W Owen, on whore motion Mr. Chas. I. Canfield was called to the chair, and Mr. Allison Nay- Jor, Jr. appointed secretary. Coil. Owen stated that the meetmg had been called for the purpose of organizing, and de- ‘vising means to bring up ali the white voters toregister. There was nodoubt but that the black ones would come up fast enoug! the white men shouid do ail they could @ full vote. He hoped that the whire voters ‘would come up en masse, and that every per- SOR present would consider bimself a commit- tee of one to urge upon his friends and neigh- bors the necessity of registering. Mr. Andrew Jackson moved that three chal- lengers be appointed, which was carried: and Messrs Jebu W. Tucker, Geo. T. Stewart and CUbas. Eckloff were appointed. Mr. Dan'l Stewart remarked that there were some men in his section--Goose Level—who would not be registered unless some one will go for them. Col. Owen moved that each person consider himself a committee to bring up his friends and neighbors to be registered: carried. Ex-Senater McDougail being recognized, Was called on foran address, and in response said that he bad just dropped in to see how they were getting along. having understood tbat it was a white man’s meeting, and he be- ing of that complexion. He wanted them to work altegether. He wisbed to see the Dis- trict made a part of the United States, and its Co bave some say inthe government. If we ever come back to Congress he would see that it was done. Mr. George W. Harkness remarked that i ‘Was the duty of those present to see that every white man registered. Some thought it was unnecessary to register, but he would say that the_poll lists made by the assessors amounted to nothing: every one, if he desires to vot, must go before the registers and see his name re- corded, and they should also bear in mind that there will be po challenging allewed at the polls, and if persons are challenged it maust be before the registe: It will be too mucb of arisk to challenge a man on election day, as there isn severe penalty attached, $1,000 fine And imprisonment. There is only one way the whites can beat the blacks, and that as by out-registering them. He cautioned that Sifter the registry 1s made they should quietly wait the day of election and cast their votes without making any excitement. La the colored people vote and vote yourt selves, but do not raise any fuss. 1t wa - no use to say anything, the law of Uon- gress puts the white man ou an equality with the negro aud it cannot bealtered. Tae pri cipal objection to registering is that by hay their pames on the [is hey will be liabie be drawn as jurors w & to negroes. There was no belp for t', we've got to take itand set with them in the ury box. He knew aman worth worta of property in this city who says thatalthough he is taxed too mu Will not register on th punt. is thi way for man of property interests to ‘alk Sbould we let the election go by default! He was opposed to the law, but there is no re- dress. Every mag should register, and taose who failed should take the consequences. He Was always opposed to squatter sovereignty, and he belheved that the old colored re-i- cents here did not relish the law as it now stands, but would pr hat there should have been some qualifi —property or educa. Wonal. Inthe First Ward no effort bad been made, 2nd the blacks outnumbered the w but be believed tf all would go to work sult m the Second Ward will be different concinsion he arged that it was every man’s Guty to register, sud he announced that the rs would sit on Monday.
