A committee of six was appointed by the chair- man to proceed to Washington to urge the pis- sage of the bill. A four-story tenement-house on Second avenue, New York, was burned Wednesday night. It caught from a liquor store in the busement. David Sanford, his wife and three children, and a woman named Hester Wattell, were badly burned, bat not fatally. Margaret Webb jumped from the fourth story to the side-walk, and was seriously injured. The coroner’s jury in the Washington, Pa., murder case, after a protracted investigation, failed to Ma tear inane Montgomery, their verdict being that Dinsmore came to his death by @ pistol shot inflicted by Robert Folger, and that Folger was aided by some persons about whom aud whore presence the jury could not agree. The District Suffrage Bill The following is a copy of the District negro suffrage bill as it passed the Senate yesterday “Be it enacted by the Senate and House of Repre- sentatives of the United States.of America in ¢ gress assembled, That from and atter the pas sage of this act each and every male person excepting panpers and persons under guar- dianship, of the age of twenry-one years and upwards, who bas not been convicted of any infamous crime or offense, and excepting per- sons who may bave voluntarily given aid and comfort to the rebels in the late rebellion, and who was born in the United States, or natur- alized, and who sball have resided im the said District for the period of twelve months nex: preceding to any election therein, shall be en- tived to the elective franchise, and shall be deemed an elector and entitled to vote at any election 1m said District, without any distinc- tion on account ef color or race. “Sec. 2. And be tt further enacted, That any person whose cinty it shal! be to receive votes At any election within the District of Columbia. who shall willfully refuse to receive, or who shall willfully reject, the vote of any Person entitled to such right under this act, shall be linble to an action of tort by the person injured, and shall be liable, on indictment and convic- tion, 1f such act was done knowingly, toa fine not exceeding five thousand dollars, or to im- prisonment for aterm not exceeding one year in the jail of said District, or to both. “ec. 3. And be it further enacted, That it ang person or persons shall willfully interrapt or disturb any such elector in the exercise of such franchise, he or they shall be deemed guilty of a misdemeanor, and, on conviction thereof, shall be fined in any sum not to exceed one thousand dollars, or be imprisoned in the jail in said District for a period not to exceed thirty days, or both, at the discretion of the c. 4. And be it further enacted, That the officers presiding at any election shall keep and use the check-list herein required at the polls during the election of ali officers, and no vote shall be received uniess delivered by the voter in person, and mot until the presiding officer has had an opportunity to be satisfied of his identity, and shall find his name on the list, and mark it, and ascertain that his vote is single: and any person who shall attempt to influence votes by purchase or bribe of any kind shall be punished by a fine not exceeding $2,000, or imprisonment not exceeding two years, and any person accepting such bribe shall be punished by imprisonment not less pre ayy year, and be perpetually disfran- ised. “Sec. 8.
