THE EVENING STAR. The Largest Circulation in the District W. D. WALLACH, Editer and Preprieter. WASHINGTON OITY : THURSDAY.................MAY 23, 1667. ——$—_—<———_—_— S7 READING MATTER ON BVERY PAGB. BEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. S&F The tollowing is the official showing of the daily circulation of the papers named be- low, msde under the call directed by the re- cent act of Congress: Evenixe Stag 7.715 copies per day. Intelligeucer.. 3.552 « “ The returns of advertising by the same city papers for the quarter ending December 31, 1866, a8 taken from the books of the Internal Revenue Office, are as follows: EVENING S148 Intelligencer... 9,108 ————— eee THE REGISTRY AND THE JUDGES OF ELECTION. The Judges of Election are just now the objects of the most violent, and, it appears to us, the most unjust abuse. The Intelligencer of yesterday carried its virulence to the extent of apparently inviting mob law against the judges. Its inflammatory article certainly seems directly intended to incite that action, ‘We believe the judges have conscientiously aimed to discharge their duties under the law, and if they erred in their interpretation of it, it ‘Was in underrating the powers given them by the vague provisions of that law. This is cer. tainly erring on the safe side. We know they ‘Were most anxious to have a judicial decision to guide them as to their right to take new names when ihe list should be opened for cor. Yection.and that they are gratified thatthe opin. ion of the Court justifies them in doing so. They will, we are assured, use their best exertions to the end of periecting the list at that time. The justness and fairness of the Intelligen- cer’s assaults upon the judges is illustrated by its allegation that «they have heretofore cho- sen to make their registration duties simply an after-dinner recreation, without reference to the convenience of the citizens.” Now the very reverse of this is the truth. The Judges of Election held their sessions after 3 p. m., purely for the public convenience. Suppose they bad made it a before-dinner business, and sat from 9 to 3, how many names would have been registered? Nota dozen per bour. But by sitting atter 3 p. m, the Judges were able to accommodate everybody, busi- ness men, cierks, mechanics, laborers and all who couid not baye conveniently at- tended earlier im the day.°The Judges evinced their disposition to adapt their time to the convenienence of the people, also, by varying their hours of sitting in the differ- ent wardagin accordance with the representa- tions of leading citizens as to the proper hours to accommodate t&e greatest number of persons in their respective localities. In regard to the matter of supplying more polling places toac- commodate the increased number of voters, the need can be met withont difficulty, by provi- ding an additional polling piace in each pre- cinct, or sub-division of each precinct, both polling places to be held at separate windows of the came building, or at points adjacent to each other. By dividing the le:tered list of the original precinct, half of the alphabet going to each polling place, the whole number of voters can be fully accommodated. ‘The Judges, we hear, are ready to co-operate promptly witb our City authorities in carry. ingout any feasible plan of providing addi- tional aecommodations for the voters, and we doubt not that the Councils at their meeting to-night will mature some measure to meet the difticulty. THE SOUTHERN MISSION. Mobile seems destined to enjoy the unen- viable notoriety of being the only place in the South where Republican speakers are pat down by mob violence. Judge Kelley, despite the attempt of the Mobile rebels to puta step tothe inculcation of wholesome Union doc- trine at the South, is succeeding admirably in his Southern tour. His meeting at Montgom- ery, Alabama, was largely attended, both by whites and blacks, amongst the audienee be- ing Governor Patton and many other dis- tinguished gentlemen, representative men or the State, and was marked by displays of good feeling on all sides. Judge Kelley's Speech was devoted mainly te encouraging the Southern people to develop the splendid resources of their portion of the country, and to conform their society and laws to the vast changes produced by the war. To palliate the outrageous affair, at Mobile the copperheads have attempted to charge that Judge Kelley’s speeches have been vin- dictive, insulting, and justly provocative of violence, but an examination of them para- gtepb by paragraph and line by hne, shows the utter falsity of the charge. On the con- trary, his speeches have been eminently wise and moderate, and caleulated to do great good at the South. Senator Wileon, who has just returned from the South, performed a most valuable mission there. Immense crowds assembled to hear him, and his speeches were listened to every- where with marked attention. As an evidence of the effect of his speeches we have the testi- mony of Ex-Provisional Governor Perry, ef #outh Carolina, who in one of his violent 1 ters complains that he (Senator Whison) is “building up a strong and powerful radicaj party in ali the Southern States.” Otner m- stances show, too, that the Union organiza- tion is through the labors of these Union missionaries receiving accessions from all quarters, including numbers of those who fought foremost om the rebel side. but who now see that the question is finally settled and cheerfolly accept the situatio Tus Exsction PRecixcts—We under- stand that atan informal interview yesterday between Mayor Wallach and the Judges of Election, some suggestions of the Mayor in Tegard to the mode of providing additional fa- cilities for veters at the coming eleetion re- cetved the concurrence of the Judges, and there seems to be no doubt that @ satisfactory arrangement can be made to insure the polling Of every vote-offered. 1n order to ensure le- gality to the election it will be requisite to mod- ify the recent aet of the City Councils estdb- ishing new precincts. It will be necessary to Yestore the old precinct lines and sub-divide theorigival precincts. Then by the designa- ton of four polling places ineach ward (one in each precinct) and the appointment o¢ twelve commissioners of election, (three for each precinct.) due provision will be made for the reception of every legal vote. The dif- ficulty im regard to the polling books can be met by dividing the alphabetical list of each old precinct and alloting half to the neignbor- ing new precinct. SPECIAL CABINET MEBTING.—A specin, meeting of the Cabinet was held to-day with all the members present. The business which called them together was the opinion of At- torney General Stanberry on the disfranchis- fing clauses of the recent reconstruction laws: The opinion is qnite lengthy, and it occupied he attention of the Cabinet until after two o’clock.
