The following officers were then elected: \ice presidents, Richard Wallach, Mayor of Washington, Gen. O. O. Howard. Gen. E. D. Townsend, Dr. B. W. Bliss. H. D. Cooke, ana S. B. Colby, Esq. Secretaries, A, M. wer and M. Siace. The President stated the object of the meet- ng to be t@ consider measures for the exten. ston of the sphere of usefulness of the News. boys’ Home. Hitherto that institation had been devoted to the interests of the newsboys, who were very numerous during the war: but now ab opportanity is offered to extend its asefal- bees 60 &s to make it a home for all friend.ess children A committee, consisting of Pref. Baird, Mr. Wisong. and Mr. W. ©. Palmer, agent of the Balumore Chiidrer>" Aid Society, were pres- ent. and addresced the meeting, encouraging those interested in behalf of friendless chil- dren to proceed Mr. Wisong very fally explained the organi- vation of the Baltunore institution, and for the details of the mode of operation referred the meeting to Mr. Patmer. the agent, who, in re- Ply to questions asked by those mterested, ex- plained the entire working of the insti- unos. The effect of the charity in Balti- more Bas been to relieve the aims-honse of aii its javentie inmates. and provide homes for them, ss well as for bhundreas of other anfor- tupate ones, who were tending to destruction tor Inek of proper training. This system ig- sores the old system of the large orphan asy- jum. 1 whieh the children are kept together io & large building under the care of a matron. ‘The children are only kept at the home until they can be sent into families, to be raised as members of the family, not as menials; and the distribution is €ffected by local committees in every county of the State of Maryland, who are held responsible for the proper care and education of the ebildren. No child is bound cut, but Is always under the protection of the society, and if not properiy cared for will be taken from the family immediately. The greateet care is taken to secure for the childran education and moral training. None are per- mitted to reside in any but pious families, who bind themselves to educate their charges, and when the boys arrive at age they receive Sw, and the girls $50. The meeting was briefly addressed by Hons. Horace Maynard and J. W. Patterson, in behalf of the institution. Prof. *lenry also urged immediate action in bebalf of triendless chitdren, and hoped the suggestions of the committee from Baltimore ‘would be promptly considered and acted upon. Barton remarked that the pleasure of riding om horseback should be considered. It be bad been im the place of the assistant mar- sbal he would not bave brought in a bill. Mr. Boswell said that he did not regard riding on horseback pleasure, as sore as he telt afterwards, and he thought he would have given some one 85 to take bis piace if he had koown how he was going to feel after nis equestrian exercise. ‘he bill was ordered to be paid. The Obsir (Mr. Elvans) remarked that he bad intended to introduce a proposition at this meeting, but would, as the National Uniou League were anxious to have the use of the ball, defer it to the next meeting. The propo- sition was one looking to the formation of anx- iliary Associations in the several wards, as it was becoming importantto kuow how many reliable Republicans were in each ward, not regarding color, and probably without regard to sex.
