RECONSTRUOTION IN VIRGINIA There seems te have been a regular alliance | formed in Richmond between the parties res- pectively headed by Messrs Ould and Baild- ‘Win on one side, and Messrs. Botts and Han- | nicutt on the other, te defeat, in the House of Deiegatze, tne State Senate's bill for the reor- ganization of the State Government under the Military Reconstruction act. Messrs. Quid, Baldwin & Co. seek the bill’s defeat, because it frankly acquiesces in the fiat of Congress shelving the class of Southern leaders who stll strive to keep the South devoted to seces- sion and to rebel leading politicians, w! teach thatthe whole daty of man, south of the Potomac, is to have and damn negroes and Yankees. Messrs. Botts, Hunnicutt & Uo. aim to distranchise all who bore arms against the United States in the late rebellion. Con- gress bas wisely voted down that proposition! Fortunately, the supplemental reconstruction bill, when it becomes law, will relieve the southern masses Without distinction of color trom all danger from the schemes of both ex- tremes referred to above. It will compel the prompt rcorganization of all the Southern States’ governments in accordance with the #pirit of the times, which secures the Becessary downfall of the influence of the secession leaders over the Southern people; the great desideratum in that quarter PROVISION FOR THE SUFFERING SOUTH. All will commend the recent action of the Senate in appropriating a million of dollars to Televe human suffering at the South. Should it become Jaw, the question how the fund should best pe disbursed will arise. It strikes us most forcibly that from fifty to s hundred thousand dollars of this tuna should be devoted as promptly as possibie te the distribution of the seeds of the various esculents and grains throughout the South, by means of the Agri- cultural Department, which has the neces- sary organization to that end ready for the isbor. Such seeds, judicionsly and Promptly distributed im that quarter, will do more to ward off famine and suffering in that region throughout the approaching summer, fall and winter, than & hundred times their cost dis_ tributed in provisions at this time. CONGRESS TO DAY. The House adjourned over to-day until 12 te-morrow instead of until Monday, in the expectation that the Senate will to-day dispose of the bill supplementary to the military gov- ernment Dill, in which case the House willtry to get action to-morrow on any amendments adopted m the Senate. Should the bill be disposed of by Congress this week, and the President deal promptly with it, as it is an- derstood he will do, there will be nothing to prevent am adjournment by the middle of next week. Speaker Colfax, in reply to the general demand for a speech, related his own early experience as a corre- spondent and reporter tor some of the journals of the West. His first experience in this capacity was on the staff of the Indianapolis Journal, as a reporter of the proceedings of the Legislature of in- diana, and as the correspondent of a Paper in the towm where he then resided, and where he still has bome. He was proud to be recog- nized as of the fraternity, and in whatever position he might occupy, he would always regard it as an honer to be associated with members of the newepanver profession. When Mr. Coltax sat down loud calls were msde for Senator Anthony. who responded in a brief and pleasant speech. After paying a high eompliment to the profession, he alludea to ) the tact that when there was a great arouth the manufacturers of paper took occasion to advance the price, because they said there was norain. For the last forty days they coula have no excuse on this aceount for maintain- ing digh rates. He hoped the price of paper would decline to such a figure as to allow the Proprie'ors ofthe various newspapers through - out the country to double the salaries of their ccrrespondents. This sentiment was received with great applause, in the midst of which Mr. Anthony resomed his seat. W. D. Wallach, of the Washington Star, be- ing called for, followed in some interesting re. In silks the stock is rich, baffling all descriptions. The French Exposition bas called forth the most exquisite, brilliant, and “marvellous” novelties which buman sill and ingenuity conid devise. A full display of all theee new styles, figures, rare combinations of shades and rich patterns Would in itself be a museum of novelties su™- cient to attract admiring and wondering crowds, almost anywhere, throughout the season. New York at the present moment has such a display on exhibition, to which public attention is now invited from all parts of dry- geodsdom. Brown sheetings and shirtings are steady in price, with some slight concessions some brands. Bleached goods of best make ¢ in fair demand, with little or no variation in price. Drills are n fall stock, and are offered a shade lower Stripes and ticks are in demand, but are heavy. Corset jeans are in food request. Denimsare lower. Print cloths are firmly held, without sales to any great extent. Woolen goods, of many styles, are firm and higher under the new tariff. Buy- ers, bowever, are holding off, believing that after a few days prices will go lower. Linen goods are very plenty, and lower.
