THE. EVENING STAR. | 22 suey zauaars 50 say roe The Largest Cirenlation im’ the District w.D. WALLACH, Editer and Prepricter. WASHINGTON CITY: FRIDAY..,........ pecvacvas MAY 17, 1867. 7 BEADING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TELE- @RAPHIO AND OTHER MATTER. BJ The following is the official showing of the datly circulation of the papers named be- low, made under the call directed by the re- cent act of Congress EvenisG Stak 7.715 copies per day. Intelligenceresdees 552 The returns of advertising by the same city papers for the quarter ending December 31, 1866, a8 taken from the books of the Internal Revenue Office, are as follows: EVENING STAB Intelligence’ “ +0e- GROSS MISREPRESENTATIONS. We respectfally submit to the New York Times that it is, doubtless unwittingly, doing infinite mischiet inthe way of scattering broad- cast most mendacious untraths concerning alleged occurrences in Richmond, trom ‘the pen of some correspondent in that city, who writes palpably with the animus ot an unre- pentant and unreconstructed rebel. Worse han that, if posstble; the Times, placing con- fidence in his stories, is basing its current po- sition on public affairs on them; putting forth articles relative to the condnct of the Southern blacks rarely finding their way into journals less devoted to secession and the rebellion than, the National Intelligencer. The Times’ Rich- mond corretpondent wrote a few days sincea letter signally abusive of the grand jury of the United States court now in session at Riche mond; accusing the six colored members whereof of taking up their whole timein de- Jivering bharangues in favor of confiscation, &c..&c. Now,we have tosay that, having been the day before yesterday in Richmond, weas certained that there is not asingle truthful alle- gation in the Times’ letter in question—not one. No such conversation as it represents Mr. Botts to have had with the colored grand jurors took place, Dor had either of the latter made any speech whateveron any subject or question, in the grand jury room, wherein the whole six, in all the time they have been in session, had not uttered altogether a hundred words, even incidently. We may add that five of the six colored grand jurymen are notoriously oppo- sed to confiscation, and also that we have not beard what the sentiments of the sixth one are on that point. Every rebel paper in Richmond copies this false statement, with gusto, of course, and they all make it the basis of far- | ther false charges and alarming prognostica- tions, designed to justify them in getting up the reign of terror throughout the Southy they are bent om generating to the end of frightening | Northern public speakers trom their new | work of appeailng face to face to the laboring | masses of the South, white and black, to sup. port the enly political organization of the country that represents the cause of progress n the maiters of popular education, security and increase of popular rights, aud industrial progress and genera! financial improvement. in Keeping with these atrocious mistate- ments of tne Zimes Richmond correspondence, are the accounts of the recent disturbances'be- tween whites and negroes that transpired in Richmond, which some ofthe papers of that city andthe pro-rebel Richmond ¢orrespon- dents of sundry Northern papers are scatter. ing broadcast. In both these cases the origi. nal aggressors were, undoubtedly, white men. In the cage of the row at the trial bet ween the Wilmington (Del.) and Richmond engines, the Tist blow struck was by a white man, who nocked down a& negro for huzzaing over the Victory of the engine that threw the far:hest. The blow became a fight between the parties; & policeman interfered, arresied the asssailed negro, but not his white assailant. By-stand- ing Degroes, who knew that he had been the sssatied, rescued him, and in the melee the police, who got the worst of it, very discreet. jJy refrained from using their revolvers; turn- iDg over to the military the duty of stopping the row (wbich was not of importance enongh to be dubbed a riot) and arresting the negroes who were drawn imtoit. In the other case the trouble grew ont of the conduct of agang of white’ rowdies who forced their way into a room occupied by @ negro dancing party and assaulted the men and women. Tney were Griven out. Inthe conrse of that trouble the police interfered against the negroes, or the Ist. ter would not have resented their interference- in this row the military were also called on to interfere, and did so suecessfully. Neither became what may be fairly termed a riot: both having been such rows as almost nightly oc- cur in American cities where rowdyism is ram- pantatier nightfall. Bnt for the so common mistake of the police In arresting the assailed instead of the assailants, these Richmond rows would have amounted to nothing. As ir 3s, they amount simply to pretences for the | Ezaminer and Times to renew their ofd game | of bluster and bravado—of “in cendiarism™— such as they were in old times wont to direct | against Northern whites. In thts case itis directed against the Southern blacks and all whites who advise them to yote independent- ly of rebel dictation. The papers we name Above, backed by the New York Zimes, we re- gret to say, are proclaiming a ‘war Of races: falsely charging the Southern blacks with be- ing disposed to initiate such a state of things, The meaning of all their +-bosh” upon that point is simply as follows. Viz: they seek to force the negroes to vote for their candidates, measures and views, and are denouncing everything likely to militate against the suc- cess of: their purpose, as tending to “inaugurate a war of races.” All the currén- speeches and speakers they do not like, they prenounce “incendiary.” Thus they so dub | Senator Wilson and Representative Ketly, and the speeches of those gentlemen: We have not yet seen a Southern speech of Judge Kel- ly, but bave been fortunate enough to find and read all those delivered by Senator Wil- son on Bis presenttour, Morestatesman-like moderate, sensible and patriotic popular ha- rapgues than his haye been, oneand all, were never before addressed to American audiences. This will be the universa! Northern jadgm: upon them. They are being furiously de- nounced by the Rich mond rebel papers and others of like sentiments as being ‘incendi- ary.” &c., andthe.several commanders of the several military districts are being foolishly appealed to, to put a stop to the labors of Northerao political speakers in the South, to preveDt @ ‘‘war of races,” &c, All this means that Mecers. Wilson and. Kelly, and many other Republican-party orators, ate beginning to reach the understanding of the laboring whites as well as of the blacks ot the South, and are rapidly generating the dreaded. formidable Republican’- party organization throngbost the South. The #zaminer and Times, etal., go for preventing it at the cost and’ pazard of another abortive civil war, ‘They are urging their Uptbinking readers te begin r of races,” by falsely charging tha: purpose on fie bi&ck and white Republicans of the Squib, Tak Jcprciany CoMMITTER.—General Bur- ton, commandant at Fortress Monroe, and late custodian of Jeffersom Davis, is now in this city, and was examined by the Judiciary Com mitleeyesterday. Under the above, bead the Intelligencer pro- fesses a great desire to know why the Balti. mcre and Obio Railroad Company have failed te go on with the construction of the Point of Rocks road. This is refreshingly ¢oolyeven for this coolish season. The Intelligencer knows perfectly well that it was thro! the senseless clamor raised in its own éditoria, columns that parties interested in opposing the cons ruction of the read were encouraged te undertake to cause Congréss to interfere to prevent its entrance into the city. They absolutely succeeded so far as to cause one house of Congress to pass a bill restrain. ing the company from going on with the con- struction of the road. Everybody about the Capitol lest session was familiar with the sight of these lobbyists against the road, bob- bing about the Oongreasional halls, distribut- ing copies of the National Infelligencer with its Iabored editor? Mm their anterest. OF course, while Congressional-action was pend- ing on the bil, nothing ‘could ‘be done by the company in the prosecntion of the work, and it was only after the pro- tracted session had expired that they could teal at liberty to resume: the enterprise. But for the Miteltigencer and its clique of lob- byists. the work might now be far on its way towards completion. Since the adjournment ef Congrees the company have been proceed- ing as rapidly as possible with the arrange- ments for the active prosecution of the work: Mr. Bouic, the attorney for the company, has / been engaged for some time in making the requisite purchases from thé owners of prop- erty to secure the right Of Way, and we believe has now nearly completed his task. Ifthe Jne telligencer and its clique of lobbyists do not again succeed in delaying this important work we shallexpect now to see it carried forward to triumphant completion, Noone but an Intelligencer writers weare sure, Would be ‘silly endngh to indulge’ in cheap swagger About what thé ‘eapitalists of Washington wonld have done im the way of building the road, had Mr. Garfett and the “Gigantic Monopoly” stepped out of the way. Our capitalisis who cannot or will not raise $50,000 to support a steamship line to New York, where the. returns are rmmediate, would probably be some time in planking down $3,000,000 to build a, road to the Point of Rocks:an enterprise whieh, however ad- vantageous to the city of Washington, wil! most certainly not return a cent of literest on the capital invested for a generation to come, if ever. ) , BOARD OF baa Yt VS es THE NAVAL The Secretary of the Navy bas appointed From Mexico—The Siege of Vera Cruz.
