newton, Jr., South | Washington, to the Baltimore depot at 2 p.m. | to-morrow. Santa Anna (Captured by the Liberals—He is Court-martialed and Sentenced to be H New Yorx, June 20—The steamship Vir- ginia bas arrived at Havana with the foliow- ing startling intelligence respecting the moye- Ments and fate of Santa Anna, who, it will be remembered, left this city about five weeks ago in the Virginia for Vera Oruz, ostens: tor the purpose of placing himeeif at the ofarevyolutionary party in Mexico. The General was landed at Vera Cruz on the 4th inst., but was immediately compelled to surrender. ‘The Virginia then left for Lisal, but on ar- riving there was surrounded by the Liberal gunboats and Santa Anna was forcibly re- moved from the ship by the Liberals and taken onsbore. He was there subjected tea sum- mary trial before a eourt martial, and was sentenced to be hanged on tbe 8th inst, The Registration Cases in Richmond. RIcHMOND, Va., June 20.—Mark Downey and Thos. B. White, two well-known citizens, were arraigned before the U.S. commissioner this morning on the charge of perjury. in hav- ing taken the registration oath yesterday. Tae United States district attorney said that ia the first case the prosecution would be on the ground that the State constitation adopted by the convention at Alexandria dis- franchised all persons who aided the rebellion after April, 1864. This constitution, it is claimed, is not set aside by the reconstruction bill. About mine-tenths of the State will be dis- franchised if the District Attorney's grourd is sustained. Both cases were continued until to-morrow. There is great tmterest manifested by all classes of citizens in the casi National Convention Sons of Temperance. Witmineton, Det., June 20.—The Na- tional Division of the Sons of Temperanee met here yesterday. Delegates were present trom all the States but one, ss from Uolora- de, Canada, Nova Si New Brunswick, and Prince Edward's lsjaud. The reports of the officers show a very encouraging conditien of the order. A thorough organizatton has been effected throughout the South, except in Florida, Alabama, and Mis- siesippi.
