The explosion, it will be remembered, caused the geatn ot Mr. Moses and serious injuries to Mr. Doubleday and Mr. Kennedy. clerks in the building. The committee of investigation consisted of S. J. Bowen, Esq, Postmaster of of this city, and Professors B.S. Hedrick and Charles G. Page. Afier Tecapitulating the tacts elicited in the examination of witnesses, they say: “In conclusion, the committee feel justified in the verdict thatthe explosion came irom gas trom the Stevens machine, which passed through and leaked from the Wood- rufl machine, in consequence of the opening Of its stop cocks during the night by some per- son unknown.” Postmaster Bowen, with the assent and ap- proval of the other members of the committee, Says:—“] beg leave to report thata due re- “gard to the safety of the lives of those em- Ployed in the city post office, and the security of the building and contents, makes it my im- perative duty to state that the testimony taken shows that the storage of any quantity of gas- oline or naptha in or about said building is exceedingly improper and dangerous; that, in view of the fact that the vapor of such naptha, mixed with atmospheric air in the Proportion of one to twenty, forms a material about as ex- Plosive as gunpowder, and that it is impos- sible to prevent the accumulation of such va- por at times when changing the gasoline from ba is to the gas machines and from leakage, Say nothing of the inflammability of the material,) I trust that an order will be given to remove both the gazolineand machines from the building, and that some other methed be resorted to light both the pest office and the department. 1f not removed, I ap- prehend that at no distant day another ex- Pplosion more disastrous in its consequen- ces than that we now so much deplere will follow, and I am unwilling that the Tesponsib lity in anywise shali rest with me i take this occasion to suggest that, should i: be determined to continne the use of the ma- chines, there should be employed competent, reliable persons to take charge of them at light, those who are acquainted with the op Tation or the machines as well as the princi- pies on which gas is generated. Had there een such officers im attendance on the night of the explosion, they would have discovered that something was Wrong as seon as the light began to fil, and no deubt would haye as- certained where the gas was leaking, id thus that explosion might have been prevent- ed. Sergeant Walker, of the Second Ward, received ‘word that there was a woman near the 14th Street bridrs, behaving in @ very simgular anner. Mr. Walker immediately went to place indicated, and was informed by some dadies that they bad spoken to the womar in question, who was at that time walking leisurely along the canal, and she gave such SVasive answers ss 'o impress them with the belief that she ivrded to e¢ommit snicide. John Kimball, Superintendent of colored schools, has made bis report to General Howard, showing the condition of the schools duting the month of April last. The whole number of day and night schools in the District of Columbia is 79 under 87 white and 16 colored teachers, with 2,353 male and 1,054 female pupils; 731 new pupils have been entered on the roll during the month. There are also 20 Sabbath schools, with 1,995 pupils reported; 19 schools, with 425 pupils, are not included in the above report. During the month, 1.178 books were drawn from the free library, at the corner of 5th and E streets. a THe JAPANESE CoMMISSIONERS.—The Com- missioners, accompanied by their suite and Mr. R. 8. Chilton, of the State Department, yesterday visited the Navy Yard and passed most of the day inspecting the various sbops, iron clads and other objects of interest about the yard.
