The question recurring upon the motion to lay on the tuble, Mr. Finck withdrew that motion. Mr. Eliot then witadrew the demana for the previous question, in order that the bill might amended, and upon his motion the section (ta) providing for @ delegate in Congress was etricken out. Mr. Eliot renewed the demand fer the pre- vious grestion. Mr. Eldridge (Wis.) said that when the mo- tion to lay om the table was withdrawn, it was understood that an opportunity was to be afforded for debate Mr. Eliot satd he did not know upon what ground that supposition was based. He knew of no such undeistanding. He had no Obje>- tien to the bill being debated for an hour or two if that was satisfactory. Mr. Sherman, from the Senate Committee on Finance, to-day reported a bill authorizing the Secretary of the Treasury +o issue temporary loan certificates tor the purpose ot redeeming and retiring any compound interest notes oat. standing, besring interest at a rate not exceed- ing three per cent. per annum, principal and interest payable in lawful money on demand; and said certificates may constitete and be held by any national bank holding or owning the same as a part of the reserve provided for in sections 31 and 32 of the act entitled “an act to provide @ national currency, &c.,"" ap- proved June 3, 136%.
