He looked upon both bills as departures from the constitutional amend- ment. Mr. Dawson fellowed’in an argument to prove that the Presidential policy was the true solution of the national difficulties. Mr. Baker obtained the floor, but yielded to Mr. Stevens, on whese motion House went into Committee of the Wholeon the state of the Union, (Mr. Lawrence, of Pa., in the chair,) and resumed the consideration of the legislative appropriation biil. On motion of Mr. Washburre, (Ill...) the ap- propriation for steamboat inspectors and su- perintendents was increased $10,000 for the more thorough investigation of the causes of Tecent disasters. The clause appropriating $40,000 for facili- tating communication between the Atlantic and Pacific States by electric telegraph was struck out. On motion of Mr. Price, the clause to pa: five watchmen in the public garden was. ounek out. Mr. Radford moved to amend the clause for the payment of the Metropelitan police for the District of Columbia by reducing the increased compensation from fifty per cent. to twenty- five per cent. At the suggestion of Mr. Farquhar, he put the reduction at twenty per cent. He deemed it necessary to have an auxilary seeociation in that city Mr. Adams stated that he had been in favor of organizing immediately; but after consulta- tion with these men he was forced to take a different view. lf an organization is gone into in Georgetown, it will distract the very people whose votes were expected by the Republicans. Mr. Adams handed a list containing four names to the Secretary, which was read by tat officer. A Voice.—“One of these gentlemen is going to live in Philadelphia.” Mr. J. Brown said that bis motion was not intended to interfere with any organization there, but to give the Republieans a chance to gin an suxihary. Mr. Joseph Williams said that so long as it is true that there are not five righteous men in Georgetown, the association had better go over as a committee of the whole. He did not know who was fingering about the elec- lich, and some may be trying to advance pri- vate interests. It was the duty of the associ- atio that the loyal colored men are not misled. while the names of so few loyal white Republicans can be placed on paper, and there Were 50 Many colored people in Georgetown. It was true they were being organized. Mr. Adams remarked that the names read Were not ail the Republicans, bat were a few selected for ap entirely different purpose. The Republicans believe that they will be able to carry the election there if lefi alone. Mr. R. J. Hinton asked bow many in @eorge- town will this bill enfranchise. Mr. Adams replied about five hundred. The white vote is from five to six hundred. The Chair remarked that a gentleman well informed in Georgetown had informed him that the vote would be about 1,200, including abont 700 colored votes, who, with the Repub- licans, could elect their ucket. The Mayor was, however, struggling for the colored yote. Mr. Hinton said that these people lately en- franchised needed education and agitation nd that the association should be at work.
