SkaTine Pagx.—Grand ho gobo bagless Seating Park thie afternoon and evening, wi ner Costamnes, music, 2nd & brilliant ilfumi- Bation ——_—_+——— FIRE AT THE EXECUTIVE MANSION, Seni servatery Destroyed. tis This morning, a few minutes before eight o'clock, dense smoke being eeen issuing from the western end of the Conservatory adjoining the Executive Mansion, one ef the guards on duty there discharged his musket, thus giving, an alarm, which was taken up by others. An effort was made to turn in an alarm from the corner ef New York avenue and 15th street, but failing, Sergeant Walker turned im an aisrm from Willards' Hotel. The apparatus of the large bells being out of order on account of the cold weather freezing the oil on the striking machinery, the companies could not be informed of the fire, the bells failing to Strike by the machinery at the Central Office A messenger was immediately dispatched to the engine houses, aud ina short time Hibernia. No.l, of the U.S. Department, and Franklin, No.2, of the city. were on the ground—tne former attaching to the plug immediately in front of the Mansion, and other taking water from the plug im the rear of the Treasury. In & sbort time the hook and ladder company was on the ground, and their ladders placed in position to Teach the interior of the Oonserya- tory. Although the water almost troze in the hose attached to the engines, they went man- fully to work, as did steamers Nos. | and 3, of the city, and the other wo Government steam- ere, Hibernia and Meigs, which were soon on the ground after getting word of the fire. Chief Engineer Dixon, of the Government de- partment, amd Chiet Engineer Sessford, of the city fire department, were seon at the fire, and, with Secretary Stantoa, Assistamt Quar- termaster General Rucker, and Major B. B. French, Commissioner of Public Buildings, did all in their power to prevent the spread of the Hames. In 8 short time the engines haa Streams upon the fire, and after battling for some time the flames were subdned, though not until the ie had been destroyed by the beat and smoke. The conservatory of the Executive Mansion Was formerly on the east side of the building, but during the administration of Presideat Buchanan it was torn down, and the new one erected on the west side. over the row of one- story buildings used for the storage of wood aud coal, the roof of which was of copper; the floor of the conservatory was erected over this, leaving aspace of abont twe feet between the floor and old roof, in which space the flaes for heating the conservatory were laid. The fire was first discovered immediately over the duiler, and, it is thought, originated from a de- fective flue. The firemen were compelled to tear up the floors of the conservatory in order to reach the flames, and thus they had to worse for two hours before they could get the control ofthem. The weather being exceedingly cold, rendered it very difficult for the firemen to work effectively; but they were true to their uty, And manfully fought the flames until subdued. Too much praise cannot be given to Chief Engineer Dixon, of the Government fire brigade, Obief Engineer Sessford, of the city fire department, aud the firem>n under them, with the policemen under Lieut. Hurley, for their faithful performance of duty. Many of them worked until their clothes were frozen on them, trying to reach the fire. Mr. A.C. Smith, a member of the special police under Commissioner French, on duty at the Execative Mansion, with the pipe of one of tne engines, stood by the flames antil be was nearly suffocated, and fell. Officers Leach and Harris immediately carried him eut, and Dr. Norris was summoned, who ad- Mministered to him. One of the members of the Hibernia sell through the roof, but fortanately escaped with a few scratches. The loss will probably reach two or three undred thousand doliars. Many of the plants were very rare, and have been accumulated tor the past fifteen or twenty years—they can- mot be repisced tor any sum. Among the rare plants destroyed was a very large lemon tree, four Stritlitzia Regina, in full bleom, the larg- est plants in America; a Pandanus Odorata, or Screw Pine, very rare and large; one Cycus Reyoluta, imported during the administration of Gen. Washington, and a very large num- ber of Camelia Japonicas, the finest in this country. Mr. Kerichar, the chief gardener, with those tn his empley, did all in their power to save the plants, and succeeded in getting a number out before they were reached by the flames. Mr. Wm. Slade, the steward at the Execn- tive Mansion, properly provided for the fire- men furnishing suitable refreshments. ee Sees THe DISTRICT IN CoNGRESS.—The House yesterday pasced a bill to regulate proceed- ings before justices of the peace for the Dis. trict of Columbia, and for other purposes. Its Main provisions are that justices of the may exercise jurisdiction im cases of aebe Bot exceeding $100, except in cases where real es. tate is involved. The District Supreme Court shall makerules for the government of the justices, and shall determine the fees to be charged in ctvil cases. There shall be no stay of execution for judgments to sums less than $5. but stay of execution shall be allowed as follows —For sums over @5 and under $2u, one month; over $20 and under $10. two months, over $4 and under $75, four months: @nd over $15, six months. When a stay of execution is demanded, ample security shall be entered inte. All justices may issue pro- cesses in botm civil and crimi: cases, and ny person sued may upon his own motion transfer the hearing to another justice if they believe that the one isening the process wiil Rot Sct fairly, or if he is interes m the most remote degree. Noexorbitant bail shallever be de- manded, and speedy trials are secured to all persons. A bill was also passed to punish the crimes of grand and petit larceny in the District of Columbia. The bill provides that any person convicted of stealin ro to the yalue of twenty-five dollars sh 1 be punished by in- carceration in the penitentiary for not more ‘than three years nor less than one year. The willful destruction of a bank bill, public stock, Dill of exchange, or similar gre: shall be Geemed grand iarceny,and the Person con- victed shall be punished as above. For the larceny of articles valued at less than twenty- five dollars, and for destruction malicieusly of bank notes, &c., ofa value less than thirty-five dollars, the party convicted shall be compelied to make restitation in double the amount ot Property so purloined or destroyed; shali pay & fine of not more than two hundred dollars, or be imprisoned not more than six months 1 the county jail, or both, at the discretion of the court. Prisoners under sentence shall be em- ployed to Jabor as the courts ma: direct, and the remuneration for their labor shall be used to detray expenses of their trial, &c. When on tial for any crime except a capital one, the Prisoner shall be sllowed tour peremptory challenges.
