Of the great political problems which de- mand serious consideration at this era in our history, few are of more importance than the question of our financial policy, and in refer. ence to noneisthere more diversity of opinion, While some timid business men argue that ‘we must increase the volume of currency if ‘we would avert a panic, many financiers as- sert that the circulation ts already too large, and that contraction is the only trae Policy. Between these extremes we haveany number Of political economists with pet theories as to banks and banking: of selfish capitalists who only consider what will put most money in theit own pockets without reference to the general good ; and of individuals not so easily classed who all have some plan better than any one elxe's to pay off the nitional dev’, bring about the resumption of specie pay- ments, reduce prices, and usher in a glorious Period of general prosperity, when every ‘working man shall be blessed not only with “two dollars a day and roast beef,” as wa: Pieatows wy Mew MuauCIelS UL tweuty yoare ago, but with higher wages and lower prices thaa ever before. A further expansion of the currency is, with. out doubt, the wildest and most unwise of the schemes suggested by theorists to remedy ex. istingevils. It might give temporary relief but would, inevitably, lead to a turther depre- eration ia the value of the cireulating mediam and more than a corresponding increase in tte Price of commodities, for experience has taugh Us that when values are otice unsettled by the rejection of uniform standards the cost of liv- fog advances in & much greater ratio than gold. = Uontraction would be very well if it was a all certain that ff carried eut far enough to bring on specie payments in & short time | it would not result in a contraction of credits, of business and of wages, and a géneral pros- tration of trade and industry. But the risk is too great. Ithas never beeu clearly proved that the velume of currency at this time is too great for the need of the business interests of the country, and if itis net, then, by undue con- traction, we would be sym ply repiacing asound pational circulating medium with worthless bank notes, the fluctuating and unsafe issues Of the’ “red dog” and “wiid eat” concerfs of | old times. This prospect is creating alarm al. | ready, and the Board of Trade ef Chacago g jew weeks since passed a resolution against ube further destruction of legal tenders, and other similar bodies are about to follow their dead. In this, as in other matters, the safest plan ‘would seem to be to adopt neither extreme, Dut a middie course. Our ability to pay off the national debt has been fully 7 aad without any serious disturbing caase to ereatea doubt as to tne stability of our insti- tations, thereby weakenimg public credit. a specie basis would be reached in<he course of & very few years, gradually, and witaout any shock threatening universal bankruptey. Bat above all, our flnaucial policy should be fizea and settled. Any system, even a bad one, would, if adhered to, save us from the present fluctuation in values, and the continaed ap- Prehension of further trouble, waich is the direct result of the general Uncertainty as to ‘What is to be done. One of the best features in the English system ig that the circulating me- dium is increased or diminished in accordance With the wants of the country, and panics Rave been averted there by a proper éxercise of the discretionary power Vested in the bank of England, when the ‘same circumstances here would have produced a general break- down. This ot the matters in which we may learn something from John Bull, ana our legislators woula do well to acquain’ themselves with the British system, and bor- Tow such of its provisions as are adapted to our present need eee ee FROM THE STEAMER WINOOSKI.
