The National Union Committee has issued an address to the Republicans and Union mom of the country, calling upon them to imme- diately reorganize (especizlly in the Southern States) for the remaining elections of 1867, preparatory to the coming Presidential con- test. The Committee propose a thorough can- ass of the Southern States, by thé most effi- cient speakers of both races; distribution of eocuments, enforcing the principles, policy, and aims of the Kepublican party; and ‘in every locality where it is possible, meetings for discussion, where, those who. are with us in principle may learn to act with unity and energy.’ Tne addtess is a timely paper, breathing the liberal and enlarged views.and spirit of the party wko foughtouta war for principles, and is, in effect, a plea for the ®outh. Having enfranchised the poor people ofthat portion af our country, we must now educate them; we must insure to them tree speech and @ free press, that shall q‘aalify them for free thonght. The appeal @ the committee shonia be promptly responded to, and the work already commenced in the South proseented with vigor. Lonisiana, from all accounts, is ahead oft the other States. This is attributed to the determined and judicious course of General Shetidan. Virginia is behind the other States | mm organtfzation, but the Union men write that | they have full faith in Gen. Schofield. Senator Wilson is hopeful, and in his letter | recently published, says that the terms pre- seribed by Congress as the basis of recon- struction will be accepted. The Southern States will resume their places in the Union. on the conditions and under’ the provisions of the Jaw of last session. Mr. Wilson thinks that if the yorers of the Southern Siates are properly informed as to the real nature of the assues that have been decided; and of those that still demand settlement, a large majority of them will take ground with the Union Re- publican party; and he urges the importance of sending speakers; documents and newspa- pers among them which will enlighten them on these subjects. The director of the Burean’ of Statistics is making preparations to procure thejcersus re- turns of the United States in 1870 through the dnternal Reyenue Bureau. In Novemberand December last the census was taken by the internal revenue officers, which shows the total population ef the thirty seven States to Rave been 34,100,255, and of the States and Territories together, 24,505,582. The popuia- ton of the District of Columbia was 115,867, ‘with a majority of several thousand females. The returns for this District are the same as heretofore given by us, based upon the returns of the revenue officers, and are, we believe, estimated from the number of dwelling-houses, and not taken by actual count. «019,107 9,108 COMPLEXION OF THE \ OTHERS IN VIRGINIA — The report of the Auditor of Public Accounts of Virginia, for the ffscal year ending Septem- ber 30th, 1566, contains astatement of thenum, ber of male whites and biacks who have attained the age of 21 years in that State. It was compiled from the retarns of the Com- missioners of the Revenne, and shows an ag- gregate of 124,792 white men, and 73,004 colored men, Of course a considernbie number of the whites are disfranchised for Participation in the rebellion. The returrs from some of the counties near this Distric:, are as follows: Alexandria, 1,359 whites, 746 colored; Fairfax, 1,509 whites, 323 colorec; Fanquier. 2,266 Whites, 1,006 colored: Loudon, 2,971 whites, 658 colored; Prince William, 1,067 whites, 224 col- ored; and Culpepper, 1,072 whites, and 671 colored.
