For expenses incurred under instructions from the Secretary of State, in bringing home from foreign countries persons charzed with crime, and expenses incident thereto, fifteen thousand dollars. For salaries of the marshals for the consular courts in Japan. including that at Nagasaki. and in China, Siam. and Tarkey. including loss by exchange thereon, nine thousand dol- Jars. That the cadets of the Military Academy be entitled to the ratéon now received by the acting midship- Ts’ hospital, one hun- men at Naval Academy, commencing at the date o} approval of the law authorizing the same. Suc. 3. And be it further enacted, That here- after the assistant professor of Spanish shall receive the same pay and emoluments al- lowed to the other assistant professors of the j academy. Suc. 4. And be it further enacted, That no part of the moneys appropriated by this or any other act shail be applied to the pay or subsist- ence of any cadet from any State declared to be in rebellion against the Government of the United States, appointed after the first day of | January, eighteen hundred and sixty-seven, | until such State shall have been restored to its original relations to the Union. Approved, February 28, 1867. —_»—__—_ [PuBLic—No. 55.} AN ACT to fix the compensation of the officers of the revenue cutter service, and tor other purposes. Be it enacted by the Senate and House of Rep- resentatives of the United States of America in Congress assembled. That from and after the thirty-first day of December, eighteen hun- dred and sixty-six, the ci tion of the officers of the revenue eutter service shall be at the following rates, viz BUTY-PAY. Captains, twenty-five hundred dollars per annum. First lieutenants and chief engineers, eigh- teen hundred dollars per annum. Second lieutenants and first assistant engi- neers, fifteen hundred dollars per annum. Third bi nants and paca. paDtwenmea engi- neers, twi Hundred dollars per annum. PAY ON LEAVE OF ABSENCE OR WHILE WAIT- ING ORDERS. Captains, eighteen hundred dollars per an- num. Firet lieutenants and chief engineers, fifteen hundred dollars per annum Second lieutenants and first assistant engi- neers, twelve hundred dollars per annum. Third leutenants and second assistant engi- neers, nine hundred dollars per annum. Sc. 2. And be it further enacted. That from ana after the thirty-first day of December, beg nen hundred and sixty-six, each officer of the revenue cutter service, while on duty, she'l be entitled to one navy ration per day. SEc. 3. And be it further enacted, "That toen- able the Secretary of the Treasury to carry half ef the current fiscal year, and during the fiscal year ending June thirty, eighteen hun- and thirty-three thousand four hundred dol- lars is hereby appropriated for the expenses of the revenue cutter service, out of any money in the treasury not otherwise appropriated. Whereas certain persons, drafted into the military service under the calls of the Presi- dent of the United States, made February first, eighteen hundred and sixty-four, ana March fourteenth, eighteen hunared and six- ty-four, paid the sum of three hundred dol- lars each, being the amount of commutation fixed for such service under the fifth section of the amendatory enrolment act ef February twenty-fourth, eighteen hundred and sixty- four, and the same persons were afterwards again drafted, under the cail of December nineteenth, eighteen hundredand sixty-four, (being within one year of the previous draft, and before the filling of the quotas assigned under the two calls first named above,) and were then required to enter the service or furnish substitutes; and whereas the true in- tentand meaning of the fifth section of the amendatory act aforesaid was to exempt per- sons thus paying commutation from further draft until that quota should be filled, and not exceeding one year: Theretore— Be it enacted ly the Senate and House of Rep- resentatives of the United States of America in Congress assembled, That the Secre of War is hereby authorized and directed to re- tund to each person drafted as aforesaid, who paid commutation and was also required to enter the service or furnish a substitute as sforesaid, the sum of three hundred dollars, being the sum of money so as aforesaid paid by him: and there is hereby appropriated, out of any money in the treasury not otherwise appropriated, asum sufficient tomake such payments. S) And_be it further enacted. That the Secretary ef War is authorized and Tequired to refund from the commutation money the amount (not exceeding three hundred dollars in any one case) paid by any person drafted during the late war who furnished a substitute or paid commutation money wherever it shail appear that under the decisions and rules of the War Department governing at the time the said person was entitled to discharge from the obligation to render personal service under the draft tor which he paid money or furnished a substitute, and to refund, ‘n like manner, in all cases where it shall appear that a person so having paid commutation money or tur- Dished a substitute was not legally hable to draft: Provided, That this section shall apply only to claims received at the War Department prior to its passage. Be it enacted by the Senate and House of Rep- resentatives of the United States of America in Congress assembled, That the port of Camden, in the State of New Jersey, be, and the same is hereby, annexed to the collection district of Philadelphia, and that an assistant collector, to be appointed in accordance with the laws of the United States, shall reside at Camden, who sball have power to eriter and clear vessels in like manner as the collector of Philadelphia is authorized to do, but sueb assistant collector shall nevertheless act in conformity to such instructions and reguiations as he shall from tme to time receive trom the collector of Phil- adelphia; and that the said assistant collector shall receive for his annual salary fifteen hundred dolilars in full for all services to be by bim performed, and in lien of commissions and fees.
